VILLAGE BOARD MEETING JUNE 27, 2016 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 6:59 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Anthony Peppe, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Denise Spingler (E-911 Administrator), and Officer in Charge Rob Brown (entered 7:41 p.m.) were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the minutes for the June 13, 2016 Village Board Meeting, as amended. · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following bills. · CABLE Mayor Mulvaney reported that he spoke with Attorney Thomas Blair pertaining to the purchase of Southern Cayuga County Cablevision by Zito New York, LLC and that there was no news. Mayor Mulvaney stated that he would keep the Board updated. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW WATER METER REPLACEMENT Mayor Mulvaney reported that no new water meters had been installed. · VILLAGE ORDINANCES Mayor Mulvaney reported that he spoke with Moravia Fire Chief Bill Andersen pertaining to the drafted “Open Burning” local law. Chief Andersen gave his input, which Mayor Mulvaney explained to the Board. After some discussion, revisions and changes from the Trustees, the Board directed Village Clerk Anne Riddell to make the changes suggested for the next regularly scheduled Board meeting. · WATER LEAK DETECTION UPDATE Mayor Mulvaney reported that another small leak was found between the Post Office and Land of Lakes Realty on Main Street to be repaired. Mayor Mulvaney also stated that there were two leaks on North Main Street to be repaired (found by New York Leak Detection - NYLD). ---PAGE BREAK--- · ZONING AMENDMENTS (PLANNING BOARD) Mayor Mulvaney reported that there was no news from the Village Planning Board pertaining to the Zoning Amendments. · SOLAR POWER GRANT (WWTP) Each of the Trustees received a flyer for an upcoming class pertaining to Stormwater Management and Solar Farms on July 20, 2016 offered by the Cayuga County Planning Board. Mayor Mulvaney stated that he would ask Wastewater Treatment Plant Operator Trainee Sean Cochran if the two of them would like to attend the meeting and get an update on the Solar Power Grant that the Village had been working on. It was also noted that a copy of the flyer was sent to each member of the Zoning Board of Appeals and the Planning Board. · OAK HILL GRAVEL PIT Mayor Mulvaney stated that there was no news on the Oak Hill Gravel Pit. · LENS PROGRAM (DMV) After some discussion, the Board directed Village Clerk Anne Riddell to ask Village Attorney Charles Marangola his professional opinion pertaining to implementing the LENS Program for Village employees that drive Village vehicles. This item was tabled until the next regularly scheduled board meeting. · DENISE SPINGLER (E-911 ADMINISTRATOR) Ms. Denise Spingler addressed the Board pertaining to a new program that the County is implementing for emergency personnel. The Board had received a quote from Officer in Charge Rob Brown at the last Board meeting from Brite for $7,288.00 for two police vehicles to be equipped with this program (including two computers). Ms. Spingler stated that this would assist the tracking of police vehicles throughout the County which would aid in the police officers safety. After some questions, Ms. Spingler noted that the program would be up and running in May 2017 so there was time for the Board to consider being included in the new program. · FOUR TOWN AMBULANCE CONTRACT Village Clerk Anne Riddell reported that the Four Town Ambulance Contract expired with the Village on June 1, 2016. She stated that she had left several messages requesting the Village’s amount due so that she may prepare the contract and had not received a response. This item was tabled until the next regularly scheduled Board meeting. ---PAGE BREAK--- · EMPLOYEE APPLICATION (DICKENSON) An updated application for employment from Parker Dickenson for Laborer was on the table for Board review. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to accept and place on file the employment application from Parker Dickenson for Laborer. · POWERS LIBRARY – MOVIE NIGHT (07/08/16) Each of the Trustees received a copy of a letter from the Powers Library Association pertaining to their 4th Annual Family Fun Movie Night scheduled for July 8, 2016. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve closing Smith Street the evening of Friday, July 8, 2016 for the Powers Library Association Movie Night. (It was noted that the Moravia Police Department and the Department of Public Works would be copied on this.) · 2016/2017 EMPLOYEE CARRY OVER TIME Each of the Trustees received a copy of the 2016/2017 Village of Moravia Employee Carry Over Time. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the 2016/2017 Employee Carry Over Time. · MFD/VFW PARADE A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the MFD/VFW Parade scheduled for July 16, 2016 and to waive the deposit. (Mayor Mulvaney explained the new parade route: beginning at Elementary School to West Cayuga Street to Grove Street, ending at the Fairgrounds.) · ASSISTANT OFFICER IN CHARGE APPOINTMENT Officer in Charge Rob Brown requested the Board to appoint part-time Police Officer Bryant Bergenstock to Assistant Officer in Charge. Officer Brown stated that with this appointment Officer Bergenstock could act on Officer Brown’s behalf in his absence and that Officer Bergenstock could also sign Officer Brown’s reports (as he is not allowed to sign his own reports). A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the appointment of Part-time Police Officer Bryant Bergenstock to Assistant Officer in Charge of the Moravia Police Department, effective immediately. ---PAGE BREAK--- · BUILDING PERMIT FEE & VARIANCE APPLICATION FEE WAIVER Village Clerk Anne Riddell requested the wavier of a building permit fee and a variance application fee for the First Baptist Church of Moravia, being a non-profit entity. She explained that they were building a garage on the parsonage’s property on Park Street. After some discussion, a motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to waiver the $66.00 building permit fee and the $25.00 variance application fee for the First Baptist Church of Moravia, being a non-profit entity. · ANNUAL JUSTICE AUDIT Trustee McGuerty stated that she and Trustee Fulton were meeting July 28, 2016 to review Judge Shepardson’s Village Justice records for the annual audit. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to direct Village Clerk Anne Riddell to send a letter to Judge David Wade, II to bring his justice records to the Village Office prior to the next regularly scheduled Board meeting on July 11, 2016 for the annual audit. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Letter from Senator Seward for $12,500 awarded to the Moravia Police Department. - Letter from Village of Moravia Zoning Board of Appeals (Public Hearing on 07/05/16 for the First Baptist Church of Moravia). - New York State Department of Transportation Notice of Order (speed limit change on Route 38). - Shelter Re-Inspection Report for Country Acres Animal Shelter. (Report indicated all was “satisfactory”.) A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to adjourn at 8:27 p.m. Anne Riddell – Village Clerk
