MEETING TOWN BOARD OF GENOA April 12, 2017 A regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on April 12, 2017 Present Lorie Sellen-Gross, Supervisor Matt Manzari Cheryl Shields, Board Member Mick Piechuta Don Slocum, Board Member Bob Hunt Brandon White, Board Member Al Board Member Sue Moss, Clerk The Board meeting was called to order at 7:00 pm by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Mark Manzari from New York Leak Detection, Inc. (NYLD) provides subsurface infrastructure location and assessment services. He came to the meeting to answer any questions the Board had about what NYLD does to locate water lines, leaks and valves for the Town. He said it would be a two-man crew and they would take about two weeks to complete the job, plus time for mapping of the water system. RESOLUTION 41-2017 APPROVAL OF POSTPONING NYLD PROJECT FOR FACT FINDING On a motion of Board member seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved that postponing NYLD project be approved. Mick will inquire about the state of the grants that have been submitted for the Genoa-King Ferry Water Project RESOLUTION 42-2017 APPROVAL OF MARCH 8 MINUTES On a motion of Board member Shields, seconded by Board member White, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the March 8 minutes be approved. RESOLUTION 43-2017 APPROVAL OF MARCH 29 SPECIAL MEETING MINUTES On a motion of Board member Shields, seconded by Board member White, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Slocum, Abstain 2 Shields, White Nays 0 Resolved that the March 29 Special Meeting minutes be approved. ---PAGE BREAK--- TOWN BOARD MEETING April 12, 2017 Page 2 SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 44-2017 APPROVAL OF MARCH 31 SUPERVISOR'S REPORT On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved that the March 31 Supervisor's Report be approved. CLERK’S REPORT Report on Revenues from Clerk’s Office for March 2017 Certified Copies $ 20.00 Dog Licenses 86.00 ($99.00 total - $13.00 Ag & Mkts population control fund) Disbursements for March Paid to Supervisor $ 206.00 Paid to NYS Ag & Markets 13.00 RESOLUTION 45-2017 CLERK’S REPORT On a motion of Board member Shields, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved that the March 2017 Clerk’s Report be approved HIGHWAY REPORT Brandon White We had a snow storm pass through that dumped about 24 inches of snow. The men worked a lot of hours keeping our roads open. On the days we weren’t plowing snow, the guys were hauling stone from Seneca Stone. Stephenson Equipment came down to show us how to operate our new forestry mower, after a few adjustments it works very well. Eric, Bob and Matt attended a Dig Safe seminar in Syracuse. Jeff and Paul attended a Road Sign and Pavement Markings class in Auburn. The towns of Niles, Moravia, Locke, Genoa and Venice are renting a Force Feed Loader from Stephenson Equipment to clean up shoulder material. Kilcer Indian Field Road COMMENTS/QUESTIONS/CONCERNS: - Continue to work with residents on new projects (Atwater Road, FL#6, Lake Road, Rte 90, and Bruton Road) - Submit Variance Application for Frank Piechuta. WATER Lorie Sellen-Gross Total for February - 2,150,000 Average - 69,319 OLD BUSINESS Changes were made to the Zito Media agreement by the Town attorney. Zito only accepted one change. Lorie will have the attorney review again. Zito Media sent a check. Notice of the Permissive Referendum was published in The Citizen on April 1. NEW BUSINESS The Board gave permission to the Supervisor to attend the Town Finance School in May. It is in Saratoga Springs. Mick signed up to attend the Land Use Training session. Mike Shurtleff has asked for help from the Town with a drain issue in front of the funeral home. He has written to the State many times for assistance but has received no response. There is a similar situation in front of Dodge City Clippers. Notice was received that Pickard & Anderson will be monitoring the Town landfill in May. RESOLUTION 46-2017 APPROVAL OF BILLS On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved to accept the bills as presented With no further business, on a motion of Board member Shields, seconded by Board member the meeting was adjourned at 7:50 p.m. Carried unanimously.
