VILLAGE BOARD MEETING JULY 23, 2018 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Anthony Peppe were in attendance. Village Clerk Anne Riddell and Treasurer Susan Wade, Allen Morris, Tony Ruffini, Kerry Norris, and Village Attorney Charles Marangola (entered at 7:09 p.m.) were also present. · PUBLIC Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. Kerry Norris stated that her property had flooded again last Monday and has spent a lot of money over the past few years. She stated that there are problems with the flooding and it needs to be fixed. Mayor Mulvaney discussed that three inches of rain had fallen in 45 minutes and that the County was in the Village early Tuesday morning to discuss some possible solutions. He also stated that Cayuga County Soil and Water were coming tomorrow to look the situation over again and that the County, Village, and Town have been working on cleaning out the ditches. The Board thanked them both for attending and stated that the Village was aware of the flooding and was working on a solution as quickly as possible. (Kerry Norris and Tony Ruffini exited at 7:13 p.m.) Allen Morris discussed with the Board two books he had read pertaining to a “Collaborative Community.” Mayor Mulvaney informed him that the County was already working on a shared services plan and that the Village currently does quite a bit of shared services with other entities. The Board thanked Mr. Morris for his ideas and for coming to the Board meeting. (Allen Morris exited at 7:23 p.m.) · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the July 9, 2018 Village Board meeting. · BILLS A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following bills. · DEPARTMENT REPORT A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Justice Report for the month of June. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Trustee McGuerty stated that they are scheduled to meet again on July 31, 2018. This item was tabled until the next regularly scheduled Board meeting. · NEW METER REPLACEMENT Mayor Mulvaney stated that there was no report on new water meter installations. ---PAGE BREAK--- · VILLAGE ORDINANCES Mayor Mulvaney stated that the Village of Moravia Planning Board had the drafted local law pertaining to chickens and livestock for their review. This item was tabled until the next regularly scheduled Board meeting. · SEWER BREAKS AND FLOODING Mayor Mulvaney discussed the flooding on North Main Street and Keeler Avenue that occurred last Monday and again today. He also stated that the County and the Village were working on this matter. This item was tabled until the next regularly scheduled Board meeting. · VILLAGE’S WATER/SEWER SYNOPSIS 2017 Mayor Mulvaney reported that NYRWA will be coming back this week to identify the location of three possible leaks. This item was tabled until the next regularly scheduled Board meeting. · MRB GROUP (SEWER USE LAW UPDATE) Mayor Mulvaney stated that Village Attorney Charles Marangola needed to review whether or not the Board can spend the monies from the Sewer Repair Reserve Fund for updating the sewer use law and the SPDES program. This item was tabled until the next regularly scheduled Board meeting. · 2018 FISCAL YEAR APPOINTMENT A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to enter Executive Session at 7:40 p.m. to discuss personnel. (Village Attorney Charles Marangola was invited to attend.) A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to exit Executive Session at 8:09 p.m. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the annual appointment of Village Attorney Charles Marangola. · VILLAGE OF MORAVIA EMPLOYEE POLICY Each of the Trustees received a copy of the revised Village of Moravia’s Employee Policy for their review. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Village of Moravia Employee Policy, with the two changes noted. · SEWER REDUCTION REQUEST (HEIM) Each of the Trustees received a copy of a letter from Erica Heim pertaining to the water/sewer account for 74 East Cayuga Street. The letter stated that there was an outside spigot leaking, which had since been repaired and requested a reduction on the sewer bill. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to credit the sewer bill #40540 for 74 East Cayuga Street in the amount of $63.25 per the Village policy. · INFORMATIONAL ITEMS ---PAGE BREAK--- Each of the Trustees received a copy of the following: - Flood Insurance Assessment. - Cayuga County Association of Villages Agenda (08/28/18). - Village of Moravia’s Planning Board Minutes (06/18/18). On the table for Board review was: - US Army Corps of Engineers Inspection Report. - New Visions Application. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 to adjourn at 8:24 p.m. Anne Riddell, Village Clerk
