MEETING, TOWN BOARD OF GENOA February 10, 2016 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on February 10, 2016 Present Lorie Sellen-Gross, Supervisor Mick Piechuta Cheryl Shields, Board Member Frank Sellen Don Slocum, Board Member 1st Lt. John Carlisle Brandon White, Board Member Joshua Sigona Al Board Member Sue Moss, Clerk The meeting was called to order at 7 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. The January 27, 2016 Special meeting minutes were approved via email. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 28-2016 SUPERVISOR’S REPORT On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the January 2016 Supervisor’s Report be approved CLERK’S REPORT Report on Revenues from Clerk’s Office for January 2016 Dog Licenses $ 172.00 Building Permits 327.50 Disbursements for January Paid to Supervisor $ 454.50 Paid to NYS Ag & Markets 17.00 RESOLUTION 29-2016 CLERK’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the January 2016 Clerk’s Report be approved ---PAGE BREAK--- TOWN BOARD MEETING February 10, 2016 Page 2 HIGHWAY REPORT Brandon White The winter has been almost non-existent so far. The men have been mostly sanding with very little scraping. The new pickup and wing works very well, it should save a lot of time, not having to go back over roads for the second time. On the bad days the men have been working in the shop, servicing and welding equipment and on the better days have been cutting road sides back and running them through the chipper. Eric has been removing the stumps with the ditcher. ASSESSOR REPORT None DOG CONTROL None WATER REPORT Sue Moss 2,006,900 - January total 64,700 - January average Al told the Board that parts are no longer available for the entrance doors to the building so that the tumblers can be replaced. He is going to get prices for replacing the door hardware. John and Joshua attended the meeting because they are having problems receiving their mail because of the new hours at the Genoa post office. While this isn’t something the Board can change, Cheryl said she would stop in and speak to the postmaster to see what, if anything, can be done. RESOLUTION 30-2016 APPROVAL OF BILLS On a motion of Board member Slocums, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved to accept the bills as presented WATER COMMITTEE Cheryl filled the Board in on the Water Committee meeting which took place on February 8. An income survey was discussed. To receive a grant, the median income level would need to be $46,000. Also, an 80% to 90% return rate is needed. The median income for the Town is estimated to be $51,289. The same amount of grant money can be received without this survey. The cost of the survey cannot be reimbursed to the Town. The preliminary figure of the project is approximately $2 million. HISTORIAN None BUILDINGS AND GROUNDS COMMITTEE None PROGRAMS AND GRANTS None OLD BUSINESS The Board was informed that Design Connect, the organization from the College of Architecture, Art & Planning, is unable to help with the Town of Genoa Junk Law. The cost will be $697. At this time, the Board went into Executive Session to discuss a personnel matter.
