Scipio Town Board Meeting Wednesday October 14, 2015 This regular meeting was called to order at 7:00 PM on Wednesday, October 14, 2015 by Supervisor Janet Reohr with the following people present: Supervisor: Janet Reohr Town Clerk: Tom Olenych Council Members: Howard Nelson Highway: Mark Chamberlain Greg Rury Keith Welch Gary Whitten Visitors: Gary Mutchler, Susan Higgins, Mark Ferrari and Ronda Zahn. Supervisor Reohr reviewed the agenda. Motion: to approve the minutes of the September 9, 2015 town board meeting. ( Welch/Rury ) All in favor. Issues to come before the board from town residents: Susan Higgins spoke to the board about parts of the new zoning law which she feels adversely affect her property. She was not aware that the town currently has a zoning law. She thinks the regulation ( 112 – 4 ) regarding the clearing of trees on steep slopes is too restrictive and she should not have to get a special permit to do so. She also thinks the building setbacks ( 109 – 10 ) for her lake front property will negatively impact the value of their property. She cited a University of Minnesota research document that shows the further you build away from the shoreline the less valuable your property becomes. Her concerns will be sent along to Jeanie Gleisner of CNY Regional Planning & Development who has been assisting the town on the new zoning regulations. Rhonda Zahn of Cayuga Counseling Services spoke to the board about forming a community “Trauma Response Team”. This team would be comprised of first responders as well as town residents and its purpose would be to provide counseling to town residents in the event of a disaster such as floods, shootings, tornados etc. Should a Trauma Response Team be created it would need to use the town offices for its services. The Zoning Document: Janet Reohr told the board that Jeanie Gleisner informed her that all the comments and concerns stemming from the 9/9/15 public meeting had been addressed. The final draft will be voted on at the November 4, 2015 town board meeting. ---PAGE BREAK--- Reports: Supervisor: • A letter will be sent to Heather Garner, the town’s assessor, identifying the components of her 2016 salary as the 2016 budget is completed. A copy of this letter will be put into her personnel file. • Janet Reohr talked about the Allens’ hired hand showing up at cleanup day with several 55 gallon sized containers of unsorted trash and dumping these into the recycleables. D. J. Grady said he has told the people showing up with this material that it could not be put into the recycleables without being sorted but he was ignored. A letter to the Allens, outlining transfer station rules and regulations, will be drafted and mailed to the Allens. Highway Superintendent: • The highway department has been busy mowing side roads and taking care of some small jobs that need to be done before the snow starts to fall. • Highway employees are also busy getting snow removal equipment ready for the upcoming winter season. • A state grant was received through Cayuga County Soil & Water for repairs to Booth Road with 80% of the work being done by state crews. Code enforcement officer: • A written report was submitted. Assessor: • A written report was submitted. Motion: to approve the supervisor’s fiscal report for September, 2015. ( Welch/Nelson ) All in favor. Resolution to approve Request for Transfer of Funds provided by Supervisor Reohr. To increase the appropriations in DA 5130.4 Machinery Contractual to $20,197.11 which was the amount of insurance proceeds received to repair truck. Transfer from A 1220.4 Supervisor’s contractual $97.92 to A1110.4 Justice Contractual Reohr – yes, Whitten – yes, Nelson – yes, Welch – yes, Rury – yes. Approval of vouchers: • General Fund ( A vouchers 157 – 177 for a total of $19, 274.95 ( Welch/ Rury ) All in favor. • Highway Fund ( DA vouchers 90 – 103 for a total of $33,790.28 ( Welch/Rury ) All in favor. ---PAGE BREAK--- Other business: Howard Nelson brought up the Global Relief Grant Application / American Forests for the town to consider at some point in the future. Through this grant the town would be given trees which could then be planted along the town’s roadsides. Motion to adjourn at 8:55 PM. All in favor Respectfully submitted, Thomas J.
