MEETING, TOWN BOARD OF GENOA July 13, 2016 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on July 13, 2016 Present Lorie Sellen-Gross, Supervisor Mick Piechuta Cheryl Shields, Board Member Paul Wheeler Don Slocum, Board Member Terry Considine Brandon White, Board Member Al Board Member The meeting was called to order at 7:00 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Mr. Considine talked to the Board about AFLAC. The minutes for the June 8 meeting were approved via email. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 51-2016 SUPERVISOR’S REPORT On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the June 2016 Supervisor’s Report be approved CLERK’S REPORT Report on Revenues from Clerk’s Office for June 2016 Marriage License $ 17.50 Certified Copies 110.00 Dog Licenses 140.00 ($162.00 total - $22.00 Ag & Mkts population control fund) Building Permits 1129.50 Disbursements for June Paid to Supervisor $ 1,297.00 Paid to NYS Health Dept (marriage license) 22.50 Paid to NYS Ag & Markets 22.00 RESOLUTION 52-2016 CLERK’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the June 2016 Clerk’s Report be approved ---PAGE BREAK--- TOWN BOARD MEETING July 13, 2016 Page 2 The Clerk informed the Board that she had Gary Debele repair her computer and he told her that there is a problem that can’t be repaired. He suggested she purchase a new one and gave her a quote for one that he will build. RESOLUTION 53-2016 COMPUTER FOR CLERK On a motion of Board member seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the Clerk’s computer be replaced with one from Gary Debele HIGHWAY REPORT Brandon White Brandon White and I interviewed Steven Kirkey, Matthew Sellen and Robert Hunt for the MEO position. All three were very qualified for the job. I left the decision up to Brandon and he hired Matt Sellen. He started work on July 5, 2016. He has been working very well, mostly mowing roadsides. We started paving Lane Road on June 14 and finished on the 16th. We had trucks and men helping from the Towns of Locke, Venice, Ledyard and Moravia. In return, we have helped them with our trucks and men. I have talked to Bill Barry (John Deere salesman) about trading our payloader. He hasn’t gotten back to me yet. We are getting streets in town ready to pave, replaced a cross culvert pipe on South Street, trimmed some trees and did some ditch cleaning. We are looking at the last week of July to do paving. The guys have trimmed weeds and brush on our bridges, three on Creek Road, one on Blakely Road and the one on Weeks Road. We are also ditching Hill and Bartnick Roads. Manzari about third party electrical inspections. - Received a letter from the Commissioner of Ag & Markets giving Mathew Kleinman an Ag Exemption. More to come. We will grieve this situation. Mick talked about adding a $10 fee to building permits for third party electrical inspections. He had attended meetings in Rochester where this had been discussed. RESOLUTION 54-2016 ADDITION OF $10 FEE FOR 3RD PARTY ELECTRICAL INSPECTIONS On a motion of Board member seconded by Board member Sellen-Gross, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that a $10 fee will be added for 3rd party electrical inspections Mick submitted the final draft of the Junk Storage Law. He has received the plans for the Cell Tower. A Public Hearing for the Junk Storage Law will be scheduled for the next board meeting on August 10, 2016 WATER Sue Moss 2,929,000 - total 97,600 - average BUILDINGS AND GROUNDS The Cayuga County inmates will trim the shrubbery and put down mulch on Friday ---PAGE BREAK--- TOWN BOARD MEETING July 13, 2016 Page 4 PROGRAMS & GRANTS Lorie Sellen-Gross There were 80 attendees at the first day of the Swim Program and it continues to be well attended. RESOLUTION 55-2016 APPROVAL OF BILLS On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved to accept the bills as presented OLD BUSINESS Lorie updated the Board on Clarity Connect’s broadband progress. There are nine more poles to be installed. They should be done by August 1. In one year, everyone who wants to be hooked up to broadband, should be. NEW BUSINESS A letter from Zito Media was received in the bill from Southern Cayuga County Cablevision concerning the new prices and offerings. An email was received correcting the error reported on the mortgage tax revenue by the Citizen. The Board decided that the Town will pay for Paul Wheeler’s cell phone which is approximately $60 per month. RESOLUTION 56-2016 APPROVAL OF SUPPORT OF THE CAYUGA COUNTY WATER AND SEWER AUTHORITY’S APPLICATION FOR A GRANT TO SUPPORT A COUNTY-WIDE WATER AND SEWER STUDY AND PLAN On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved to approve the support of the CC Water and Sewer Authority’s application Paul informed the Board that the cost of the payloader with trade will be $19,700 RESOLUTION 57-2016 APPROVAL OF PURCHASE OF PAYLOADER WITH TRADE IN On a motion of Board member White, seconded by Board member the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved to approve the purchase of new payloader with trade in ---PAGE BREAK--- TOWN BOARD MEETING July 13, 2016 Page 5 With no further business, on a motion of Board member Shields, seconded by Board member Slocum, the meeting was adjourned at 8:35 p.m. Carried unanimously.
