MEETING, TOWN BOARD OF GENOA March 9, 2016 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on March 9, 2016 Present Lorie Sellen-Gross, Supervisor Mick Piechuta Cheryl Shields, Board Member Frank Sellen Don Slocum, Board Member Ray Dyer III Brandon White, Board Member Ann LaFave Al Board Member Paul Wheeler Sue Moss, Clerk Dean Winspear Patrick Jensen Loretta VanHorn Robert Perkins Chris Ruding George Signor The meeting was called to order at 7 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. The February 9, 2016 meeting minutes were approved via email. Patrick Jensen, Southern Cayuga Central School Superintendent, spoke briefly about the 2016- 2017 school budget. The estimated total budget is $16,600,000 which is approximately a 1% tax increase. Ray Dyer spoke about the sale of his business, Southern Cayuga County Cablevision, to Zito New York LLC located in Coudersport PA. The franchise needs the approval of the Town Board and the Public Service Commission. Mr. Chris Ruding, the Vice President of Cable Operations for Zito NY explained that Zito focuses on rural areas with regard to cable and internet service. He said they will be offering competitive prices on packages. They hope to increase internet speed, offer phone service and HD channels. George Signor spoke to the Board about his Town/County taxes and how they had increased over 43%. He is upset with the way he was treated by the Assessor. The Board will look into this situation. Bob Perkins had pictures of his property he had taken after a heavy rain. He had a considerable amount of water coming from his neighbor’s property and running through his garden and lawn. ---PAGE BREAK--- TOWN BOARD MEETING March 9, 2016 Page 2 SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 31-2016 SUPERVISOR’S REPORT On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the February 2016 Supervisor’s Report be approved CLERK’S REPORT Report on Revenues from Clerk’s Office for February 2016 Certified Copies $ 50.00 Dog Licenses 133.00 Building Permits 1197.50 Disbursements for January Paid to Supervisor $ 1380.50 Paid to NYS Ag & Markets 20.00 RESOLUTION 32-2016 CLERK’S REPORT On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the February 2016 Clerk’s Report be approved HIGHWAY REPORT Frank Sellen Frank and Paul were in Albany all day at a CHIPS conference. Frank said it was very informative. The men have been plowing and sanding when necessary. The ditcher needs a new part which will be expensive. Powers Road needed some work after a heavy rain. Snipe FL#1 Trig Agar FL#5 COMMENTS/QUESTIONS/CONCERNS: - Adjusted paperwork for Judge Orkin on Blakely Rd. Project - FOIL request from J. Freisinger - Sent out renewal notices for Permits that had expired or are about to expire. - Met with L. Saltonstall and C. Ragusa on new projects - Continue to answer questions from resident about projects. - Work on sending information to each Fire Department concerning locations of the PV Systems on each property. WATER COMMITTEE The next meeting with Hunt and those involved is scheduled for March 23 at 6 p.m. Lorie informed the Board that Ed LaVigne has been in contact with her about the Town of Lansing’s continued interest in being of assistance with this project. BUILDINGS AND GROUNDS COMMITTEE Al The door hardware has been replaced on the four outside doors. OLD BUSINESS None NEW BUSINESS Paul Wheeler has accepted the position of Highway Superintendent and will begin that position on April 1. Judge Orkin has asked for web access to add specific information to the Court section when needed. The Board is okay with this. Bonnie Johnson, the Town’s bookkeeper is retiring from the position. Her sister, Nancy, will be taking the position April 1. Nancy is Deputy Treasurer for the Village of Groton and will continue with that position. The Clerk will assume the Water District responsibilities from the bookkeeper. RESOLUTION 33-2016 APPROVAL OF TRANSFER OF FUNDS On a motion of Board member White, seconded by Board member the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 ---PAGE BREAK--- TOWN BOARD MEETING March 9, 2016 Page 4 Resolved to accept the transfer of $1500 from A1221.1 to A1410.1 RESOLUTION 34-2016 APPROVAL OF BILLS On a motion of Board member Shields, seconded by Board member the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved to accept the bills as presented With no further business, on a motion of Board member Shields, seconded by Board member the meeting was adjourned at 8:15 p.m. Carried unanimously.
