1 Village of Fair Haven Board of Trustees Meeting June 13, 2016 The meeting was called to order followed by the Pledge of Allegiance and a moment of silence for the victims in the Orlando FL mass shooting. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Holley Webster-Goolden, Trustee Judith Dunaway and Trustee Pete Hanford. Also present Village Clerk-Treasurer Terri DiGregorio, Deputy Clerk Johanne Van Der Linden, DPW Superintendent Roger Granatiero, Ambulance Supervisor-Zoning Officer Stanley Village Historian Susie Parsons, Bill McVea, Ed Robinson, Jim Child, Vivian Sciarabba, David Dan Larsen and Gus Taft. COMMUNICATIONS: The June Cayuga County Association of Villages meeting hosted by Fair Haven will be held at Sabin Hall 6:30pm on June 21st catered by the Corner Stone from Red Creek. The speaker will be Andrea Simmons Director of Community Health Services for Cayuga County who will talk about the Zika Virus. The 4/26/16 and 5/31/16 meeting minutes were reviewed. The American Legion is still looking for volunteers to mow. May 3rd ZBA hearing minutes were reviewed and a new hearing is scheduled for June 28th 7pm. In receipt of $7,888.63 mortgage tax from Cayuga County Treasurer. In receipt of $200.00 from the Commemorative Park Foundation towards maintenance of the clock in Central Park. In receipt of new public protection classification: 05/5X from ISO (Insurance Services Office). Sam Colvin attended the agenda meeting and talked about Bay Betterment Association and the Village possibly purchasing flares next year for the 4th of July to sell to bay front property owners for the “Wall of Fire”. In receipt of $194.38 from Bay Betterment Association for boat ramp donation boxes purchased in 2013. Since the boxes have been moved, donations have increased to use the Village owned boat ramps. PUBLIC FORUM: Ed Robinson inquired about the new weed growth in Little Sodus Bay. The Board informed Mr. Robinson Sam Colvin had brought this to their attention at the agenda meeting and that the weed is called Curly Leaf Pond Weed. It has been known to grow in the bay in the past. It comes on early in the summer and then dies off quickly. Jim Child noted he had recently spoken with an environmental representative at the state park and will inform her of this news. Vivian Sciarabba thanked the Board for copies of the committee reports made available at the meeting. Jim Child inquired about alternative companies for trash pick-up in the Village. Dependable Disposal, King and Butler were among some of the trash haulers mentioned. MINUTES: On a motion by Trustee Dunaway and seconded by Trustee Hanford the May 5th, 9th and 26th meeting minutes were approved. All ayes accept Mayor Basile abstained regarding the May 26th minutes as he was not present for that meeting. Motion carried. ABSTRACT #1 VOUCHERS: On a motion by Deputy Mayor Krehling and seconded by Trustee Webster the following vouchers were approved for payment. All aye, motion carried. General Fund: $39,369.07 Water Fund: $3,991.93 Trust & Agency: $320.00 2013 CDBG: $42,061.51 May Payroll: $29,193.67 On a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway the following budget modifications were approved. Checked Pump house daily; Took water samples to Lab in Auburn; Read Water Meters; Picked up bagged leaves and brush weekly; Seasonal Water Turn-ons; Final Meter Reads; Cut up fallen trees at the pump house and chipped; Weekly weed eating and mowing; Weekly garbage removal; Put American flags up on Main St.; water repairs, service line on Lake St., curb stop on Westside Dr.; Installed No Parking signs on Lake St. Ext.; Pavilion was cleaned, light bulbs, and electric were checked; Trimmed trees in areas where the branches were obstructive; Went around town again with Round up; Filled spots around town that needed top soil; the hole on North Victory St. near the Young’s will be address as new drainage pipe is required in the area. The report was approved on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden. All aye, motion carried. Treasurer’s report submitted by Terri DiGregorio for period ending 5/31/2016. General fund balance $298,123.75 which includes WBB $4,227.83, Water fund $75,318.99, 2001 CDBG $263.75, Trust & Agency $790.92, $3,888.07, 2013 Victory St. CDBG $1.00. The report was approved on a motion by Trustee Webster-Goolden and seconded by Deputy Mayor Krehling. All aye, motion carried. May Ambulance report submitted by Stan The ambulance service answered 30 calls: 5 BLS, 15 ALS, 1 no transport, 8 cancelled calls, 1 DOA. Total calls to date 164. Of these 30 calls 7 in the Village, 9 in the Town of Sterling, 3 in the Town of Martville, 10 mutual aid to Lakeshore Ambulance, 1 mutual aid to CIMVAC. Vehicles responding to calls: 22 for Ambulance 0 for Ambulance 8 for Medic Car, 4 for both the medic car and ambulance together. The response time was 2.58 minutes. Received $420.00 due Fair Haven Ambulance from Simon’s (collections) Agency Inc. The report was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. May Code Enforcement report submitted by Stan 4 building permits issued; 7 violation letters sent for an illegal sign, non compliant sewer, rubbish; 3 fire inspections conducted; 2 appearance tickets issued; 2 violations corrected; 4 village wide inspections performed. The Board asked Stan to sight the property owners with grass violations. He was also directed to continue to pursue the bay front property owners who have not connected to public sewer and sight them. The report was accepted on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. All aye, motion carried. UNFINISHED BUSINESS: Trustee Dunaway will review the signage entering the Village of Fair Haven as multiple signs regarding zoning, winter parking, no soliciting, curfew, etc. are present and research if they are legally required. The old “Welcome to the Village of Fair Haven” signs that were removed from Main St. and replaced with new ones will be displayed on West Bay Rd. and Fair Haven Rd. entering the Village. Trustee Webster-Goolden will attend the July 21st Planning Board meeting and assist in reviewing the proposed Road Preservation law regarding village streets. On a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway Jon Erik Svereika’s quote of $475.00 to survey the pump house property in the Town of Sterling was approved. Deputy Clerk Van Der Linden was directed to contact Mr. Svereika to set this up. ---PAGE BREAK--- 3 The telemetry needs updating at the pump house. It was installed in early 90’s and is now obsolete. Last week a contractor was called in to fix the telemetry as it has repeatedly malfunctioned. This is currently monitored by an alarm company that notifies DPW employees when a malfunction occurs. A new variable frequency drive (VFD) is needed for the main pump. The back-up pump currently has one. These costs will be reviewed as funds have been budgeted. Rainbow Moon Nursery was contacted by Trustee Webster-Goolden regarding Main St. tree replacement. Dwarf crab apples trees were suggested as they don’t produce fruit only berries. No decisions were made at this time. Trustee Webster-Golden will provide a count of the total number of tress on Main Street and provide a count on how many the Village should target to replace each year. NEW BUSINESS: The Culvert pipe request form was revised to include the applicant would pay all costs involved and a final inspection must be performed by the DPW. Brian Bench has offered to repair the decorative stonework under the village welcome signs on Main St. at no cost to the Village. He will be submitting proof of insurance. Gus Taft still has the remaining corbels for the bandstand. After a brief discussion the Board of Trustees decided no additional corbels were needed as the bandstand looks very nice as is. On a motion by Deputy Mayor Krehling and seconded by Trustee Webster Mayor Basile was authorized to sign the service agreement with RMW Event Staffing, LLC, for security coverage during the 4th of July celebration. All aye, motion carried. Cayuga County Sheriff’s Department will supply the inmates to clean up the street and fair grounds Saturday and Sunday. The Board of Trustees noted the Chamber of Commerce will use Central Park, Bandstand and Phillips Park for Pirate Fest on August 27th. FINAL COMMENTS: The Fair Haven Public Library is requesting a sidewalk and ADA wheelchair ramp. This will be discussed in further detail at the July board meeting. Bob Deming’s request to install 12” smooth wall drainage pipe in a ditch at the back of his property and cover with dirt previously discussed at the agenda meeting on June 9th was approved on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden. All aye, motion carried. After research since the agenda meeting it was concluded the Village of Fair Haven had no responsibility to maintain this ditch. David inquired about installing a new solar light in the bandstand bell tower as the previous light is no longer illuminated. A durable solar light will be researched. Trustee Hanford asked if the DPW could park a Village truck at the top of the hill near the State Park entrance to divert traffic down the park road during the parade in case law enforcement is unable to do so. Former Mayor Bill McVea asked if a light had been purchased for the flag at Standbrook Park. This will also be researched for a long lasting durable light if an electric light is not feasible.
