VILLAGE BOARD MEETING AUGUST 10, 2015 · PLEDGE OF ALLEGIANCE Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and Code Enforcement Officer Fred Delaney were also present. Trustee Anthony Peppe entered at 7:41 p.m. · PUBLIC TO BE HEARD Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the minutes for the July 27, 2015 Village Board Meeting. · BILLS A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following Bills with the exception of Bill #74 to be held. (Mayor Mulvaney voting.) (Trustee McGuerty abstained from Bill #73 due to conflict of interest.) After some discussion pertaining to the holding of Bill #74, a motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve payment of Bill #74 after Treasurer Susan Wade receives acceptable response to their questions from the company. · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the Treasurers Report for the month of July. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 3-0 vote to approve the Public Works Report for the month of July. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Water Meter Replacement Report for the month of July. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Fuller Park Inspection Report for the month of July. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Sewer Treatment Plant Report for the month of July. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Vehicle Log Sheet Report for the month of July. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Dog Control Report for the month of July. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the Police Report for the month of July. ---PAGE BREAK--- A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the written and verbal Code Enforcement Report for the month of July. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the Justice Building Inspection Report for the month of July. It was noted that there was no Justice Report for the month of July. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that the Board received a July report for new meters replaced, as noted above. · VILLAGE ORDINANCES The review of the Village Ordinances was tabled until the next regularly scheduled Village Board meeting due to needing more information pertaining to the penalties for offenses for a new parking law that the Board is considering. Mayor Mulvaney reported that Village Clerk Anne Riddell had emailed Judge June Shepardson for her input. · WATER LEAK DETECTION UPDATE Mayor Mulvaney reported that all the water leaks had been repaired that were detected by NYLD except for one on the corner of Main Street and Congress Street. (Trustee Peppe entered at 7:41 p.m.) · FOUR TOWN AMUBLANCE 2015-2016 CONTRACT Each of the Trustees received a copy of a letter from Four Town Ambulance in response to the Village’s letter dated June 11, 2015 with questions from the Board pertaining to the annual agreement. After some discussion and more questions from the Board, the resolution and the 2015-2016 Four Town Ambulance Annual Agreement were tabled until the next regularly scheduled Board meeting. · CABLE AGREEMENT Each of the Trustees received a draft copy of a letter from Mayor Mulvaney to Ray Dyer (Southern Cayuga County Cablevision) pertaining to the Cable Franchise Agreement with the Village which terminates September 12, 2015. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to authorize the Mayor to sign and send the letter from the Village to Ray Dyer (Southern Cayuga County Cablevision) ---PAGE BREAK--- pertaining to the Cable Franchise Agreement. · LETTER OF SUPPORT (FILLMORE GLEN PAVILION GRANT) Each of the Trustees received a copy of a letter of support for a grant that the Cayuga County Department of Planning and Economic Development requested. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to authorize Mayor Mulvaney to sign the letter of support for the proposal of $125,000 in funding being submitted to the Upstate Revitalization Initiative by the Cayuga County Department of Planning and Economic Development for the much needed renovations of the Fillmore Glen State Park Pavilion. · DISCHARGE OF MORTGAGES (2-GARROW) Each of the Trustees received a letter from Attorney Charles Marangola and two Discharge of Mortgages for Joseph and Suzanne Garrow. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Discharge of Mortgage dated November 14, 2005 of Joseph and Suzanne Garrow for $2,227.00. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Discharge of Mortgage dated May 4, 2005 of Joseph and Suzanne Garrow for $20,300.00. It was noted that both mortgages for the Community Development Block Grants were satisfied in full. · FALL CLEAN-UP A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to have Fall Clean-Up days scheduled for October 10th & 11th, 2015. It was noted that no electronics would be collected for this Fall Clean-Up. · REQUEST FOR USE OF AMPHITHEATER (8/12/15) Each of the Trustees received a copy of a Request for Use of Amphitheater at Ethel Fuller Park from Christ United Methodist Church. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve and waive the fee plus deposit for the Request for Use of Amphitheater at Ethel Fuller Park from Christ United Methodist Church for August 12, 2015. · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Thank you letter from Senator Seward to Village (Senior Scam Prevention Forum). - Letter from Village to Cayuga County Sheriff’s Department requesting for Inmate Work Crew. - Memo from Cayuga County Department of Planning (Village Planning Board members training). - Village of Moravia Planning Board Minutes (7/20/15). - CHIPS notification. - Letter from Village of Moravia Planning Board to Village Board (GML 239 Referral). - Cayuga County Association of Villages Agenda. On the table for Board review was: - Vehicle Log Sheets for the month of July. ---PAGE BREAK--- - Fillmore Glen Grant & Letters of Support. Trustee Peppe gave the Board an update about the Summer Recreation Program Committee meeting that was held on August 3, 2015.
