VILLAGE BOARD MEETING AUGUST 22, 2016 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Anthony Peppe, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and Attorney Thomas Blair were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the minutes for the August 8, 2016 Village Board Meeting, as amended. · BILLS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following bills. · DEPARTMENT REPORT A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Justice Report for the month of July. · CABLE A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to enter Executive Session at 7:03 p.m. to discuss contract negotiations. (Attorney Thomas Blair, Treasurer Susan Wade, and Village Clerk Anne Riddell were in attendance.) A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to exit Executive Session at 8:36 p.m. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW WATER METER REPLACEMENT Mayor Mulvaney reported that there was no report on the new water meter replacement program. · VILLAGE ORDINANCES Each of the Trustees received a revised copy of the proposed Open Burning Law. Mayor Mulvaney reported the one suggestion that Fire Chief Bill Andersen had, however he was unable to review the draft law in more detail prior to the Board meeting.. This item was tabled until the next regularly scheduled Board meeting. ---PAGE BREAK--- · WATER LEAK DETECTION UPDATE Mayor Mulvaney reported that two more leaks were found. (One leak on North Main Street and one in Montville.) Mayor Mulvaney stated that New York Leak Detection (NYLD) would be coming to mark the leaks for repair. · ZONING AMENDMENTS (PLANNING BOARD) Each of the Trustees received copies of the Village Planning Board minutes from May 16, 2016 and July 18, 2016. Mayor Mulvaney reported that there was no other news from the Village Planning Board pertaining to the Zoning Amendments. · SOLAR POWER GRANT (WWTP) Mayor Mulvaney stated that there was no update or news on the Solar Power Grant for the Wastewater Treatment Plant. This item was tabled until the next regularly scheduled Board meeting. · OAK HILL GRAVEL PIT Mayor Mulvaney stated that there was no news on the Oak Hill Gravel Pit. · VILLAGE OF MORAVIA EMPLOYEE POLICY REVIEW Each of the Trustees received the pages of the Village of Moravia Employee Policy that they revised at the last Board meeting. After some more discussion pertaining to weekend coverage, this item was tabled to be reviewed again at the next regularly scheduled Board meeting. · LETTER TO VILLAGE FROM MICHAEL SKEELE (INSURANCE AGENCY – SIGN) Each of the Trustees received a copy of a letter and a bill for a sign that Michael Skeele of Skeele Agency Inc. had ordered. His letter explained that he had received a sign permit and after the sign had been ordered, and it was discovered that the sign was not in compliance with the Zoning Law. Mr. Skeele then applied to the Zoning Board of Appeals for a use variance, which was denied. Village Clerk Anne Riddell stated that she spoke with Village Attorney Charles Marangola and he stated for the Board to deny his request for reimbursement for the sign. She continued that even though the sign permit was ---PAGE BREAK--- issued incorrectly, a Code Enforcement Officer does not have the authority to issue a permit which conflicts with the Zoning Law. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote denying Mr. Skeele’s request for reimbursement for the sign and to send a letter. · SCHOOL CROSSING GUARD SALARY (POWERS) Each of the Trustees received a copy of a letter from Officer in Charge Rob Brown requesting an increase in School Crossing Guard Andy Powers’ salary to $21.00 per day. Officer Brown stated that Mr. Powers has the certification to direct traffic, so directing traffic will also be part of his job responsibility. After some discussion, a motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to increase School Crossing Guard Andy Powers’ salary to $21.00 per day effective immediately. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Letter to Village from Zoning Board (re: Public Hearing Notice). - Thank you letter from Village to Towns and Cayuga County Highway Department for assistance in recent paving of Church Street. - Letter and bill to Village from Jeff Trescott, with letter from Village to Cayuga County Highway Department forwarding Mr. Trescott’s letter and bill. (North Main Street is a County road, not a Village road.) - Cayuga County Planning Board Training Session (09/21/16). A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to adjourn at 9:11 p.m. Anne Riddell – Village Clerk
