TOWN OF SUMMERHILL Town Hall Budget Workshop Meeting October 29, 2018 7pm Town Board Members Present: Susan Stout, Supervisor Christopher Ryan, Councilman Duane Reynolds, Councilman Daniel Ripley, Councilman (7:05) Town Board Members Absent: Mary Osgood, Councilwoman Other Officers Present: John Kirk Residents: None Visitors: Judi Burnett, Gerry Sharpsteen Guests: None Recording Secretary: Carol Chase The meeting was called to order at 7:03 pm by Susan Stout. All stood for the pledge to the flag. A. Susan explains the changes: 1. Contingency account A1990.0: This was increased by $15,000 to replace the entrances and the windows in the office, this was already increased to cover the lawyers fees for the lawsuit. The new total is $39,000. 2. Programs for the Aging, A6773.4: This was increased to $300 to provide Meals on Wheels to some residents. 3. Culture and Recreation A7510.4: This was made $400 to cover expenses for events. 4. Unexpended Balance applied to the Budget: The amount from General unexpended was increased $20,000 to $90,000 and the amount from Highway unexpended was increased to $70,000. This means the amount to be raised by taxes for the town will be $5.49 per thousand, a decrease of 5 cents per thousand from last year. Duane Reynolds states that the 1.5% raise across the board is not as fair as looking at each position and giving a raise accordingly. We must also consider our constituents. Susan Stout states that the board has already gone through the budget line by line and if the raises had increased taxes then she wouldn’t have put them in. Our Town total assessment went up 1 million dollars and we whittled the budget numbers down to where we came out better than we imagined and we should stick to the salaries. Duane Reynolds states that Mary Osgood did not like the raises given to those who had large raises last year and the Board raise brings up the issue with the conflict of interest policy. B. Resolution to adopt the Revised Tentative Budget : Motion 117- 2018 Dan Ripley made a motion to approve the Revised Tentative Budget for 2019 and make it the Preliminary Budget for 2019, seconded by Chris Ryan. ---PAGE BREAK--- Carried 4 ayes Stout, Ryan, Reynolds, Ripley 0 nays B. Resolution to hold the Public Hearing on the 2019 Budget: Motion 118- 2018 Dan Ripley made a motion to hold the Public Hearing on the 2019 Budget on November 13,2018 at 7pm with the regular Board meeting to follow, seconded by Chris Ryan. Carried 4 ayes Stout, Reynolds, Ripley, Ryan 0 nays C. Vacant Historian Position: Susan poke with Linda Plunkett and she is willing to help but cannot physically handle the job. Jennifer Kratzer expressed interest in the position and Susan is looking for any suggestions. Susan will call Jennifer Kratzer and ask her to attend the November Board meeting.
