1 Scipio Town Board Meeting This year end meeting was called to order at 7:04 PM on Wednesday December 28, 2016 by Supervisor Gary Mutchler with the following people present: Supervisor: Gary Mutchler Town Clerk: Tom Olenych Council Members: Howard Nelson Leslie Baxter Mark Ferrari Gary Whitten Visitors: Wendy Mutchler, Keith Welch, Dave Thurston and Karen Olenych Motion: to approve agenda for 12/28/2016 town board meeting. (Whitten / Nelson) All in favor. Issues to come before the board from town residents: There were no issues from the town residents present. Approval of the minutes of the December 14, 2016 town board meeting. The minutes for the 12/14/2016 town board meeting will be approved at the January 11, 2017 town board meeting. Reports: A) Tom Olenych the town clerk will start the process of records retention and will update the town board at the January town board meeting. Supervisor’s report: A) All the Gould Cemetery property ownership issues have been resolved in the town’s favor but Dave Thurston the town attorney did say although the VanNostrand’s cannot challenge this they could challenge the amount of money the town paid for this property. The fence to enclose the cemetery would be going up in three months and Rustin Wilson who originally quoted the job some years ago told Supervisor Mutchler there would be little or no cost increase from his original quote. B) Supervisor Mutchler, on the advise of Dave Thurston, contacted NYMIR regarding the town’s new dog control officer’s lack of liability insurance but had not heard back from them. C) The issue of the “No Reservation – No Sovereign Nation” sign letter was discussed again and it was not certain who actually wrote the letter and who actually owns the land the sign is on. Dave Thurston doubted the state owns the land because he said the state normally doesn’t own land but takes “right of way” instead. Howard Nelson was going to ask Mick Piechuta if the sign conformed to the town’s zoning regarding signs. Motion to approve the transfer of funds to balance the books for 2016. (Mutchler / Whitten) All in favor. ---PAGE BREAK--- Approval of vouchers: General Fund 219 to 224 totaling $1,700.27 (Baxter / Ferrari) All in favor. Highway Fund (DA): 109 to 110 totaling $225.58 (Mutchler / Whitten) All in favor. Motion to adjourn: 7:54 PM (Whitten) All in favor. Respectfully submitted Thomas J.
