VILLAGE BOARD MEETING NOVEMBER 28, 2016 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Tony Peppe, and Chris Fulton were in attendance. Village Clerk Anne Riddell and Treasurer Susan Wade were also in attendance. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the November 14, 2016 Village Board Meeting. · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from Bill #205 due to conflict of interest.) · TRANSFERS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following transfers: From: A1990.4 Contingent To: A1420.4 Attorney $200.00 A9010.8 State Retirement To: A9015.8 Police Retirement $385.00 · DEPARTMENT REPORT It was noted that there was no Police Report for the month of October. · CABLE Each of the Trustees received a copy of two letters sent to Zito New York, LLC and to Ray Dyer pertaining to reimbursement for attorney fees due to the Village. Mayor Mulvaney stated that the Village had not received any reimbursements to date. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW WATER METER REPLACEMENT Mayor Mulvaney reported that no new water meters had been installed since September. · VILLAGE ORDINANCES ---PAGE BREAK--- Mayor Mulvaney stated that the Board should approve the Bonfire Permit Application and Fee as noted later on the agenda and also address the Site Plan Review that had been on the agenda, before addressing more of the Village Ordinances. The Board agreed. · ZONING AMENDMENTS (PLANNING BOARD) Mayor Mulvaney explained that Village Attorney Charles Marangola was unable to attend the meeting however Attorney Marangola is reviewing samples of other Site Plan Reviews for the Board of Trustees. (Mayor Mulvaney reminded the Board that they had requested a list of items from Attorney Marangola that Attorney Marangola thought should be changed on the proposed draft of the Site Plan Review.) This item was tabled until the next regularly scheduled Board meeting. · SOLAR POWER GRANT (WWTP) Mayor Mulvaney stated that there was no update or news on the Solar Power Grant for the Wastewater Treatment Plant. This item was tabled until the next regularly scheduled Board meeting. · MEMORANDUM OF UNDERSTANDING (CC 911 CENTER) Mayor Mulvaney stated that there is no update or news on the Memorandum of Understanding that was presented to the Board by Officer in Charge Rob Brown. This item was tabled until the next regularly scheduled Board meeting. · LETTER OF RESIGNATION (DPW – BOWEN) Each of the Trustees received a copy of a letter from Part-Time Mechanical Equipment Operator Linwood Bowen. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to accept the letter of resignation from Part-Time Mechanical Equipment Operator Linwood Bowen dated November 18, 2016, effective immediately. The Board directed Village Clerk Anne Riddell to send a letter to Linwood Bowen thanking him for his service to the community. · EMPLOYMENT APPLICATION (DPW – DOOLITTLE) An employment application from Kelly Doolittle for Laborer/Mechanical Equipment Operator was on the table for Board review. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to accept and place on file the employment application from Kelly Doolittle for Laborer/Mechanical Equipment Operator. ---PAGE BREAK--- · SE DAY FUND (CHRISTMAS RECIPIENT LIST) Each of the Trustees received a copy of suggested recipients for Christmas, from the S.E. Day Fund with fourteen (14) children. (It was noted that there had been no recipients since 2013.) A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the list of children with a limit of $25.00 each from Jennings Department Store for Christmas. · SEWER UNIT CHARGES – 2017 The Board received an updated listing of the sewer unit charges for 2017 prepared by Treasurer Susan Wade. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the 2017 sewer unit charges per the list presented effective for the February 2017 billing. (It was noted that there was an overall decrease of 4.9 units.) · BONFIRE PERMIT APPLICATION FEE RESOLVED, that the Board of Trustees of the Village of Moravia, NY, hereby approves of the Village of Moravia Bonfire Permit Application form, a copy of which is attached to this Resolution, to be used in conjunction with the Village of Moravia’s Local Law #3 of the Year 2016 entitled “Regulating Open Burning”, and also establishes the sum of $100.00 as the application fee for the Opening Burning Permit Application. This item was moved to Old Business on the future Agendas for further review. · PERMISSION FOR WINTER WORKSHOP (PHOENIX & A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to authorize Dick Phoenix and Kean to attend W2Operator Training Group Winter Work Shop in Cortland on December 9, 2016. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Letter from Zito New York, LLC (re: price increase). - Cayuga County Association of Villages Minutes (10/25/16). Trustee McGuerty gave a review of the recently attended Cayuga County Association of Villages meeting. ---PAGE BREAK--- A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to adjourn at 7:54 p.m. Anne Riddell – Village Clerk
