VILLAGE BOARD MEETING NOVEMBER 27, 2017 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Anthony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Sean Cochran (WWTP), and Joe Gentilcore were also present. · PUBLIC Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the November 13, 2017 Village Board meeting, as amended. · BILLS A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following bills. · PURCHASE ORDER A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Purchase Order for G.P. Jager for equipment repair on #1 Primary Tank at the Wastewater Treatment Plant for $5,905.00. (Sean Cochran of the Wastewater Treatment Plant explained the purchase to the Board.) (Sean Cochran exited at 7:10 p.m.) · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that there was no update on new water meter installations. · VILLAGE ORDINANCES Each of the Trustees received a copy of the Village Ordinances, Chapter 2, Section 18, information and sample laws pertaining to “Cattle, Horses, Goats, Sheep, Swine, Poultry” at a past Village Board meeting to review. After MUCH discussion, the Board compromised on the following: - Chickens shall be confined at least 50 feet from any dwelling house except that of the person so confining the chickens. - No person shall keep, maintain, house or possess more than twenty-four (24) chickens on any premises. - No roosters permitted within any of the districts of the Village except for the Agricultural and Agricultural/Recreational zoned districts. - Chicken refuse and feed must be stored in heavy plastic or metal containers and securely covered. ---PAGE BREAK--- - Chickens shall be confined by a fence at all times to the property on which they are kept, possessed or maintained. - Other fowl will be permitted in only the Agricultural and Agricultural/Recreational Zoned district, including: turkey, quail, ducks, geese, or guinea fowl. At a previous Board meeting the Board agreed that all Livestock shall only be allowed in the Agricultural and Agricultural/Recreational Zoned district with the following provisions: - Shall be confined at least 50 feet from any dwelling house except that of the person so confining the livestock. - Livestock shall be confined by a fence at all time to the property on which they are kept, possessed or maintained. The Board directed Village Clerk Anne Riddell to draft the above items in order for them to review this item at the next regularly scheduled Board meeting. · SEWER BREAK AND FLOODING Each of the Trustees received copies of letters to Congressmen and Senators requesting assistance in FEMA funding for this past year’s floods, a letter to MRG Group, and an email from MRB Group. Mayor Mulvaney stated that he was going to email Cayuga County Emergency Management to see if there was any New York State Disaster Funds that may be available. He stated that he would keep the Board updated. The Board also received a copy of a Proposal from C&M Co., LLC (South Main Street sewer line). · VILLAGE EMPLOYEE HEALTH INSURANCE (2018) Each of the Trustees received a copy of a comparison of Excellus BlueCross BlueShield plans for the Village Employee Health Insurance for 2018 and discussed the options at the last meeting with William Chamberlain of The Finger Lakes Group, LLC. The Board reviewed and discussed the three options given by The Finger Lakes Group, LLC. After some discussion, a motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve and to keep the current Excellus Silver 14 Plan. · NEW YORK STATE PAID FAMILY LEAVE LAW Each of the Trustees received a copy of a flier and also an email from the Kilborne Insurance Agency pertaining to the New York State Paid Family Leave Law effective January 2018. Village Clerk Anne Riddell stated that she had spoken to all but two Village employees and the employees that it was discussed with did not feel as though this coverage would be necessary for them at this time. After some discussion, a motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to “opt out” of the New York State Paid Family Leave coverage. · SEWER UNIT CHARGES – 2018 The Board received an updated listing of the sewer unit charges for 2018 prepared by Treasurer Susan Wade. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the 2018 sewer unit charges per the list presented effective for the February 2018 billing. (It was noted that there was an overall decrease of 7.4 units.) ---PAGE BREAK--- · SE DAY FUND (CHRISTMAS RECIPIENT LIST) Village Clerk Anne Riddell stated that she received information that all of the families in need were all taken care of by other families and/or organizations. However, the Board agreed for themselves to donate towards a meat platter for Court for New Year’s and a cookie platter for Northwoods Rehabilitation Extended Care Facility. · DISCHARGE OF MORTGAGE (LOCKETT) Each of the Trustees received a copy of a Discharge of Mortgage for Donna M. Lockett, prior owner of 44 Congress Street. (It was noted that the CDBG Loan and Grant had been paid and satisfied.) A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve and authorize Mayor Mulvaney to sign the Discharge of Mortgage for Donna M. Lockett, 44 Congress Street. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Memo from Mayor to Moravia Police Department (parking). - Letters to Village residents (chickens, bonfires, parking, debris at curb). On the table for Board review was: - Letter from Senator Seward to Congressman Katko (FEMA funds). A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 to adjourn at 8:23 p.m. Anne Riddell, Village Clerk
