MEETING TOWN BOARD OF GENOA February 8, 2017 A regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on February 8, 2017 Present Lorie Sellen-Gross, Supervisor Paul Wheeler Cheryl Shields, Board Member Mick Piechuta Don Slocum, Board Member George Signor Brandon White, Board Member (absent) Al Board Member Sue Moss, Clerk The Board meeting was called to order at 7:00 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Mr. Signor wanted to ask if any progress had been made with STOP signs being placed (see November 9, 2016 minutes). Paul Wheeler (Highway Superintendent) has been in contact with Pete Compton (Town of Locke Highway Superintendent) and it is being looked into. Mr. Signor also asked when the Town Hall is open so that he can look at the 2016 Tax Roll binder. RESOLUTION 30-2017 APPROVAL OF JANUARY 11 MINUTES On a motion of Board member Slocum, seconded by Board member the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Slocum, Nays 0 Resolved that the January 11 minutes be approved. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 31-2017 APPROVAL OF JANUARY 31 SUPERVISOR'S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Slocum Nays 0 Resolved that the January 31 Supervisor's Report be approved. CLERK’S REPORT Report on Revenues from Clerk’s Office for January 2017 $ 60.00 88.00 ($99.00 total - $11.00 Ag & Mkts population 400.00 $ 548.00 Certified Copies Dog Licenses control fund) Building Permits Disbursements for January Paid to Supervisor Paid to NYS Ag & Markets 11.00 ---PAGE BREAK--- TOWN BOARD MEETING February 8, 2017 Page 2 RESOLUTION 32-2017 CLERK’S REPORT On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Slocum Nays 0 Resolved that the January 2017 Clerk’s Report be approved HIGHWAY REPORT Paul Wheeler No major snow storms, we have been getting just enough snow to have to go out and plow and sand roads. We had Cayuga County Highway department haul the ditcher to Stephenson Equipment to put the new forestry mower on it. Met with Chris Colvert, NYSDOT Engineer, about water problem on Route 34B (Bud Ward's house). Bob Hunt says it is not a water main leaking. We have not heard back from the DOT yet. The men were out trimming and chipping trees and brush a couple days. Truck # 6 replaced pulleys and pins for wing plow, replaced rear hub bearings and studs. Fan housing bolts on engine broke, needed to remove and replace them. The men are still cleaning and painting in the shop. Paul mentioned that just today he talked with Chris Colvert. It is not the water main leaking. It is a leaking concrete pipe that is the responsibility of the State. Cook Mahaney Road COMMENTS/QUESTIONS/CONCERNS: - Continue to work with residents on new projects, (winery, new homes, etc.) - Worked on yearly reports to State and Census Bureau - Review FEMA rules with resident of Honoco Road ---PAGE BREAK--- TOWN BOARD MEETING February 8, 2017 Page 3 WATER Sue Moss Total for January - 2,136,200 Average - 68,910 WATER COMMITTEE Mick Piechuta Mick asked that a meeting be scheduled in the very near future. PROGRAMS & GRANTS Lorie Sellen-Gross There may be no bussing to swim lessons this summer. The cost of a driver and fuel can be quite substantial and there is an average of only 15 riders on the bus. Most parents take their children to the lessons and stay to bring them home. The money could be used for salaries of the director and instructors. RESOLUTION 33-2017 APPROVAL OF BILLS On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Slocum Nays 0 Resolved to accept the bills as presented OLD BUSINESS The Zito Media agreement was returned to Lorie by the town attorney with some changes. Lorie asked for permission from the Board to make these changes and forward the agreement to Zito. RESOLUTION 34-2017 APPROVAL OF CHANGES TO ZITO MEDIA AGREEMENT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Slocum Nays 0 Resolved to have Lorie make changes to the Zito Media agreement The Board Members reviewed all correspondence that the Strehles have shared with the Town Supervisor and Highway Superintendent; emails, attachments sent with those emails, and hand- drawn maps of area they are describing. Discussion took place as to conversation that was passed back and forth when the Strehles came to a meeting at the Town Hall to first discuss this issue with the current Highway Superintendent, Paul Wheeler, Frank Sellen, the previous Highway Superintendent, Lorie Sellen-Gross, Town Supervisor, and Brandon White, Town Board Member. Mick stopped at the cell tower and asked how things were progressing. The men working had placed equipment at the top of the tower but had no idea when Verizon would "turn it on". ---PAGE BREAK--- TOWN BOARD MEETING February 8, 2017 Page 4 NEW BUSINESS The next step for the Water District is the Conditional Approval of the order to extend the district boundaries per advisement of the Town Attorney. Mick has requested a meeting. Eric Reeves has stated that he would like to attend classes for water certification.
