1 Village of Fair Haven Board of Trustees Public Hearing Organizational Meeting April 9, 2018 Public Hearing on Budget 6:30 p.m. • The 2018-2019 budget is prepared and ready for adoption. Tax rate: $3.676261 per 1000 to raise $367,666.00 (last year’s tax rate was $3.676262). Village assessment: $100,010,873.00.00 (down by $111,195.00 from last year). Total budget is $1,332,056.00 (up by $43,741.00 from last year). Kevin Clark of Clark CPA, PC is in receipt of tentative budget and stated it looked good. • Gus Taft had many questions on the proposed budget, in particular the salary for the Board of Trustees and Code Enforcement Officer. He also inquired about additional funds planned for a proposed village hall expansion, sidewalks, tennis court improvements, plans for a possible ice rink in the pavilion and water meter reading software will have to be purchased. He asked why anticipated revenue for metered sales has been increased. The Board stated mainly due to the state park now being billed for usage. • David asked if all employees received a raise and Mayor Basile stated they received a cost of living raise. He inquired about purchasing practices for larger items not planned in the budget. The Board responded that all purchases are approved. David also inquired about the increased anticipated revenue for zoning fees. Organizational Meeting 7:00 p.m. The Board of Trustees meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. The public hearing on the budget remained open. Board members present, Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway, Trustee Chris Drogi and Trustee Hope Wojtowicz. Also present, Village Clerk-Treasurer Terri DiGregorio and 15 guests. Judge Christopher Palermo gave the oath of office to newly elected trustees Chris Drogi and Hope Wojtowicz. COMMUNICATIONS: • Cayuga County Association of Villages (CCAV) meeting will be held April 24th 7pm at the Sunset Restaurant hosted by Moravia (RSVP 4/16) February 27th minutes included. • A speaker for the June CCAV meeting hosted by Fair Haven will be sought and catered by the Corner Stone. • In receipt of $11,354.20 from Cayuga County Treasurer for returned 2017 village taxes. • Planning Board member Debra Rose attended 2 hours of training on 3/28. • ZBA member Susan Stanistreet attended 4.75 hours of training on 3/1. • In receipt of $893.98 for damage to Village owned split rail fence regarding a one car motor vehicle accident on 3/6/2018. PUBLIC FORUM: • Frank Perkins informed the Board of Trustees that the cost of the bus trips for the Seniors has increased and they may have to go with a different bus line next year. This raises the cost to the senior participants. May 5th was their first meeting with a good turnout. • Gus Taft asked the Board to send a letter to the Finger Lakes State Park System regarding the bad condition of roads in the State Park. He has invited state officials to look at the roads for a solution. Mayor Basile will contact the Director of the Finger Lakes State Parks regarding this issue. • Frank Perkins and Dan Larson confirmed the hours for the community center at the American Legion building on Lake St. Mondays, Wednesdays and Fridays it is reserved for the senior citizens. Tuesdays and Thursdays, it is available to the public from 8am to 5pm by contacting the Village Clerks office for reservations. It may be available in the evenings by contacting the American Legion for reservations. MINUTES: • The March 8th and 12th meeting minutes were approved on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. Four ayes and one abstention, motion carried. ---PAGE BREAK--- 2 ABSTRACT #11 VOUCHERS: The following vouchers were approved for payment on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. Four ayes and one abstention, motion carried. • General Fund: $27,802.97 • Water Fund: $3,339.92 • Trust & Agency: $3,766.61 • March Payroll: $34,579.78 General Fund Budget Modifications: The following budget modifications were approved on a motion by Trustee Dunaway and seconded by Trustee Wojtowicz. Four ayes and 1 abstention, motion carried ➢ Transfer $904.00 from A232W West Barrier Bar Reserve to A7110.41R parks contractual WBB ➢ Transfer $443.98 from weed control contractual to trees contractual ➢ Transfer $3763.67 from state retirement to snow removal contractual ➢ Transfer $1052.50 from weed control contractual to attorney contractual ➢ Transfer $23.59 from weed control contractual to deputy mayor contractual Water Fund Budget Modifications: The following budget modifications were approved on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. Four ayes and 1 abstention, motion carried ➢ Transfer $340.30 from transmission & distribution to transmission & distribution contractual COMMITTEE REPORTS: • The attached March DPW report submitted by Roger Granatiero was accepted on a motion by Trustee Drogi and seconded by Trustee Wojtowicz. All aye, motion carried. ➢ The quote from All American Tree Service for removal and pruning of several trees in the village right-of-way was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. ➢ Three water meter reading software quotes with options are still under consideration with no decisions as of this meeting. • The attached Treasurer’s report submitted by Terri DiGregorio for period ending 3/31/2018. General fund balance $616,784.14 which includes WBB $4,847.12, Water fund $145,683.40, Trust & Agency $936.90, New York Main Street and Community Development Block Grant $1.00. The report was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. Four ayes and one abstention, motion carried. • The attached March Ambulance report submitted by Stan was accepted on a motion by Trustee Drogi and seconded by Trustee Wojtowicz. All aye, motion carried. • The attached March Code Enforcement report submitted by Stan was accepted on a motion by Trustee Drogi and seconded by Trustee Dunaway. All aye, motion carried. • Planning Board report by Debra Rose: Debra briefed the Board of Trustees on multiple tasks under way by the Planning Board. Debra stated that the Planning Board members had discussed the willingness to take on the supervision of a zoning commission and architectural review committee to be advisory committees only. On a motion by Trustee Drogi and second by Trustee Dunaway the Planning Board was designated lead agency for these committees. Karen Haas presented many good ideas regarding charging these committees with a purpose and the expectations of the Board of Trustees. A representative from the Cayuga County Planning Board will be attending the May 1st Planning Board meeting to discuss updating the village zoning. On a motion by Trustee Drogi and seconded by Trustee Dunaway 10 more hours which converts to $600.00 will be allowed to pay Sterling Planning Services to further assist with the Comprehensive Plan. These funds will be transferred out of the zoning revenue surplus. All aye, motion carried. UNFINISHED BUSINESS: • The Village advertised Requests for Proposals to administer the New York Main Street Grant. Two proposals were received. On a motion by Trustee Drogi and seconded by Trustee Dunaway Thoma Development Consultants was chosen. All aye, motion carried. • The Board will meet at 7pm on April 23rd to discuss the SAM/DASNY Grant as the preliminary application needs to be filled out and sent back to the State. NEW BUSINESS: • The Board of Trustees acting also as fire commissioners accepted the 2018-2019 new slate of fire chiefs elected by the fire department. All aye, motion carried. ---PAGE BREAK--- 3 • Water account holder A2310 asked for a reduction in their water bill due to leak they had on their premises. They noted it had been repaired. The applicant will be notified that the bill will not be adjusted but that balance of $504.75 will be allowed to be paid over the period of one year without penalty on a motion by Deputy Mayor Krehling and seconded by Trustee Drogi. All aye, motion carried. • Mayor Basile was authorized to sign the contract with RMW Event Staffing LLC for security for the 4th of July field days after the approved revisions are made, on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. • Mayor Basile is working on a draft communication to be sent to all bay front property owners in the Village of Fair Haven regarding preparations for possible high-water levels on Lake Ontario. • The Chamber requested the closure of South Richmond from Main Street to the library during Mayfest on May 19th for a bike rodeo. This was approved on a motion by Trustee Drogi and seconded by Trustee Wojtowicz. All aye, motion carried. The library will be notified of this and the DPW will be putting up barriers. APPOINTMENTS & ANNOUNCEMENTS: The following appointments were made by Mayor Basile on a motion by Trustee Drogi and a second by Trustee Wojtowicz. All aye, motion carried. • Sharon MacLeod appointed as a regular member to the Zoning Board of Appeals replacing Chris Drogi’s appointment which is up in 2021. • Susan Stanistreet was appointed as the Zoning Board of Appeals Chair. • Larry Cosser was appointed Planning Board Chair. • Debra Rose was appointed as the Fair Haven representative to the Cayuga County Planning Board. • Walter Krehling was reappointed Deputy Mayor. • Johanne Van Der Linden was reappointed as Deputy Clerk. • Terri DiGregorio was reappointed as Registrar of Vital Statistics. • Johanne Van Der Linden was reappointed as Deputy Registrar of Vital Statistics. • Norman Chirco reappointed as Village Attorney. • Kevin Clark of Clark CPA, P.C. reappointed as accountant. • Official banks are Savannah & Chase. • Official newspaper is the Lakeshore News. Resolution for Advance Approval of Claims WHEREAS the board of trustees has determined to authorize payment in advance of audit of claims for public utility services, postage, freight and express charges; and WHEREAS all such claims must be presented at the next regular meeting for audit; and WHEREAS the claimant and the officer incurring or approving the claim are jointly and severally liable for any amount the board of trustees disallows. NOW THEREFORE BE IT RESOLVED that the Board of Trustees authorizes the Village Clerk-Treasurer to make payment in advance of audit of claims for public utility service, postage, freight and express charges on a motion by Trustee Dunaway and a second by Deputy Mayor Krehling. All aye, motion carried. Resolution for Mileage Allowance WHEREAS the board of trustees has determined to use the same rate for mileage as the IRS establishes, which is .545 cents per mile as of January 1, 2018 and will update accordingly for reimbursement to Village officers and employees who use their personal automobiles while performing their official Village duties; NOW THEREFORE BE IT RESOLVED that the Board of Trustees has determined to use the same rate for mileage as the IRS establishes effective immediately upon a motion by Trustee Drogi and a second by Trustee Dunaway. All aye, motion carried. ---PAGE BREAK--- 4 Resolution for Attendance at Schools and Conferences WHEREAS there is to be held during the coming official year, New York State Conference of Mayors Annual Meeting and Training School; New York State Conference of Mayors Fall Training School for City and Village Officials; New York State Conference of Mayors Public Works School; New York Rural Water Association’s Annual Technical Training Workshop; New York Municipal Clerks Institute; County Association Meetings; etc.: and WHEREAS attendance by certain municipal officials and employees at one or more of these meetings, conferences or schools benefits the municipality; NOW THEREFORE BE IT RESOLVED that the Board of Trustees authorizes designated employees to attend training effective immediately upon a motion by Trustee Dunaway and a second by Trustee Wojtowicz. All aye, motion carried. The following was approved on a motion by Trustee Drogi and seconded by Deputy Mayor Krehling. All aye, motion carried. • Board of Trustees meetings are held on the 2nd Monday of the month at 7:00 p.m. • Board of Trustees agenda meetings are held on the Thursday before the 2nd Monday of the month at 6:30 p.m. • Planning Board meetings will be held on the first Tuesday of the month at 7:00 p.m. • Zoning Board of Appeals meets to hear variance requests on the 4th Thursday of each month from April through October. They will also meet as needed from October through April. BUDGET ADOPTION: The budget hearing was closed on a motion by Trustee Dunaway and seconded by Trustee Wojtowicz. All aye, motion carried On a motion by Trustee Dunaway and seconded Deputy Mayor Krehling, the Board exited executive session at 10:00pm. All aye, motion carried. No decisions were made.
