Town of Sennett Board Meeting October 30, 2018 Minutes of the Town of Sennett Town Board Special Meeting and Public Hearing for the 2019 Budget held on Tuesday October 30, 2018 at 6:00 PM at the Sennett Town Office Building, Members Present: Peter Adams, Supervisor Jerrold Eades, Councilman Edward Rizzo, Councilman Richard Gagliardi, Councilman James Jeffers, Councilman Kristopher LaPointe, Highway Superintendent Ronald Schalck, Water & Wastewater Superintendent Penelope Dennis, Town Clerk The meeting was opened with the pledge to the flag. A motion is made by Councilman Eades to open the Public Hearing for the 2019 Budget, seconded by Councilman Jeffers. Roll Call vote: Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo yes, Councilman Jeffers yes and Supervisor Adams yes. Carried. Supervisor Adams updates the board on the budget. There have been two changes/amendments to the tentative budget that was filed at the end of September. 1) Quincy Hill Drainage District was added at a total amount of $3,000.00. 2) Health Care costs have increased 8.2%. Expenses have increased approximately Revenues have increased approximately 1.4%. The Park Fund received the grant for 75,000.00 also. There is a higher fund balance. 2019 sales taxes are estimated at $1,200,000.00. A thank you to Kris LaPointe and Ron Schalck for their help on the budget. A motion is made by Councilman Jeffers to close the Public Hearing, seconded by Councilman Rizzo. Roll Call vote: Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo yes, Councilman Jeffers yes and Supervisor Adams yes. Carried. A motion is made by Councilman Jeffers to approve the 2019 Budget, seconded by Councilman Gagliardi. Roll Call vote: Councilman Eades abstains, Councilman Gagliardi yes, Councilman Rizzo yes, Councilman Jeffers yes and Supervisor Adams yes. Carried. W&S Superintendent Schalck states that he has talked to three contractors regarding the needed generator. One of the companies has the state bid. He ---PAGE BREAK--- will get three quotes. Also, installation was discussed – can that be a separate quote? Natural gas hookups are also discussed: size of the line, who will dig the line, etc. Is diesel an option? Different types of generators are also discussed. There will be more information at the next meeting. Highway Superintendent LaPointe discusses the increase in the cost of salt. Different options are being looked into. There is discussion on this. More information at a later meeting. A motion is made by Councilman Eades, seconded by Councilman Gagliardi to enter into Executive Session to the medical, financial, credit or employment history of a particular person or corporation, or matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal or removal of a particular person or corporation, 5 ayes 0 nays, carried. A motion is made by Councilman Jeffers to come out of Executive Session, seconded by Councilman Eades, 5ayes 0 nays, carried. A motion is made by Councilman Jeffers that for the 2019 Health Insurance coverage, the Town will enter into an agreement/join the Tompkins County Health Care Consortium, seconded by Councilman Eades. Roll Call vote: Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo yes, Councilman Jeffers yes and Supervisor Adams yes. Carried.
