VILLAGE BOARD MEETING NOVEMBER 9, 2015 · PLEDGE OF ALLEGIANCE Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Anthony Peppe, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Code Enforcement Officer Fred Delaney, and Christopher Miller were also present. · PUBLIC TO BE HEARD Christopher Miller addressed the Board with his concerns about the conditions of Fuller Park. He stated that there was garbage throughout the park, obscenities written on the equipment, youth smoking/chewing tobacco, and partying during the night. Mr. Miller stated that he had called the police about the youth being there late at night and also about the garbage. Mr. Miller asked if there was anything more that could be done. Mayor Mulvaney stated that the Department of Public Works picks up garbage and checks Fuller Park on a regular basis, however he would check with the DPW. Mayor Mulvaney also stated that the Village had not received any complaints this year until now. He stated that he would request that the Moravia Police Department patrol the area more and would also check to be sure that the sensor lights on the pavilion were in working condition. After some discussion, the Board thanked Mr. Miller for coming. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the October 26, 2015 Village Board Meeting. · BILLS A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following Bills. (Trustee McGuerty abstained from Bill #180 due to conflict of interest.) · PURCHASE ORDER A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the purchase order to Webster’s Garage for repairs needed on the Crown Victoria (Moravia Police Vehicle) for $1,465.00. · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Treasurers Report for the month of October. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Public Works Report for the month of October. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of October. (Mayor Mulvaney noted that no water meters had been replaced since October 6, 2015.) A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of October. ---PAGE BREAK--- A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of October. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Dog Control Report for the month of October. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Police Report for the month of October. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of October. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of October. It was noted that there was no Justice Report for the month of October. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that the Board received an October report for new meters replaced, as noted above. · VILLAGE ORDINANCES Each of the Trustees received a draft of a local law pertaining to Parking, Chapter 4, Section 4 and Trucks, Trailers, Etc., Chapter 4, Section 5 of the Village Ordinances from Village Attorney Charles Marangola. After much discussion, the Board directed the Village Clerk to make the changes and copy for the next regularly scheduled Board meeting. · WATER LEAK DETECTION UPDATE Mayor Mulvaney stated that after further investigation and reviewing last month’s water readings from the Department of Public Works, the overall water usage had gone down significantly. Mayor Mulvaney also stated that Mark Manzari of NYLD (New York Leak Detection) would still be coming to the Village to review the repaired leaks and the water usage reports. · CABLE AGREEMENT Mayor Mulvaney stated he had spoken with Ray Dyer, Southern Cayuga County Cablevision, and had invited him to a Village Board meeting to discuss the franchise fee. Mayor Mulvaney reported that Mr. Dyer stated that he would sign the Village’s Cable Agreement (with the franchise fee included) and to send it to him. · LOCAL LAW #2 OF 2015 DRAFT (ZONING AMENDMENTS) ---PAGE BREAK--- Mayor Mulvaney stated that there was no update from the Planning Board on the Zoning Amendments. · SOLAR (STP) Mayor Mulvaney reported that there was no news on the Solar Grant for the Village’s Sewer Treatment Plant. · OAK HILL GRAVEL PIT Each of the Trustees received a copy of a punch list that was created after a meeting he had with Village Clerk Anne Riddell and Rick Fritz. Mayor Mulvaney stated that the information pertaining to the Mining Permit Application for the O’Toole Gravel Pit was also forwarded onto the Cayuga County Department of Planning requesting input. Village Clerk Anne Riddell reported that the Cayuga County Department of Planning was reviewing the information and would respond to the Village this week. She reminded the Board that the comments were to be submitted no later than November 15, 2015. After some discussion, this item was tabled until the next regularly scheduled Board meeting. · EMPLOYMENT APPLICATIONS (LABORER – PERKINS, SWAYZE) Applications for employment from Scott Perkins and Ike Swayze were on the table for Board review. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to accept and place on file the employment applications from Scott Perkins and Ike Swayze for Laborer. · STREET LIGHT ON MAIN STREET Mayor Mulvaney stated that he had asked each of the Trustees to observe the area where the street light was prior to the accident and if they believed the light should or should not be replaced. After some discussion and deciding that they didn’t see a difference, a motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to not replace the street light on Main Street that was hit by a motor vehicle this past summer. · SEWER REDUCTION REQUEST (SULLIVAN) Each of the Trustees received a copy of a letter from Daniel and Georgia Sullivan residing at 9 Walnut Street. The letter stated that there was a water leak, which has since been repaired and requested a discount. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to credit Sullivan’s sewer bill #10550 in the amount of $58.16, per the Village policy. · LETTER OF REQUEST FOR PRIVATE ROAD NAME (RIEKS) Each of the Trustees received a copy of a letter from Daryl Rieks requesting permission to name the private road of the new subdivision off of Grove Street Ext., Joseph Drive (privately owned by Mr. Rieks). A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve naming the private road in the subdivision off of Grove Street Ext., Joseph Drive. · VILLAGE EMPLOYEE HEALTH INSURANCE SYNOPSIS (2016) ---PAGE BREAK--- Each of the Trustees received a copy of a comparison of four Excellus BlueCross BlueShield plans for the Village Employee Health Insurance for 2016. Village Clerk Anne Riddell and Treasurer Susan Wade reviewed the comparisons of the four plans with the Board. The Board requested Insurance Agent William Chamberlain of Finger Lakes Group to attend the next regularly scheduled Board meeting. · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Cayuga County Association of Villages Agenda (11/24/15). - Letter from Mayor to Village resident, Mark Johnson. - Two public notices from the Town of Moravia (Re: Express Mart and Verizon). - Thank you letter from Sheriff Gould to Mayor Mulvaney (Inmate Work Crew). On the table for Board review was: - Vehicle Log Sheets for the month of October. - Information from the Cayuga County Association of Villages meeting a held a few months ago. Trustee McGuerty gave a report on the recent Cayuga County Association of Villages meeting held in October. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to adjourn at 8:52 p.m. Anne Riddell, Village Clerk
