MEETING, TOWN BOARD OF GENOA February 11, 2015 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on February 11, 2015 Present Lorie Sellen-Gross, Supervisor Marilyn Mann Cheryl Shields, Board Member Mick Piechuta Don Slocum, Board Member Brenda Tyrrell Brandon White, Board Member Kim Bennett Al Board Member Mary Beth Correll Sue Moss, Clerk Bob Folts Bonnie Johnson The meeting was called to order at 7:00 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Marilyn Mann, Town of Genoa Historian, spoke about the Genoa Historical Association and what the Board has planned for 2015. SCCS student Kelsey Emerson has been appointed as a Student Trustee to the Board. Her term is for six months. If this goes well, the new position will become a one-year appointment starting in September. Kelsey has gotten the FFA interested and they will be involved with this year’s Wheat Harvest Festival. The Board has applied to the Pomeroy Foundation for a grant to obtain three historical markers for the Town. One would mark the location of the Genoa Mill, a second would mark the Jabez Bradley home and the third for the Northville Hall. The Board may be applying to the Cayuga Community fund for financial assistance with the barn project. Programs such as the St. Patrick’s Day event with the Hagin family with Irish dancers added this year, the Wheat Harvest Festival in August, the Memorial Day service with a Viet Nam war veterans program, an ice cream social honoring all birthdays are just a few planned events. The Board is also talking about a program similar to the “Antiques Road Show”. Bob Folts talked about the barn extension program. Their budget is $15,000; they have $5000 now and hope a grant can bring in another $5000. Marilyn has been in contact with Dale Martin who constructs Amish buildings. Mick also presented his Annual Report for 2014 Building Permits Issued 53 New Homes 9 Commercial 4 Repairs/Alterations Additions 25 Sheds-Garages-Pole Barns, decks, roofs, etc. 19 Pools 2 Systems- Heating Electrical-Chimneys Etc. 4 Demolition 2 Fees $ 8,300.10 Est. Value Increase $ 2,232,836.00 This is the estimated increase in value in the Town (These figures are taken from the applications for Permits) Judge Bennett and his clerk, Brenda Tyrrell wanted a review of the General Fund income transaction postings for budget line A2610 (Fine & Forfeited Bail). Both stated (after being asked) that this discussion was being recorded. Bonnie Johnson, the Town bookkeeper, explained the procedure she follows each month when the Supervisor receives a check from the Court for fines and forfeited bail. As an example, she stated that last month, a check was received for $1774.50. Bonnie waits to receive an invoice from the State which tells her how much of that check is to be mailed to the State. The State invoiced $1277.00 and the Town keeps the remainder - $497.50. This procedure is done each month. Board minutes for the January 14 meeting and the January 28 Special meeting were approved via email. BUILDINGS AND GROUNDS COMMITTEE None ---PAGE BREAK--- TOWN BOARD MEETING February 11, 2015 Page 4 PROGRAMS AND GRANTS None OLD BUSINESS Cheryl will call the Town of Fleming to inquire about the procedure and firm used when their cell tower was introduced. Lorie reported that she was informed that Ralph Gray should not be a Constable but a Court Security Officer. She was unable to attend the Supervisors’ meeting because of inclement weather. The Maplewood Cemetery Board met and is working on the by-laws. When the weather improves, the County inmates will be doing cleanup. NEW BUSINESS Lorie received the Pickard & Anderson 2014 Annual Landfill Report - no changes were reported. The renewal for the mined land permit for Genoa Sand & Gravel has been received. Waiting to hear from the Town Attorney with regard to a local law banning hydrofracking. The Highway garage is having some boiler trouble. A check should be received soon from NYSERDA With no further business, on a motion of Board member Shields, seconded by Board member the meeting was adjourned at 8:30 p.m. Carried unanimously.
