Town of Venice Board Meeting September 20th, 2018 The regular scheduled board meeting (rescheduled from 9/13/18) was called to order on September 20th, 2018, at 7:00 pm by Town Supervisor, John Grover. All stood for the Pledge of Allegiance. Roll call found the following present: Supervisor, John Grover; Councilmen, Stefan McGonagle; Brian Sheils; & Rodney Donald; Highway Superintendent, Stephen Fedrizzi & Town Clerk, Kim Franklin Absent: Councilman Talcott Guest in attendance: n/a Resolution 31-2018 ~ Approval of Minutes: Motion made by Councilman Donald and seconded by Councilman Sheils to approve the minutes from August 2018. Voted: All in favor Resolution 32-2018 ~ Report(s) of Town Officials: Clerk’s report: shows 10 decals, 3 marriage licenses, 1 certified copy, 23 dog licenses & 4 building permits with receipts of $464.76 paid to the supervisor, $440.74 to DEC, $34.00 to Ag & Markets and $67.50 to NYS DOH for a total distribution of $1,007.00 through August 31st, 2018. Email shared with Board regarding safety concerns at the intersection of Poplar Ridge Road & 34B ~ referred resident to school, county & State DOT. Code Officer’s Report: copied to board members shows 5 building permits issued through September 10th, 2018 Justice’s report: shows 2 tickets with $163.00 collected in fines for August (ck#217 to supervisor) & her July & August audit reports were reviewed and returned for further clarification. Assessor: posted her new hours starting in September and going until February. She’ll be in the office on the 2nd & 4th Mondays from 4 pm to 6 pm. Highway Superintendent: reports the Town received millings from the Route 34B project to put on the Genoa/Venice Townline Road; he’d like to send the 3 full time highway workers to a Snow/Ice Control Class put on by Cornell on October 10th @ $50.00 each; he was invited by Finch to speak/educate the Cayuga County Health Department about our roads on September 26th; the salt shed is almost full; he reminded the Town that both the half ton and one ton trucks will need to be replaced next year to budget accordingly; he’d like as many board members that are available to attend New Visions meeting Tuesday at 8:30 am to address Towns concerns and meet the installer; he attend the Supervisors Fall Conference and found it very educational and he should hear by end of October if the Town received the grant from Bridge Fund NY. Motion made by Councilman McGonagle, seconded by Councilman Donald to send the 3 fulltime highway employees to Cornell’s training. Voted: All in favor The Supervisor’s: report was reviewed and approved by board members; he copied board on Sales Tax Chart, he received the PAVE NY part of CHIPS for $47,701.78 and he presented the Tentative Budget for review. He and the Highway Superintendent, Stephen Fedrizzi, along with two DEC officers, looked over what once might have been a “landfill” in the Town of Venice and no issues found; He spoke with our insurance carrier and Town Attorney, Charles Marangola, and both feel Premier Payroll’s insurance binder offers adequate protection for the town; and he shared that the town received a thank you from the Stevens family, former long term town employees, for the donation made for the loss of a family member. Resolution 33-2018 ~ Premier Payroll as Town’s new payroll provider: Motion made by Councilman Sheils, seconded by Councilman Donald approving the use of Premier Payroll. Voted: All in Favor Resolved that Premier Payroll is now the Town’s payroll provider. Councilman McGonagle & Highway Superintendent Stephen Fedrizzi attended the Town of Ledyard’s Board Meeting; they copied Board on the Town of Ledyard Resolution endorsing the Joint Statement of the Members of the Town Board of The Town of Venice regarding the removal of the Town of Scipio from the Scipio Venice Ledyard Fire District; they are looking to meet with Scipio Fire Personnel to discuss the next steps in the split; the fire commissioners are looking into any potential back lash on the state level and Supervisor John Grover to make contact regarding legal fees to date for potential split. Resolution 34-2018 ~ Appointment of Board of Assessment Review Motion made by Councilman Donald, seconded by Councilman Sheils to reappoint Thomas Roach, Kenton Patch & Amy Elser as review officials. Resolved that the Board of Assessment Officials have been appointed. Resolution 35-2018 ~ Audit of Claims: Motion made by Councilman Donald, seconded by Councilman Sheils to accept Audited Abstract General vouchers #225-250 in the amount of $13,050.65; Highway vouchers #115-134 in the amount of $242,957.43 & Poplar Ridge Light at $15.70. Voted: All in favor Resolved that the bills of the evening were presented, reviewed & approved. Councilman McGonagle moved to adjourn and meet again on October 11th, 2018 at 7:00 pm at 2479 State Route 34 in Venice Center and seconded by Councilman Donald.
