1 Village of Fair Haven Board of Trustees Agenda Meeting October 6, 2016 The meeting to discuss the October 11th board meeting agenda began at 6:30pm. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway and Trustee Pete Hanford. Trustee Holley Webster-Goolden was excused. Also present Village Clerk- Treasurer Terri DiGregorio, DPW Superintendent Roger Granatiero, Deputy Clerk Johanne Van Der Linden, Ambulance Supervisor-Zoning Officer Stan Fire Chief David Mendenhall, Jeramy Lozier, Wayne County Water & Sewer Authority Executive Director Marty Aman and Michelle Baines, PE with MRB Group. Fire Chief Mendenhall addressed the Board about engine #2 which is inoperable at this time as it needs a new turbo charger and brake work. Both engines need an annual inspection, oil change, etc. Three quotes were obtained from Featherly’s Garage in Alton, J.P.B. Fire Service in Syracuse and Repair Plus in Auburn. After the turbo and brakes are repaired engine #2 still needs the pump system tested. Engine #1 has issues with the pump at this time. Options for pump testing are Jerome Fire Equipment Co. Inc., Har-Rob and J.P.B Fire Service. DPW Superintendent Granatiero added he was very happy with the work done on village trucks by Repair Plus. The Board of Trustees agreed engine #2 should be taken to Repair Plus LLC in Auburn for the turbo and brake repairs. Annual service should also be performed there for both engines. Jeremy Lozier will research the best price for both engines to have the pumps tested and repaired. Marty Aman and Michelle Baines addressed the Board of Trustees regarding the Town of Wolcott possibly purchasing water from the Village of Fair Haven. Michelle stated the interest in water is mainly for the Blind Sodus Bay residents and surrounding areas in the Town of Wolcott. She estimates possibly 40,000 to 50,000 gallons per day for approximately 100 EDU’s would be used. Marty Aman stated the WCWSA currently purchases water from the Village of Fair Haven through the CCWSA for Ingersoll Drive residents. The CCWSA installed the water main in that area which is why this arrangement was established. Marty stated the figures would be refined as they get closer to the need of the residents in the proposed area of the Town of Wolcott. Mayor Basile on behalf of the Board of Trustees expressed an interest in selling water to the WCWSA.  The Sewer Law was discussed regarding clarification on houses that are over 100 feet from the connection point not having to comply with connection to the sewer. Zoning Officer with assistance from Jay Sawyer examined the sewer law that was passed and found it did not actually state this. Trustee Dunaway stated the intent of the Board was if a house was 100 feet or more from the connection they would not be forced to connect until their system failed. The Board will revisit this issue with the local law and try to make a correction.  The Board requested a list from Zoning Officer of properties that were required to connect to the public sanitary sewer system by now and have not done so.  Zoning Officer consulted with Village Attorney Palermo regarding a request to place a single wide mobile home in a location where a previous mobile home was removed several months ago. It was determined that this could not be done as there is presently a business at that location and an existing mobile home. Village code allows only one residence on a property.  The invoices have been received for the trees cut down in the right-of-way on South Lake St. The car club had been told a few years ago the trees were on private property so they hired a tree service to cut them down only to learn they were in the South Lake St right-of-way after the fact. A tree form has been generated for village residents to report problem trees suspected to be in the right-of-way so they may be inspected by the DPW and tree surgeon. These forms will be updated for all complaints.  The solar light for the flag in Standbrook Park will be sent back as it no longer works after the last heavy rain.  Mayor Basile brought up the $250.00 shut off fee after November 15th. He believes it discourages people from staying in their summer camps longer. This will be revisited.
