VILLAGE BOARD MEETING NOVEMBER 13, 2017 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Gary Fickeisen, Chris Fulton, Anthony Peppe and Nancy McGuerty were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Chris Leonard Sean Cochran (WWTP), Kean (WWTP), William Chamberlain (The Finger Lakes Group), Linda Carr, Fritz Hess, and Colleen Wood were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. Linda Carr requested to discuss parking on Congress Street. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the October 23, 2017 Village Board Meeting. · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from Bills #189 & 191.) · RESOLUTION (SEWER REPAIR RESERVE FUND) A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to adopt the following resolution: LET IT BE KNOWN that the Board of Trustees of the Village of Moravia have resolved to appropriate money from the Sewer Repair Reserve Fund in the amount of $ 4,151.00 for the purpose of paying for Engineering Services and the cost for the North Main Street Sewer Line Repair Project pursuant to Section 6-d of the General Municipal Law at the regular meeting held on November 13, 2017 in the Village Office, 22 Central Street, Moravia, New York 13118. (Of the $ 40,000.00 approved, $ 29,601.00 has been spent to date leaving a balance of $ 10,399.00.) The question of the foregoing Resolution was duly put to a vote and upon roll call was as follows: Mayor Gary Mulvaney Voting YES Trustee Nancy McGuerty Voting YES Trustee Anthony Peppe Voting YES Trustee Gary Fickeisen Voting YES Trustee Chris Fulton Voting YES · TRANSFER A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following transfer: ---PAGE BREAK--- From: Sewer Repair Reserve Fund To: G8110.4 Sewer Administration $ 4,151.00 · SEWER BREAKS & FLOODING Chris Leonard of C&M, Sean Cochran (WWTP), and Kean (WWTP) explained to the Board about working together to repair the South Main Street sewer line. (The Village will be responsible for the restoration work.) Mayor Mulvaney explained to the Board that weather may now be a problem and everyone agreed. He explained that the project would take approximately seven to ten (10) days. After some discussion, a motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to prepare for the Spring 2018 project by getting ready now with a by-pass pipe. (It was noted that the property owners would be notified in advance.) Each of the Trustees received several copies of emails for their information from the MRB Group pertaining to their recent work they have done for the Village. (Chris Leonard, Sean Cochran, and Kean exited.) · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Treasurer’s Report for the month of October. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Public Works Report for the month of October. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of October. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Fuller Park Inspection Report for the month of October. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of October. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of October. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Dog Control Report for the month of October. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Police Report for the month of October. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Code Enforcement Report for the month of October. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Report for the month of October. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of October. ---PAGE BREAK--- · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney noted that the Board received the report (see above). · VILLAGE ORDINANCES Each of the Trustees had previously received a copy of the Village Ordinances, Chapter 2, Section 18 pertaining to “Cattle, Horses, Goats, Sheep, Swine, Poultry.” The Board also received several copies of other Villages’ local laws to review along with recommendations from Cornell University Cooperative Extension. After much discussion, the Board agreed to separate poultry from the rest of the livestock and allow livestock in the Agricultural and Agricultural/Recreational Districts only. The Board also directed a letter be sent to a Village resident pertaining to the Village Ordinance, Chapter 2, Section 18 pertaining to “Cattle, Horses, Goats, Sheep, Swine, Poultry” and Local Law #3 of 2016 entitled “Regulating Open Burning.” This item was tabled for further discussion pertaining to poultry at the next regularly scheduled Board meeting. · CHRISTMAS IN MORAVIA REINDEER RUN 5K (FRITZ HESS) Fritz Hess addressed the Board requesting permission to hold a Christmas In Moravia Reindeer Run on December 2, 2017. Each of the Trustees received a copy of the request, a map, and a certificate of insurance. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Christmas In Moravia Reindeer Run on December 2, 2017 at 3:00 p.m. · CONGRESS STREET PARKING Village resident, Linda Carr, expressed her concern for long term parking on Congress Street. Village Clerk Anne Riddell read Local Law #1 of 2000 which stated, “On the south side of the street there shall be no parking at any time; and on the north side of the street, from September 1st through June 30th, on Monday through Friday, from 7:30 a.m. to 4:30 p.m., no vehicle may remain parked at the same spot for longer than two hours at a time.” After some discussion, the Board directed the Village Clerk to send a letter and a memo to the Moravia Police Department with a copy of the law. · VILLAGE EMPLOYEE HEALTH INSURANCE SYNOPSIS (2018) Bill Chamberlain of The Finger Lakes Group addressed the Paid Family Leave Law that goes into effect January 2018. He distributed some information pertaining to this new law and stated he could assist the Village if he was needed. The Board also received a copy of an email from Attorney Thomas Blair with information explaining the law. The Board thanked him for the information. The Board had received a comparison of three BlueCross BlueShield policies at the last Village Board meeting that was prepared by Mr. Chamberlain. Mr. Chamberlain explained each of the policies to the Board. After some questions and discussion, the Board thanked him for coming. No decision was made. This item was tabled until the next regularly scheduled Board meeting. (William Chamberlain exited.) ---PAGE BREAK--- · PEDDLER’S LICENSE APPLICATION Each of the Trustees received a Peddler’s License Application. Village Clerk Anne Riddell stated that approval was also received from Officer in Charge Robert Brown (via email). A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Peddler’s License Application from Robert Wade Landis of Edward Jones. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - BlueCross BlueShield Dental Premiums – 2018. - Cayuga County Planning Board Notice – Training 11/15/17. - NYSDOL WWTP Inspection (10/20/17) & Village’s response (letter). - Town of Moravia Minutes (07/26 & 09/20/17). On the table for Board review was: - Vehicle Log Sheets for the month of October. - FEMA email to Village Board (re: 09/18/17 levee meeting review). - Cayuga County Foreclosures Notice. Trustee McGuerty gave a synopsis of the last Cayuga County Association of Villages meeting with the NYS Comptroller’s Office as the guest speaker.
