VILLAGE OF FAIR HAVEN PLANNING BOARD MEETING Minutes of September 4, 2018 The Fair Haven Planning Board regular meeting was called to order at 6:00 pm on Tuesday, September 4, 2018 at the Village Hall. Board members present were Debra Rose, Geoff Hanford and Linda Clum. Absent were Larry Cosser and Catherine Byers. A quorum was present. Senior Planner Kari Terwilliger from Cayuga County Planning & Economic Development was also in attendance. Zoning Project participants present were Gus Taft, Paul Garland, Anne Halliman-Garland, and Joe Martin. MINUTES: The minutes of the August 7, 2018 and August 28, 2018 Planning Board meetings were approved on a motion by Geoff Hanford and seconded by Linda Clum. All aye, motion carried. CONTINUING BUSINESS: 1. Fair Haven CBD Zoning Amendment Project: Ms. Terwilliger led meeting which included: a. Review of first draft of proposed revised CBD Zoning marked: Map Compiled from discussions, notes and input from various meetings and participants. Map #1 comprises the most conservative” viewpoint. o new I Comnm Core CBD: limited to commercial, no new residential (except 2nd floor over commercial 1st floor). One lot boundary lines, with one exception adding the Cidery property) on both sides of Main Street. North side of Main: east from Fancher Ave to east side of Guiseppes Pizza property. South side of Main: east from Richmond Ave to east side of Main Street Liquor Store property. Neighborhood Commercial mixed use commercial & residential. Generally one lot deep off both sides of Main Street with some exceptions. West Wing: west of Fancher Ave. to west side of West End store property. Including 2 lots off Main Street between S. Richmond and S. Fancher. East Wing: east of Guiseppes property to Village boundary line. Including Mayville property and surrounded residences off Lake Street. Including several south side off-Main lots at Stafford and Meade. Two large properties on south side of Main split at plottable lines, with south parts put in Ag-Res. ---PAGE BREAK--- b. Review Section 150-8, Article III, creating a Use Table from existing code. Zoning Districts R, AR, BF, CBD, PR. Including requirements from SDD outside of Use Table. Denoting proposed uses subject to Site Plan Review. Further review with continued proposed additions and revisions at next PB meetings. 2. Joint Public Hearing scheduled to review proposed statistical updates (done by town of Sterling) to joint Fair Haven/Sterling Comp Plan: regular Town Board meeting of Sept 24, 7 pm, at Sterling Town Hall. 3. Next work meeting of the Planning Board: September 20, 2018 at 6:00 pm at the Village Hall. 4. Next regular meeting of the Planning Board: October 2, 2018.
