VILLAGE BOARD MEETING JANUARY 25, 2016 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 6:59 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Anthony Peppe, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Mike Perkins (DPW), and Gary Debele were also present. · GARY DEBELE (WATER – MAIN STREET BUSINESS) Gary Debele, property owner of 106 Main Street, addressed the Board asking how to get water to his place of business. He stated that this property does not have water and wanted to know how to move forward. Mike Perkins of the Department of Public Works stated that the Village could go under the road (Main Street – NYS Route 38), tap into the water main and take the line to a curb stop in front of the building. Mr. Perkins stated that Mr. Debele would be responsible for the sidewalk and also for running the line from the curb stop into the building. (It was noted that this building has had no water or sewer services to it.) Mr. Debele stated he understood. After some discussion and questions from the Board, Mr. Debele thanked the Village. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the minutes for the January 11, 2016 Village Board Meeting. · BILLS A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following bills. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW WATER METER REPLACEMENT Mayor Mulvaney reported that five new water meters were installed. He noted that four of the meters replaced broken meters and one was for a new home. · VILLAGE ORDINANCES After reviewing Chapter 4, Section 8 “Mufflers on Motor Vehicles” and Section 17 “Noise” of the Village Ordinances and some sample laws, the Board directed Village Clerk Anne Riddell to draft the Board’s suggestions to prepare for an updated local law. This item was tabled until the next regularly scheduled Board meeting, at which time a draft will be presented. · WATER LEAK DETECTION UPDATE Mayor Mulvaney reported that there was no news on the Water Leak Detection from NYLD. ---PAGE BREAK--- · CABLE AGREEMENT Mayor Mulvaney reported that Village Attorney Charles Marangola was still working on the Cable Agreement. · ZONING AMENDMENTS (PLANNING BOARD) Mayor Mulvaney stated that there was no news on the Zoning Amendments from the Village Planning Board. · SOLAR POWER GRANT (WWTP) Each of the Trustees received a copy of an email that stated that the Village of Moravia Wastewater Treatment Plant was recommended for the grant and appeared to be a good candidate for solar power. Mayor Mulvaney stated that he would keep the Board posted. · OAK HILL GRAVEL PIT Mayor Mulvaney reported that two 90 Decibel signs were ordered to place on Oak Hill Road. · LETTER OF RESIGNATION (SCHOOL CROSSING GUARD - Each of the Trustees received a copy of a letter of resignation from part-time School Crossing Guard Donald received January 12, 2016. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to accept the letter of resignation from part-time School Crossing Guard Donald effective immediately. · DISCHARGE OF MORTGAGES (VINSONHALER) Each of the Trustees received two copies of Discharge of Mortgages for James and Kay Vinsonhaler, 5 Jewett Avenue. (It was noted that the CDBG Loan and Grant had been paid and satisfied.) A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve and authorize Mayor Mulvaney to sign the two Discharge of Mortgages for James and Kay Vinsonhaler, 5 Jewett Avenue. · RANDOM DRUG TESTING CHANGE Each of the Trustees received an email from Donald Hogan (Hogan Drug and Alcohol Testing) who performs the Village of Moravia’s DOT Drug and Alcohol Testing Program. The email was informing the Board that the NYSDOT random drug testing for 2016 was offering a reduction of drug testing from the current 50% to 25%. (It was noted that the random alcohol testing would remain at 10%.) After some discussion, a motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the NYSDOT random drug testing for 25%. · GARBAGE, RUBBISH AND RECYCLING REMOVAL ---PAGE BREAK--- The Board received a copy of the Garbage, Rubbish and Recycling Removal bid specifications. (The current contract with WeCare expires May 31, 2016.) A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to put the Garbage, Rubbish and Recycling Removal Contract for out for Bid. The bids will be advertised and opened on Friday, March 4, 2016 at 3:00pm. · SUBORDINATION AGREEMENT (GIBSON) Each of the Trustees received a copy of a Subordination Agreement for Daniel and Tracy Gibson. (It was noted that the Village of Moravia would still remain in second place and received approval from Village Attorney Charles Marangola.) A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve and authorize Mayor Mulvaney to sign the Subordination Agreement for Daniel and Tracy Gibson, 15 East Cayuga Street, and to rescind the prior motion made at the Village of Moravia Board of Trustees meeting on April 27, 2015 pertaining to Gibson’s first request of a Subordination Agreement. (It was noted that the first Subordination Agreement was not followed through.) · CAYUGA COUNTY PLANNING BOARD REPRESENTATIVE 2016 (NELSON) Each of the Trustees received a copy of a letter from the Cayuga County Planning Board requesting a nomination for the Village of Moravia’s representative for 2016 (or to have the current representative, Village of Moravia Planning Board member, Paul Nelson, continue to serve). A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve Village of Moravia Planning Board member Paul Nelson’s continuation of service as the Village of Moravia’s representative to the Cayuga County Planning Board for 2016. · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Thank you letters from the Board to Florence Blake and June Shepardson. - Cayuga County Association of Villages Agenda (2/24/16). - Town of Moravia Minutes (11/18/15). A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to adjourn at 8:11 p.m. Anne Riddell – Village Clerk
