MEETING, TOWN BOARD OF GENOA December 13, 2017 A regular meeting and public hearing of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on December 13, 2017 Present Lorie Sellen-Gross, Supervisor Paul Wheeler, Highway Supt. Cheryl Shields, Board Member Mick Piechuta, Code Enforcement Don Slocum, Board Member Brandon White, Board Member Al Board Member Sue Moss, Clerk The meeting was called to order at 7:00 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Starner Powers Road COMMENTS/QUESTIONS/CONCERNS: - Variance approved for lot line set back at GHA - Attended Planning Board and Code Training at BOCES - Assisted resident with lot line dispute - Sent letters to residents who were in violation of the vehicle regulations in the Property Maintenance Code - Sent letter to owner of 1098 Rte. concerning junk and occupancy Mick received an email from Tim Steed from Hunt Engineering with an update on the status of the Town's water system. RESOLUTION 107-2017 APPROVAL OF November 8, 2017 MINUTES On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the November 8, 2017 minutes be approved. ---PAGE BREAK--- TOWN BOARD MEETING December 13, 2017 Page 2 RESOLUTION 108-2017 APPROVAL OF November 15, 2017 MINUTES On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the November 15, 2017 minutes be approved RESOLUTION 109-2017 TRANSFER OF FUNDS On a motion of Board member Shields, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that $1500 be transferred from SW1-9060.8 (medical insurance) to SW1-8310.41 (attorney contractual) be approved CLERK’S REPORT Report on Revenues from Clerk’s Office for November 2017 Dog Licenses $ 139.00 ($162.00 total - $23.00 Ag & Mkts population control fund) Building Permits 50.00 Certified Copies 20.00 Disbursements for November Paid to Supervisor $ 209.00 Paid to NYS Ag & Markets 23.00 RESOLUTION 110-2017 CLERK’S REPORT On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the November 2017 Clerk’s Report be approved HIGHWAY REPORT Brandon White The guys have finished servicing plow trucks and have gotten sanders and plows ready for winter. On Center Road, we have done some more ditching, replaced an old concrete cross culvert with a bigger plastic pipe - getting ready to pave it next year. Bob and I met with Leon Welch, a construction inspector from Hunt Engineering. He measured and took pictures of piping in the pump house and well pits at water plant. New York Leak Detection has started surveying and locating water valves and water lines. Bob and Eric have started service work on fire hydrants. Plowing snow last week, getting enough snow to make roads slippery. ---PAGE BREAK--- TOWN BOARD MEETING December 13, 2017 Page 3 WATER Sue Moss 2,675,800 - total 89,193 - average There was discussion about a major leak for one town resident RESOLUTION 111-2017 APPROVAL OF BILLS On a motion of Board member Shields, seconded by Board member the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved to accept the bills as presented OLD BUSINESS The Board postponed a decision on the Cyber Breach insurance They also postponed a decision on the Veteran's tax exemption With regard to New Visions, the town needs to find out if it is possible to have two franchises (Zito and New Visions) NEW BUSINESS Lorie sent a SAM grant request to Senator Helming The Town board year-end meeting will be held on Thursday, December 28 at 9 am The Town board Organizational meeting will be held during the regular board meeting on January 10, 2018 John Berry has resigned from the CC Dept of Planning & Economic Development as the Town of Genoa representative Paul talked to the Board about problems with the Highway garage furnace. A vendor suggested a new controller may fix the problem. Paul is going to get quotes on a new furnace.
