VILLAGE BOARD MEETING AUGUST 8, 2016 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Anthony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and Code Enforcement Officer Fred Delaney, and Officer In Charge Rob Brown were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the July 25, 2016 Village Board Meeting. · BILLS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from Bill #82 due to conflict of interest.) · DEPARTMENT REPORTS A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Treasurers Report for the month of July. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Public Works Report for the month of July. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of July. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Fuller Park Inspection Report for the month of July. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of July. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of July. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Dog Control Report for the month of July. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Police Report for the month of July. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of July. ---PAGE BREAK--- A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of July. It was noted that there was no Justice Report for the month of July. · CABLE Mayor Mulvaney reported that he talked with Attorney Thomas Blair and that the Southern Cayuga County Cablevision subscribers had received their recent bill from Zito Media instead of Southern Cayuga County Cablevision, with no explanation included. (Mayor Mulvaney stated that he faxed a copy to Attorney Blair.) Mayor Mulvaney also stated that Attorney Blair had not received any responses from Zito Media, via email and that he would call them tomorrow. Mayor Mulvaney informed the Board that he had called and left a message with Ray Dyer. Village Clerk Anne Riddell stated that the Office was having problems connecting to the email server and would be working on the issues tomorrow. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney noted that the Board received the report (see above). · VILLAGE ORDINANCES The Board received a draft copy of the Open Burning Law with changes made that the Board had requested at the last Board meeting. Mayor Mulvaney distributed an email from Fire Chief Bill Andersen with some suggestions he had to include in the law. After some discussion, the Board directed the Village Clerk to make some suggested changes and prepare for the next regularly scheduled Board meeting. · WATER LEAK DETECTION UPDATE Mayor Mulvaney reported that a total of 3 leaks had been found by New York Leak Detection (NYLD) and that two of the three leaks had been repaired. · ZONING AMENDMENTS (PB) Mayor Mulvaney stated that there was no update from the Planning Board on the Zoning Amendments. · SOLAR (STP) Mayor Mulvaney reported that there was no news on the Solar Power Grant for the Sewer Treatment Plant. · OAK HILL GRAVEL PIT Mayor Mulvaney stated that the Department of Public Works hooked up the water to the Oak Hill Gravel Pit and installed a meter. He noted that the sewer would be their own septic system and that the wash stations would get water from their own wells and not the Village’s water system. · LENS PROGRAM (DMV) ---PAGE BREAK--- Mayor Mulvaney reported that obtaining more information pertaining to current users of the LENS Program has continued to be unsuccessful. After some discussion, a motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to not do anything with the LENS Program at this time and remove this item from the agenda. · ANNUAL AUDIT OF JUSTICE BOOKS Trustee McGuerty reported that she and Trustee Fulton recently reviewed Judge June Shepardson’s Village Justice books and completed the Justice Audit Checklist, including the May bank statement. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 5-0 vote to approve the following resolution: BE IT RESOLVED THAT the Board of Trustees of the Village of Moravia, New York, hereby acknowledges that it has examined and audited, to the best of their knowledge, the records of the Justice Court of the Village of Moravia, New York, for year June 1, 2015 to May 31, 2016; and BE IT FURTHER RESOLVED THAT the Clerk of the Village of Moravia, New York, is hereby directed to provide a copy of this resolution and report of such audit to: Joan Casazza, Internal Auditor, NYS Office of Court Administration, 2500 Pond View, Suite 104, Castleton on Hudson, NY 12033. The question of the foregoing Resolution was duly put to a vote and upon roll call was as follows: Mayor Gary Mulvaney Voting Yes Trustee Anthony Peppe Voting Yes Trustee Gary Fickeisen Voting Yes Trustee Nancy McGuerty Voting Yes Trustee Chris Fulton Voting Yes · VILLAGE OF MORAVIA EMPLOYEE POLICY REVIEW Each of the Trustees received a copy of the Village of Moravia Employee Policy to be reviewed. The Board discussed the Overtime vs. “Call In” pay that was revised at the last Village Board meeting. Mayor Mulvaney stated that he spoke with both of the departments, and that he was told that one hour would not be sufficient time to perform a test that was to be done on a daily basis at the Wastewater Treatment Plant. Mayor Mulvaney stated that he would look into this more and report back to the Board. There was also some discussion that since the Board was not going to pursue the LENS Program, some form of notification from the employee of any violation on their driving record would need to be reported to the Board. Village Clerk Anne Riddell will speak to Village Attorney Charles Marangola to add this to the policy for the Board to review. ---PAGE BREAK--- One small change was requested by the Board and directed the Village Clerk to make the revision. This agenda item was tabled until the next regularly scheduled Board meeting. · FALL CLEAN-UP A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to have Fall Clean-Up days scheduled for October 8th & 9th, 2016. It was noted that no electronics would be collected for this Fall Clean-Up. · INFORMATIONAL ITEMS On the table for Board review was: - Vehicle Log Sheets for the month of July. - David-Ulmer Sprinkler Inspection Report (Justice Center). Each of the Trustees received a copy of the following: - Letter from Weeks Engineering (closing business). - Cayuga County Association of Villages Agenda (08/23/16). - Letter from Cayuga County Water & Sewer Authority (re: Grant application). A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to enter Executive Session at 8:11 p.m. to discuss personnel.
