VILLAGE BOARD MEETING OCTOBER 26, 2015 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 6:59 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, and Chris Fulton were in attendance. Village Clerk Anne Riddell and Treasurer Susan Wade were also present. (Trustee Anthony Peppe entered at 7:26 p.m.) · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the minutes for the October 13, 2015 Village Board Meeting. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the minutes for the October 19, 2015 Special Board Meeting with the Village of Moravia Planning Board and the Trustees. · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the following bills. · DEPARTMENT REPORT A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Dog Control Report for the month of September. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW WATER METER REPLACEMENT Mayor Mulvaney reported that there was no movement on the New Water Meter Replacements. · VILLAGE ORDINANCES After some discussion, the Board directed the Village Clerk to request Village Attorney Charles Marangola to draft a local law pertaining to Parking, Chapter 4, Section 4 of the Village Ordinances. · WATER LEAK DETECTION UPDATE Mayor Mulvaney reported that he had left a message with Mark Manzari of NYLD (New York Leak Detection) pertaining to the water leak repairs that were done this past summer per the findings of Mark Manzari. Mayor Mulvaney stated he would keep the Board updated on this item. ---PAGE BREAK--- · CABLE AGREEMENT Each of the Trustees received a copy of a Cable Agreement that was drafted by Ray Dyer, owner of Southern Cayuga County Cablevision. It was noted that Mr. Dyer had removed all the items pertaining to the 3% Franchise Fee. After some discussion and under the advisement of Village Attorney Charles Marangola, Mayor Mulvaney will invite Mr. Dyer to a Village Board meeting to discuss the Cable Agreement further. · LOCAL LAW #2 OF 2015 (ZONING AMENDMENTS) Mayor Mulvaney stated that the Zoning Amendments that were discussed at the joint meeting of the Board of Trustees and the Planning Board are now being reviewed by the Planning Board. · SOLAR POWER GRANT (STP) Mayor Mulvaney stated that Sean Cochran of the Sewer Treatment Plant had submitted the Village’s application for the Solar Power Grant, that it had been received and is under review. Mayor Mulvaney stated he would keep the Board updated on this item. · O’TOOLE GRAVEL PIT (OAK HILL ROAD) Mayor Mulvaney reported that Rick Fritz agreed to review the O’Toole Gravel Pit application on Tuesday, October 27th and that he would report back to the Board. Mayor Mulvaney also stated that the NYSDEC was contacted about the thirty (30) day response time limit the Village had due to the fact that the letter from the NYSDEC to the Village was dated September 29th but was not received until October 15th. The Village received a response from the NYSDEC via email that the Village had until November 15th to respond. · 2015 DELINQUENT TAXES TO COUNTY Each of the Trustees received a copy of the 2015 delinquent Village of Moravia taxes to be turned over to Cayuga County for collection. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to send the delinquent Village taxes in the amount of $22,498.30 to Cayuga County for collection by inclusion on the 2016 Town/County tax bill. · HALLOWEEN PARADE REQUEST ---PAGE BREAK--- Each of the Trustees received a copy of a request for the Halloween Parade from the Ladies’ Fire Auxiliary. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Halloween Kiddie Parade (sponsored by the Ladies’ Fire Auxiliary) beginning at 6:00 p.m. starting at the Modern Market Parking Lot and finishing at the Four Town Building on Saturday, October 31, 2015. (It was noted that the Moravia Police Department was copied.) (Trustee Peppe entered.) · EMPLOYMENT APPLICATION (SCHOOL CROSSING GUARD PT – POWERS) Application for employment from Andrew Powers was on the table for Board review. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to accept and place on file the employment application from Andrew Powers for School Crossing Guard. · SCHOOL CROSSING GUARD - PT (BOWEN) A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to hire Adreian Bowen for Part-Time School Crossing Guard effective October 19, 2015 at the current rate according to the 2015-2016 Salary Schedule. · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Cayuga County Association of Villages Minutes & Agenda. - Training notice from the Cayuga County Planning Board (Special Use Permits 11/18/15). - Letter from Village resident to the Mayor and the Board (Smith). A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to adjourn at 7:56 p.m. Anne Riddell – Village Clerk
