VILLAGE BOARD MEETING OCTOBER 13, 2015 · PLEDGE OF ALLEGIANCE Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Anthony Peppe, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and Code Enforcement Officer Fred Delaney, Boruch Sheps, Mandy Adam, and Sharon Adam from Northwoods Rehab were also present. · PUBLIC TO BE HEARD Sharon Adam from Northwoods Rehab introduced herself, Boruch Sheps, and Mandy Adam. Sharon Adam and Boruch Sheps gave a brief description of what Northwoods Rehab provides for the public. Sharon Adam also stated that they would assist anyone in the community that had questions about Medicare, Medicaid and HMO’s as it can be very confusing. They also stated that there are constant job openings at Northwoods Rehab and would prefer to hire locally. They stated that they want to be a good neighbor and are hopefully doing so. They have painted the building, new signage, landscaped, paved the parking lot and replaced the roof. After some discussion, the Board thanked them for coming. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the September 28, 2015 Village Board Meeting. · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following Bills. (Trustee McGuerty abstained from Bills #148 and #149 due to conflict of interest.) · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Treasurers Report for the month of September, as amended. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Public Works Report for the month of September. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of September. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Fuller Park Inspection Report for the month of September. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of September. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of September. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Police Report for the month of September. ---PAGE BREAK--- A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of September. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Justice Report for the month of September. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of September. It was noted that there was no Dog Control Report for the month of September. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that the Board received a September report for new meters replaced, as noted above. · VILLAGE ORDINANCES Mayor Mulvaney reported that there was no news on the Village Ordinances and that the Board was waiting on input from Officer in Charge Rob Brown pertaining to the Noise section. · WATER LEAK DETECTION UPDATE Mayor Mulvaney stated there was no news on the Water Leak Detection from NYLD. · CABLE AGREEMENT Mayor Mulvaney reported that there was no further correspondence from Ray Dyer of Southern Cayuga County Cablevision pertaining to the Cable Agreement. The Board directed the Village Clerk to send a second letter to Mr. Dyer requesting the status of the Cable Agreement. · LOCAL LAW #2 OF 2015 DRAFT (ZONING AMENDMENTS) Mayor Mulvaney informed the Board that there is a special work session scheduled on Monday, October 19, 2015 with the Board of Trustees and the Village Planning Board pertaining to discussing and reviewing the proposed Local Law #2 of 2015 (amending the Zoning Law). Village Clerk Anne Riddell stated that Site Plan Reviews from neighboring Village’s with a synopsis would be distributed to the Trustees by the end of the week. Mayor Mulvaney encouraged the Trustees to review the packet prior to the scheduled work session. (It was noted that this work session was advertised in the Republican Register, being a quorum of both Boards.) · SOLAR (STP) Mayor Mulvaney reported that there was no news on the Solar Grant for the Village’s Sewer Treatment Plant. ---PAGE BREAK--- · QUARTERLY FAIR HOUSING PUBLIC NOTICE A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the advertising of the Quarterly Fair Housing Public Notice. · EMPLOYMENT APPLICATIONS (SCHOOL CROSSING GUARD – HALL & MATHER) (POLICE OFFICER - BERGENSTOCK) Applications for employment from Gerald Hall, Timothy Mather, and Bryant Bergenstock were on the table for Board review. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to accept and place on file the employment applications from Gerald Hall for Substitute School Crossing Guard - PT, Timothy Mather for School Crossing Guard - PT, and Bryant Bergenstock for Police Officer - PT. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to hire Bryant Bergenstock as Moravia Police Officer, Part-time, at $17.66 per hour, effective upon receipt (and approval of Village Attorney Charles Marangola) of a letter from the City of Auburn Manager allowing Officer Bergenstock to use his gun owned by the Auburn Police Department while employed by the Village of Moravia. · LETTER OR REQUEST FOR REIMBURSEMENT (DAMAGES TO VEHICLE) Each of the Trustees received a copy of a letter from Tom Parent dated October 9, 2015 that stated he had to have his car repaired after running over a pot hole on Aurora Street. The repair bill was included for $361.80. (It was noted that this area of the road had been disrupted due to several repairs on a water line.) After some discussion, a motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to reject the request of Tom Parent for reimbursement. · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Letter from Village to Express Mart (denying water and sewer). - Two notes from Village resident (Smith – North Main Street). - Local Law #1 of 1976 (Unsafe Building Demolition), per the request of the Trustees at the last Village Board meeting pertaining to 43 East Cayuga Street barn (Chapman). - Village Ordinance (Cattle, Horses, Goats, Etc.). Board directed the Village Clerk to send a copy of the section to Mark Johnson pertaining to the last Village Board meeting that he attended. - Public Notice (Work Session with Village Planning Board – 10/19/15). - Copy of the check from the insurance company for the street light that was hit in a vehicular accident this summer. Village Clerk Anne Riddell asked the Board if they would be interested in getting an estimate for the street light to be LED and to get an estimate to convert the remaining street lights on Main Street to LED. The Board directed the Village Clerk to get an estimate. - Letter from Mayor to NYSDEC (Urban Grant rejection – Tree Inventory). - Letter from NYSDEC pertaining to the O’Toole Gravel Pit Reclamation Permit Application (Oak Hill Road). After some discussion, the Board requested either an Engineer review this or contact past Code Enforcement Officer Rick Fritz (being he had a lot of experience with mining). On the table for Board review was: ---PAGE BREAK--- - Vehicle Log Sheets for the month of September. - NYSDEC Notice (Brownfield Cleanup – Union Springs).
