MEETING, TOWN BOARD OF GENOA April 11, 2018 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on April 11, 2018 Present Lorie Sellen-Gross, Supervisor Bob Hunt Cheryl Shields, Board Member Chris Stout Don Slocum, Board Member Pete Signor Brandon White, Board Member Sue Moss, Clerk The meeting was called to order at 7 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Chris Stout spoke to the board about his desire to fill the vacant board seat left by the resignation of Al RESOLUTION 47-2018 APPROVAL OF March 14, 2018 TOWN BOARD MINUTES On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the March 14, 2018 minutes be approved. RESOLUTION 48-2018 APPROVAL OF February 28, 2018 EMERGENCY TOWN BOARD MEETING MINUTES (with correction) On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the February 28, 2018 minutes be approved (with correction). RESOLUTION 49-2018 TRANSFER OF FUNDS On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, White, Slocum, Shields Nays 0 Resolved that money be transferred from the Machinery Equipment fund to the Machinery Contractual fund. ---PAGE BREAK--- TOWN BOARD MEETING April 11, 2018 Page 2 SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 50-2018 SUPERVISOR’S REPORT On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the March 2018 Supervisor’s Report be approved Pete Signor is concerned about the speed of vehicles in the hamlet of Genoa. He asked if the Board would look into purchasing/leasing the flashing speed signs like the signs located in Lansing on Triphammer Road. Pete inquired at the Lansing town hall and was told that the company that supplies the signs is located in Tully. Pete also wanted the Board to know that he is having issues with Zito Media concerning his cable service. RESOLUTION 51-2018 APPROVAL OF BILLS On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved to accept the bills as presented CLERK’S REPORT Report on Revenues from Clerk’s Office for March 2018 Dog Licenses $ 188.00 ($216 total - $28 Ag & Markets population control fund) Certified Copies 40.00 Building Permits 1,961.00 Disbursements for March Paid to Supervisor $ 2189.00 Paid to NYS Ag & Markets 28.00 RESOLUTION 52-2018 CLERK’S REPORT On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the March 2018 Clerk’s Report be approved ---PAGE BREAK--- TOWN BOARD MEETING April 11, 2018 Page 3 HIGHWAY REPORT Brandon White The men are hauling material for this year's road repairs and paving projects in between snow storms. We have made one round on pothole patching, there is more to do. Still trimming trees with the forestry head on the ditcher. Our new ten-wheel plow truck was delivered to Tracy Road Equipment in Syracuse. It is now in Watertown at Henderson Truck Equipment getting the dump body and plow equipment installed. It should be delivered to us in the middle of May. The guys all attended our annual Comp Alliance safety training at the Moravia Firehouse. We have reps from the New York State Rural Water Association coming to try to locate some water leaks. Bob and Paul met with Tim Steed from Hunt Engineering along with an Electrical and Structural engineer at the water plant to go over some of the improvements in and around the pump house. CODE ENFORCEMENT REPORT Lorie Sellen-Gross The following is a summary of activity for the last month: • Issued six permits in March - three building permits and three special event permits. • Performed routine inspections on outstanding permits and site inspections for new permits. • Reviewed 2017 building permits with Town Assessor for update of the Town Tax Roll. • Office hours on Monday afternoons and by appointment. • Using email [EMAIL REDACTED] I have set the account up to automatically forward a copy of emails to my Hotmail account when received and keep the original email on the Town computer. Inspected Bright Leaf Winery on Clearview Road and met with general contractor to review plans for the project. Two buildings were started with Mick's consent - permit fees will be collected and building permits issued. I will be attending NYS Planning Federation Annual Education Conference April 22-24 in Lake George. Please contact me if you have any questions regarding this report or Town Code Enforcement activities. ASSESSOR REPORT Lorie Sellen-Gross I am working on finishing exemptions. I have a few more folks I am trying to get info from so I can approve their exemptions. I have been working on valuing and inventory for parcels that were split or merged. I have been working on field review, looking at properties that have had physical changes, have been sold or requested by owners. I spent the day with Patrick working on properties with permits and am finishing up the Tentative roll which will be available May 1st. The cost of a machine for leak detection runs from $2500 to $20,000. Reps from the NY Rural Water Association are coming to Genoa to take a look at the water line. NEW BUSINESS Jeff Smith from Municipal Solutions is working with Tim Steed from Hunt Engineers. Bob got a figure of $78,000 for a new excavator for the Town. Senator Helming sent forms to be filled out in order to obtain funds and it could be 18 months before the money is available to purchase the excavator. RESOLUTION 53-2018 TENTATIVE APPROVAL FOR BOBCAT EXCAVATOR On a motion of Board member White, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the Bobcat excavator purchase be tentatively approved Cheryl attended the Cayuga County Water & Sewer Authority meeting. The speakers updated the audience on the water infrastructure for Towns. The Town Water Committee will meet on Monday, April 16 at 7 pm. The Board entered Executive Session at 7:50 pm. RESOLUTION 54-2018 APPROVAL FOR CHRIS STOUT'S APPOINTMENT TO BOARD On a motion of Supervisor Sellen-Gross, seconded by Board member White, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that Chris Stout will be appointed to the Town of Genoa Board from May 1 to December 31. Chris will run in the November election On a motion of Board Member Shields, seconded by Board Member Slocum, the Executive Session was adjourned at 8 pm.
