1 Village of Fair Haven Board of Trustees Meeting September 18, 2017 The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Holley Webster-Goolden, Trustee Judith Dunaway and Trustee Pete Hanford. Also, present Village Clerk-Treasurer Terri DiGregorio, Village Historian Susie Parsons, CCWSA O&M Waste Water Collections Operator Jay Sawyer and 5 guests. COMMUNICATIONS: • Due to the Columbus Day holiday, the October board meeting will be held on Tuesday the 10th at 7:00pm. • The Planning Board and ZBA training log has been updated to reflect current training obtained. • Village account, Kevin Clark, will be giving the 2016-2017 end of year report at the October 5th agenda meeting. • Cayuga County Association of Villages meeting will be held on September 26th at the Sunset Restaurant in Auburn hosted by Cato. Speaker, Cayuga County 911 Administrator, Denise Spingler. RSVP by 9/22 • The cost of the Village of Fair Haven Town of Sterling clean-up weekend total was $13,200.42. This cost is split between the two municipalities. PUBLIC FORUM: • Village Historian Susan Parsons researched a bottle found when the DPW was digging a water line. She printed out information regarding the California Fig Syrup bottle and noted it was worth between $1.00 and $6.00. MINUTES: • The August 10th, 14th and 21st meeting minutes were approved on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden. All aye, motion carried. ABSTRACT #4 VOUCHERS: The following vouchers were approved on a motion by Trustee Hanford and seconded by Deputy Mayor Krehling. All aye, motion carried. • General Fund: $76,519.26 • Water Fund: $4,658.61 • Trust & Agency: $6,561.34 • August Payroll: $33,347.39 COMMITTEE REPORTS: • The attached August DPW report was submitted by Roger Granatiero. Also noted: Trustees would like a list of streets to be ditched, Richmond Ave. in particular needs ditching; the back sides of the newer “Welcome” signs should be painted; hand rails at Standbrook Park need to be reinforced as they are not sturdy; public boat launches need to be checked regularly as boaters are not disposing of seaweed properly after pulling boats out of the water. The report was accepted on a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway. All aye, motion carried. • The attached Treasurer’s report was submitted by Terri DiGregorio for period ending 08/31/2017. General fund balance $709,063.03 which includes WBB $4,238.20, Water fund $94,270.91, Trust & Agency $8,919.74, and CDBG $1.00. All budget modifications will be submitted for approval next month. The report was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. ---PAGE BREAK--- 2 UNFINISHED BUSINESS: • Mayor Basile will contact Attorney Chirco regarding revisions to village code Chapter 113. Sewers, Chapter 139. Vehicles & Traffic Article IV. Parking Prohibitions and Chapter 150. Zoning which is in need of an entire revision. He will also be requested to research establishing a local law to place liens on properties that owe the Village money for property violation clean up. • Sand bags can be dropped off at the end of Stafford Street on the Village owned property. There is no plan at this time to pick them up. • Parts are starting to arrive for the electric charging station. A likely location for the unit is near the pavilion on Church Street. • Emergency Orders lifted on Little Sodus Bay regarding Lake Ontario flooding: Richard Popovic and Tom Hanford spoke on the speed limit on Little Sodus Bay. Mr. Popovic stated loud boats have been entering and leaving the bay at a high rate of speed a night for the last couple of years and feels this has changed the atmosphere of the bay. The Village of Fair Haven Code Book states the speed limit has been set to 35mph. Many ideas to control the speed limit were discussed. Mr. Hanford expressed the need to contact the Coast Guard office in Buffalo to set/enforce a speed limit on the bay. • Trustee Dunaway, on behalf of the 12 participants of the community garden, expressed appreciation to the Board of Trustees for the garden space. It was very successful and vegetables were contributed to the food pantry. The plots were $20.00 each which paid for the fencing and composting material. NEW BUSINESS: • A complaint form was submitted by Ben Pople requesting a tree be removed at 638 7th Street. The tree was inspected by Deputy Mayor Krehling and DPW Supervisor Granatiero. It was determined to be a healthy tree and a few dead branches will be removed when the tree surgeon is back in the village this fall. • The Town of Wolcott ambulance contract will have an increase of 2% for 2018 on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. • CCWSA State grant master plan kick off meeting will be held September 19th 1:00 p.m. at the Natural Resources Center conference room at 7413 County House Road, Auburn. Trustee Dunaway and Deputy Mayor Krehling will be attending. • Chris Powles submitted a request for an extension to connect to the public sewer for his 14604 Lake St. property. This was noted to be a summer home and Zoning Officer will be directed to send Mr. Powles a letter extending the connection date to May 31st. • Mayor Basile was authorized to sign the Penn Power Systems 2-year contract for the pump house generator on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden all aye motion carried. • The New York State Department of Labor Public Employees Safety and Health Act (PESH) inspector was in last Friday to review the corrected violations on the Notice of Violation & Order to Comply letter received on September 5th. The inspector acknowledged the Village garage and pump house was now in compliance. • Two quotes have been received on a tree complaint notice filed in the office by James Knapp regarding Willow trees in the Lake Street right-of-way near the bay front. The tree contractors will be contacted by DPW Supervisor Granatiero regarding these tress and an additional tree on Lake Street Ext. • Clerk-Treasurer DiGregorio and Deputy Clerk Van Der Linden will attend a Retirement class in Syracuse October 5th from 9:00 to 4:15 regarding the new On-Line Retirement System. • A sample Hold Harmless Agreement for rental of the pavilion will be sent to Eastern Shore Insurance for review. • A Resolution Denying Union Request for Voluntary Recognition was passed at the agenda meeting on September 7th. FINAL COMMENTS: • Jay Sawyer mentioned a village police officer with a boat would be an answer to the speed problem on the bay and inquired about Chapter 113 Sewers. Mayor Basile responded hiring a police officer would be a large impact on the budget and the Village is waiting from a response from the attorney on the sewer law. • Tom Hanford asked if the New York State Department of Environmental Conservation had ever lifted the consent order that had been issued in 1991 since the Village has had the Sewer Law in place for some time now. This will be researched. ---PAGE BREAK--- 3 EXECUTIVE SESSION: The Board entered into executive session to discuss pending collective negotiations pursuant to Article 14 of the Civil Service Law on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden. All aye, motion carried. On a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden the Board exited executive session. All aye, motion carried. No decisions were made during executive session. ADJOURNMENT: The meeting was adjourned at 9:07 on a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway. All aye, motion carried.
