VILLAGE BOARD MEETING OCTOBER 22, 2018 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, and Anthony Peppe were in attendance. (Trustee Chris Fulton was absent.) Village Clerk Anne Riddell and Treasurer Susan Wade were also present. · PUBLIC Mayor Gary Mulvaney asked if there was anyone present who wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 3-0 vote to approve the minutes for the October 9, 2018 Village Board meeting, as amended. · BILLS A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the following bills. · TRANSFER A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 3-0 vote to approve the following transfer. From: G8130.2 Equip. To: G8110.4 Sewer Admin. (Engineering) $10,000.00 · PURCHASE ORDER A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Purchase Order for $2,400.00 to Cranebrook Tree Service for fifteen (15) stump removals. · DEPARTMENT REPORTS A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Police Report for the month of September. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Justice Reports for the month of September. There was no Code Enforcement Report for the month of September. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney stated the committee is scheduled to meet again on October 30, 2018 to further discuss the Glenside Water/Sewer District Agreements. This item was tabled until the next regularly scheduled Board meeting. · NEW METER REPLACEMENT ---PAGE BREAK--- Mayor Mulvaney stated there was no report on new water meter installations. He did state he found that a Mag Meter is a magnetic meter, which was suggested by Trustee McGuerty after it was discussed at the last Cayuga County Association of Villages meeting. Mayor Mulvaney stated he would speak to the New York State Rural Water Association Circuit Rider to discuss this further for the Glenside Water District master meter (which is not working). This item was tabled until the next regularly scheduled Board meeting. · VILLAGE ORDINANCES Mayor Mulvaney stated Village Attorney Charles Marangola would be attending the next Village Board meeting to move ahead with the process of adopting a local law pertaining to chickens, livestock and fowl in the Village. This item was tabled until the next regularly scheduled Board meeting. · SEWER BREAKS AND FLOODING Mayor Mulvaney stated the Village may be receiving a bill from Cayuga County Soil and Water for the sewer repair that was done on North Main Street, according to Doug Kierst. This item was tabled until the next regularly scheduled Board meeting. · VILLAGE’S WATER/SEWER SYNOPSIS 2017 Mayor Mulvaney reported there was no news on the Village’s Water/Sewer Synopsis 2017. This item was tabled until the next regularly scheduled Board meeting. · MRB GROUP (SEWER USE LAW UPDATE) Mayor Mulvaney stated there is a meeting scheduled with Village Attorney Charles Marangola on October 30, 2018. (It was noted the Sewer Use Law – Draft was on the table for Board review.) This item was tabled until the next regularly scheduled Board meeting. · NYSDOT MEETING (ROUTE 38 & 38A INTERSECTION – CROSSWALKS) Mayor Mulvaney reported the and Village Clerk Anne Riddell attended a meeting on October 16, 2018 with the NYSDOT pertaining to a letter the Village wrote in October 2017 requesting their assistance in reviewing on what could be done to make the pedestrian crosswalks safer at the intersection of Route 38 and Route 38A. The NYSDOT stated they agreed to paint the crosswalks a brick-red this year; however the Village will be responsible to repaint in the future via a Memo of Understanding with the NYSDOT. They also stated they would like to put in a raised intersection (that would include raising the crosswalks). Mayor Mulvaney stated this would be at least three years before the work could be done. The NYSDOT also suggested speaking with the school about holding an assembly about pedestrian safety and that the NYSDOT would send a speaker to hold the assembly if the school was interested. · 2018 DELINQUENT TAXES TO COUNTY Each of the Trustees received a copy of the 2018 delinquent Village of Moravia taxes to be turned over to Cayuga County for collection. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 3-0 vote to send the delinquent Village taxes in the amount of $22,661.17 to Cayuga County for collection by inclusion on the 2019 Town/County tax bill. · HALLOWEEN PARADE REQUEST ---PAGE BREAK--- Each of the Trustees received a Request for Parade Permit for the Halloween Kiddie Parade with a certificate of insurance. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Halloween Kiddie Parade beginning at 6:00 p.m. starting at the Modern Market Parking Lot and finishing at the Four Town Building on Wednesday, October 31, 2018 and to waive the deposit. · SEWER ADJUSTMENT REQUEST (PEPPE) Each of the Trustees received a copy of a letter from Anthony Peppe pertaining to the water/sewer account for 5 South Main Street. The letter stated there was an outside water leak and requested a reduction on the sewer bill. Mr. Peppe verbally stated it had been repaired. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 3-0 vote to credit the sewer bill #10020 for 5 South Main Street in the amount of $420.95 per the Village policy. (Trustee Peppe abstained. Mayor Mulvaney voted.) · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Village of Moravia’s Planning Board Minutes (08/20/18). - Cayuga County Association of Villages Minutes (09/25/18) and Agenda. - CHIPS Notification. - Steering Committee Kick Off Meeting (Email). - Town of Moravia Minutes (09/18 & 10/02/18). - Village of Moravia Planning Board Certificate notification for training (Nelson & Marnell). On the table for Board review was: - NYS Consolidated Funding Grant Application (MRB GROUP). - Letter from Comp Alliance (Revised Plan Document).
