Thursday September 14, 2017 The regular meeting of the Town Board of the Town of Locke, Cayuga County and State of New York was held in said town at the Locke Town Hall, Main Street, Locke, NY on September 14, 2017 at 7:00 P.M. There were present: Patricia Dillon, Sally Compton, Mary Alice Stetz, and Thane Benson, Members of Council Absent: Craig Todd, Supervisor J. Patrick Doyle, CEO Others present: Peter Compton, Highway Superintendent Melanie Funk, Town Clerk Norman Chirco, Attorney Approximately 1 Citizen The meeting was called to order by Deputy Supervisor Dillon at 7:00 P.M. Pledge of Allegiance to the Flag The minutes of the August 3, 2017 meeting – a motion was made by Councilman Benson and seconded by Councilwoman Stetz to accept the minutes as read and upon roll call vote was unanimously carried. So resolved Ayes 4. Reports: Supervisor—Craig Todd was absent from the meeting and Deputy Supervisor Dillon reported that the budget workshops have been completed. There was discussion about changing the October meeting date but due to some conflicts, it was decided to keep the meeting on the regular night of October 12, 2017 at 7:00 P.M. Deputy Supervisor Dillon asked the town board if there were any more additions or corrections that should be made to the proposed setback and lot area law. Councilwoman Stetz made a motion to table any further discussion until the October meeting, seconded by Councilwoman Compton and upon roll call vote was unanimously carried. So resolved Ayes 4. C.E.O.—Deputy Supervisor Dillon reported that J. Patrick Doyle left a report for the town board to review. Highway Department—Superintendent Compton reported that his department has been doing ditching lately. Also, the beginning stages of hauling in sand and salt has begun. Water Department—Councilwoman Dillon reported that meters will be read on September 26, 2017. Also, there was a resident that thought there was an error on his bill, but after some investigation on Mrs. Dillon’s part, it was determined to not be an error, but instead how the bill was coded differently from others when the water billing and collection system was originally set up. ---PAGE BREAK--- Town Clerk—Melanie Funk reported that revenue for August was $326.00. Also, Ms. Funk was contacted by a representative from Cayuga County Human Resources and Civil Service Department offering to meet with municipal officers to answer any questions about civil service, retirement, and human resources, etc. Also, Ms. Funk was approached by the committee chairperson for the Locke Harvest Festival who was seeking help and/or a donation from the town for the festival. Attorney Chirco advised that the town should not donate money from a legal standpoint. Town Attorney—Norman Chirco reported that he is in possession of the signed franchise agreement with Zito Media, LLC. Also, Mr. Chirco has received the signed deed from Hewitt Brothers but is still waiting on the Parkers to sign their deed and when he receives it, will file it with the county. Old Business—Councilwoman Stetz reported that the town website is up and operating pretty well so far. There are still a few additions and changes to make. New Business—Councilman Benson inquired as to who owns the town’s street lights. He was told that NYSEG does. Due to the excessive cost of street lighting within the district, Mr. Benson suggested trying to contact NYSEG to ask about the possibility of replacing the lights with L.E.D. ones. Mr. Benson volunteered at this time to attempt to contact NYSEG to check to see if this is something that could be done. Audit of Claims—A motion was made by Councilwoman Stetz to audit the claims, seconded by Councilwoman Compton and upon roll call vote was unanimously carried. So resolved Ayes 4. General Fund Voucher #149-168 $3182.50 Highway Fund Voucher #82-93 $13950.19 Water District Voucher #51-54 $862.61 Street Lighting Voucher #8 $1023.11 Public to be Heard—No residents present at the meeting A motion was made by Councilman Benson to adjourn, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried.
