Village of Fair Haven Board of Trustees Meeting January 16, 2018 The meeting was called to order at 6:30 p.m. followed by the Pledge of Allegiance. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway and Trustee Pete Hanford. Trustee Holley Webster-Goolden was excused. Also, present Village Attorney Norm Chirco, Village Clerk-Treasurer Terri DiGregorio, CCWSA Jay Sawyer, Daniel Durocher and Rick Durocher. The Board of Trustees requested Attorney Chirco attend the meeting to discuss amendments to the following local laws: • Proposed Local Law #1 for the year of 2018, Chapter 139 Vehicles & Traffic, Article IV Parking Prohibitions, enacted to amend section 139-11, 139-12 and 139-14 of Village of Fair Haven Municipal Code. • Proposed Local Law #2 for the year of 2018, Chapter 113 Sewers, Article III Use of Public Sewers Required, enacted to amend section 113-13 of the Village of Fair Haven Municipal Code. Public hearings on these proposed local laws will be held at 6:30pm February 12th. The regularly scheduled board meeting will begin at 7:00pm following the public hearings. • A proposed law for unsafe buildings was brought before the Board. The Board would like to levy the cost to remedy a property deemed to be unsafe, to that properties village tax bill and place a lien on that property if village taxes remain unpaid. Attorney Chirco will research this further. • The New York State Office of Community Renewal has instructed the Village to insert language into the existing procurement policy reflecting minority and woman owned businesses to conform and qualify for future grants. Attorney Chirco will assist Clerk-Treasurer DiGregorio with this task. • A village resident previously brought to the Boards attention that the Village Zoning regarding rentals was not being followed properly. It was realized that rental units in the Village may need to be addressed for parking issues, fire hazards, number of occupants allowed, etc. Attorney Chirco recommended the Planning Board work to revise the zoning on this issue. Mayor Basile added the Planning Board is currently revising the Comprehensive Plan and with the assistance of Cayuga County Planning Board. • Attorney Chirco was directed to send a letter to the owners of the boat house located at the north end of Lake Street in the Village right-of-way. The purpose of the letter is to make the owners aware of the fact the Village of Fair Haven actually owns the boat house and if they have information contrary, to please bring it to the attention of the Village Attorney or Village Board of Trustees and proceed from there. • A temporary easement to build a biocide building will be issued to the CCWSA after a survey is completed. After the building is built, a permanent easement will be issued for ingress and egress to the building by the CCWSA. The documents will be drawn up with approval of the Board of Trustees and sent to the CCWSA Attorney for approval. • The Board reviewed the Repair Plus bills for both fire engines. • The vehicle charging station located next to the pavilion on Church Street is now in full operation. This was one of the four action items needed to qualify for the $50,000.00 energy saving NYSERDA grant. A price was set at the $1.00 per hour for the first 2 hours and $3.00 per hour for each hour thereafter to charge a vehicle, on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. A press release will be sent to Dan Durocher to publish in the Lakeshore News.
