VILLAGE BOARD MEETING SEPTEMBER 10, 2018 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Gary Fickeisen, Chris Fulton, Nancy McGuerty, and Anthony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Rowland Chaffin, Laurie Wood, Benjamin Stuart, Harmony Troutman and children, and Teresa Kessler (entered 7:04 p.m.) were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. Rowland Chaffin addressed the Board pertaining to a property he owns on Mt. Pleasant. He stated that the home is no longer there but would like to “re-establish” the water service. (Teresa Kessler entered 7:04 p.m.) Mr. Chaffin stated that he didn’t want to dig a well and that there was a water pipe in the foundation of where the house was at one time. He also stated that he would be willing to pay for a new service. Mayor Mulvaney explained that the Village no longer provides water to new services outside of the Village limits. He also explained that according to Village water records the house had been gone since 2001. The Board agreed and thanked him for coming. (Rowland Chaffin and Laurie Wood exited at 7:06 p.m.) Harmony Troutman addressed the Board with a Parade Permit Application for the Homecoming Parade scheduled for September 23, 2018. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Request for Parade Permit for the Homecoming Parade scheduled for September 23, 2018 and to waive the deposit, pending a current Certificate of Insurance. The Board thanked her for coming. (Harmony Troutman and children exited at 7:15 p.m.) Teresa Kessler addressed the Board requesting to dump septage from their business into the Village’s sewer system. She stated that Chuck Spaulding does and she would also like to. Mayor Mulvaney and the Board explained that Chuck Spaulding has for years but are now concerned about the capacity that the Sewer Treatment Plant can take on. This request has been made before and it was denied. Mayor Mulvaney did state however, that he would check with the Sewer Treatment Plant for their opinion. (Teresa Kessler exited at 7:21 p.m.) · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the minutes for the August 27, 2018 Village Board Meeting, as amended. · BILLS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from Bill #115 due to conflict of interest.) ---PAGE BREAK--- · DEPARTMENT REPORTS A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Treasurer’s Report for the month of August. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Public Works Report for the month of August. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of August. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Fuller Park Inspection Report for the month of August. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of August. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of August. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Police Report for the month of August. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Code Enforcement Report for the month of August. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of August. There was no Dog Control Report or Justice Reports for the month of August. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Trustee McGuerty stated that they are scheduled to meet again on September 18, 2018 to discuss the Glenside Water/Sewer District Agreements. This item was tabled until the next regularly scheduled Board meeting. · NEW METER REPLACEMENT Mayor Mulvaney noted that the Board received the report (see above). · VILLAGE ORDINANCES Mayor Mulvaney stated that the Village of Moravia Planning Board Chairperson had met with Village Attorney Charles Marangola and is currently drafting the local law pertaining to chickens and livestock. This item was tabled until the next regularly scheduled Board meeting. · SEWER BREAKS & FLOODING Mayor Mulvaney stated that National Water Main Cleaning came to the Village last Friday and met with Mike Perkins (DPW) to review the North Main Street and Congress Street drain/culverts. Mayor Mulvaney stated that they were told that the project would probably take longer than what was previously quoted and he is waiting to hear back from them. This item was tabled until the next regularly scheduled Board meeting. ---PAGE BREAK--- · VILLAGE’S WATER/SEWER SYNOPSIS 2017 Mayor Mulvaney reported the Adams Street water leak has been repaired and that the water leak at Gentilcore’s on Skinner Hill would be repaired next. This item was tabled until the next regularly scheduled Board meeting. · MRB GROUP (SEWER USE LAW) Mayor Mulvaney stated that a meeting is scheduled for September 14, 2018 with MRB Group to proceed drafting the Village’s Sewer Use Law Update. This item was tabled until the next regularly scheduled Board meeting. · COMPREHENSIVE PLAN STEERING COMMITTEE (RESOLUTION) Each of the Trustees received a copy of a letter from the Village of Moravia Planning Board requesting appointments to the Comprehensive Plan Steering Committee. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 5-0 vote to adopt the following resolution. WHEREAS, the Village of Moravia applied for and received a grant from the New York State Department of Environmental Conservation to develop a Comprehensive Plan through the Climate Smart Communities Program; and WHEREAS, the purpose of the Steering Committee is to provide leadership and guidance during the public engagement and planning process of the project; and WHEREAS, the Village of Moravia Board of Trustees deems it advisable to affirm the individual Committee appointments named in this resolution to the Comprehensive Plan Steering Committee because of their qualities of leadership, judgment, and interest in the future development of the Village; NOW THEREFORE BE IT RESOLVED, by the Village of Moravia Board of Trustees as follows: Section 1: The Village of Moravia Board of Trustees hereby affirms the following individual appointments to the Comprehensive Plan Steering Committee, each to serve without compensation for a term expiring no later than March 14, 2023, unless further action of the Village Board of Trustees extends the Committee’s duties or until a successor is duly qualified and appointed: Member Address Paul Nelson 90 South Main Street, Moravia, NY 13118 Joshua Marnell 79 South Main Street, Moravia, NY 13118 Benjamin Stuart 81 South Main Street, Moravia, NY 13118 Erica Heim 5326 Sayles Corners Rd, Moravia, NY 13118 Maria Manna 212 North Main St, Moravia, NY 13118 Joshua Clark 178 North Main Street, Moravia, NY 13118 Dawn O’Hara 2427 Richardson Hill Rd, Moravia, NY 13118 David Wade II 95 South Main St, Moravia, NY 13118 Section 2: That this resolution shall take effect immediately. ---PAGE BREAK--- The question of the adoption of the foregoing Resolution was duly put to a vote on roll call, which resulted as follows: Mayor Gary Mulvaney Voting YES Trustee Nancy McGuerty Voting YES Trustee Anthony Peppe Voting YES Trustee Gary Fickeisen Voting YES Trustee Chris Fulton Voting YES · INFORMATIONAL ITEMS Each of the Trustees received a copy of: - Quarterly Open Agenda Items. - Letter to Mayor from Cayuga County Board of Elections (Re: Justice Center use). - Flyer from the Cayuga County Republican Committee. - Cayuga County Association of Villages Minutes (06/26/18). - Letter to Mayor Mulvaney from Moravia-Locke Chamber of Commerce (re: Street lights out on Main Street). The Board discussed what the process was when street lights are out. Mayor Mulvaney explained that the Village asks people to call the Village Office when they notice a street light out. The Village Clerk gets a pole number of the light (from the DPW) and reports it on-line to NYSEG. Mayor Mulvaney noted that the decorative street lights on Main Street are the Village’s responsibility and that he would look in to the lights that are out on Main Street. The Board agreed that a letter of response be sent to the Moravia-Locke Chamber of Commerce. On the table for Board review was: - Vehicle Log Sheets for the month of August. - Comprehensive Planning Steering Committee Applications. Trustee Peppe gave a report from the August 28, 2018 Cayuga County Association of Villages meeting.
