1 Village of Fair Haven Board of Trustees Meeting November 13, 2018 The Board of Trustees meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway, Trustee Christopher Drogi and Trustee Hope Wojtowicz. Also, present Village Clerk-Treasurer Terri DiGregorio and DPW Water Operator Carrie Bolton. Guests present 10. COMMUNICATIONS: • In receipt $102,610.02 in sales tax from Cayuga County which is in line with the budget. • In receipt of October 10th Library Board of Trustees meeting minutes. • Next CCAV meeting will be January 22, 2019. PUBLIC FORUM: • Planning Board member Debra Rose updated the Board on the accomplishments of the Planning Board over the last year or so as they have diligently worked on the Village of Fair Haven portion of the comprehensive plan, temporary moratorium on development in the central business district and are currently working on updating the central business district zoning. She stated how valuable Cayuga County Planner Keri Terwilliger’s assistance has been. • Nanda Speciale asked the Board to read the information she had given them regarding the Fancher Ave. petition on RV’s and camping trailers. Mayor Basile reminded her that this topic will be addressed at the November 19th special meeting. • Frank Perkins updated the Board on the Senior Silver Swingers bus trips and meetings. December 6th will be their Christmas party at the fire department. He thanked the Board of Trustees for their support of the bus trips. MINUTES: The October 3rd, 4th and 9th board meeting minutes were approved on a motion by Trustee Drogi and seconded by Trustee Dunaway. All aye, motion carried. ABSTRACT #6 VOUCHERS: The following vouchers were approved for payment on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. • General Fund: $117,400.91 • Water Fund: $16,078.57 • Trust & Agency: $3,686.61 • October payroll: $33,487.98 COMMITTEE REPORTS: • The attached October DPW report submitted by Roger Granatiero and presented by Carrie Bolton was accepted on a motion by Trustee Drogi and seconded by Trustee Dunaway. All aye, motion carried. Roger Granatiero will be back to work December 3rd. Discussed how the ice rink will be built in the pavilion. • The attached Treasurer’s report submitted by Terri DiGregorio for period ending 10/31/2018. General fund balance $684,182.31 which includes WBB $3,606.77, Water fund $167,191.35, Trust & Agency $8,824.08 $17,801.00 and CDBG $1.00. The report was accepted on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. • The attached October Ambulance report submitted by Stan was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. In receipt of $700.00 in donations for the month. • The attached October Code Enforcement report submitted by Stan was accepted on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. However, Trustee Dunaway would like further clarification on the status of certain violations that have not been corrected. UNFINISHED BUSINESS: • $50,000.00 NYSERDA grant update: The 2018 Mitsubishi Outlander PHEV has arrived and is currently parked in the garage if anyone would like to look at it. • $275,000.00 NYMS grant update: All 9 projects have been committed, environmental review documentation is the next step. Funds have been received from 7 of the 9 applicants. ---PAGE BREAK--- 2 • $50,000 SAM DASNY grant update: A budget needs to be established. In receipt of signed Facility Improvements plan and billing from c2ae. This will also be discussed at the special meeting on November 19th. • FEMA update: In the process of paying bills and reimbursing the village for costs incurred during flood. • $400,000.00 NYS CDBG Lake Ontario Flood Recovery Program update: Thoma Development is drafting an RFP to hire an engineer. • South Richmond Ave. one-way street under review. NEW BUSINESS: • The proposed SCAT Van agreement was brought before the Board of Trustees. The SCAT van holds 10 people and picks up senior citizens in Fair Haven on Wednesdays at the senior citizens home and a few others around the area. There is a $4.00 donation both ways. Villages that support the SCAT van are Port Byron, Weedsport, Moravia, Cato, Aurora and Meridian. • On a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling approval was given to turn off the water service at 14559 Richmond Ave., currently unoccupied, account #B0160 due to a past due bill and lack of contact with property owner. • The Street Lighting facilities proposal is still under consideration to change over to LED lighting. • Clock maintenance agreement is up for renewal at a cost of $580.00 annually. The cost will be looked at by the Board and the contract considered. • On a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway Mayor Basile was authorized to sign the Cayuga County Water & Sewer Authority Grant of Right-of-Way and Easement for property off West Bay Road tax map #5.16-1-1.1. All aye, motion carried. Standard Work Day and Reporting Resolution BE IT RESOLVED, that the Village of Fair Haven Board of Trustees hereby establishes six hours as the standard work day for elected officials and will report the days worked to the New York State and Local Employees' Retirement System based on the record of activities maintained and submitted by these officials to the clerk of this body: I, Terri M. DiGregorio, clerk of the governing board of the Village of Fair Haven, of the State of New York, do hereby certify that I have compared the foregoing with the original resolution passed by such board, at a legally convened meeting held on the 13th day of November, 2018 on file as part of the minutes of such meeting, and that same is a true copy thereof and the whole of such original. I further certify that the full board consists of 5 members, and that 5 of such members were present at such meeting and that 5 of such members voted in favor of the above resolution. DiGregorio, Clerk-Treasurer (seal) ---PAGE BREAK--- 3 Resolution Accepting the Joint Town of the Sterling & Fair Haven Comprehensive Plan WHEREAS the Village of Fair Haven Board of Trustees adopted the updated version of the of the Town of Sterling & Village of Fair Haven Comprehensive Plan on June 19, 2018; and WHEREAS said Comprehensive Plan was updated again in September of 2018 and adopted by the Sterling Town Council on September 24, 2018; NOW THEREFORE BE IT RESOLVED that the Village of Fair Haven Board of Trustees hereby fully and formally adopts the updated September 2018 Town of Sterling & Village of Fair Haven Comprehensive Plan. DiGregorio Clerk-Treasurer • Approximately fifty-three $25.00 Christmas gift certificates were authorized to be issued to Village employees, volunteer boards and members of the Fair Haven Fire Department on a motion by Trustee Dunaway and seconded by Trustee Drogi. All aye, motion carried. • On a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling $12,078.52 in overdue taxes was levied to Cayuga County. All aye, motion carried. • The indoor air quality and mold assessment of the village office and meeting room by LaBella has come back reflecting acceptable levels. Also noted in the report that individual susceptibility varies from person to person. This testing was performed due to office staff experiencing common cold like itchy puffy swollen eyes and hive like over long periods of time. Areas in the ceiling of the clerk’s office show signs of past water damage indicating possible water infiltration from the roofing system. The Board of Trustees plan to have the village hall roof problem addressed and will continue to monitor the “musty” odor in the office. EXECUTIVE SESSION: The Board entered into executive session to discuss pending litigation at 8:16 p.m. on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. The Board exited executive session at 8:20 p.m. on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. No decisions were made during executive session.
