Town of Victory Town Board Meeting August 10, 2015 Council Member present Leonard Hand Lester VanDyke Nancy Sheldon Eleanor Pittroff Michael Wiggins Supervisor Victoria Davis Clerk Steve Yonker Highway Supervisor Debra Davis Justice Harvey Mills Planning Board Chairman Others present: Carol Mills, Jim Mignogna, Della Jasrzab, Meeting called to order at 7:00 pm with the Pledge of Allegiance Resolution13-2015 is to hold a Public hearing on September 14, 2015 for a Local Law to override the Tax Cap for budget year 2016 Motion made by Lester VanDyke Seconded by Eleanor Pittroff. Nancy Sheldon Aye Leonard Hand Nay; Carried. Motion to approve vouchers Made by Lester Seconded by Leonard All Ayes General Fund $34194.17 Highway Fund $18,698.63 Street lighting Fund: $293.29 Motion to approve meeting Minutes made by Eleanor Seconded by Lester; All Ayes. Motion to approve special meeting minutes made by Leonard seconded by Lester; All ayes. Supervisors report Mike Wiggins General Fund Town wide: $682,200.08 Highway Fund Town Wide: $ 203,653.90 Total All Funds Town Wide: $ 896,434.60 Seconded Quarter Sales tax has been received. Budget work shops, will be held September 14, 21 and 28. The workshop on the 14th will be held after the regular board meeting. The workshops will be held at 7:00pm on September 21 & 28 The die test will be done the Friday following the meeting. ---PAGE BREAK--- Review of the road preservation law, and give any changes to Chris Palermo to make a new law for the town of Victory. The Planning board will also look over a copy of the law to voice there opinion. Clerks report: Victoria Davis 1 marriage license $17.50 4 Building permits $130.00 17 Dog licenses $131.00 A mutual aid claim from Plainville, equipment got damaged during a fire in the Town of Victory. The insurance company is making the Town aware. Highway Supervisor Report: Steve Yonker Mower has been fixed and they have been mowing road side. They have also been hauling stone for next year with left over CHIPS money. They have also hauled sand for winter. Planning Board: Harvey Mills A minor subdivision may be in progress. Code Enforcement: Bruce Applebee 4 permit several situations that have been handled and follow up inspections. Phone answering program discussion, the cost would be $1,200.00 in maintenance a year with $170.00 for software assurance a month. The maintenance plan would cost $5091.00 to buy out right. After much discussion prices with maintenance it would cost more than what we are paying now. It was decided that it was not needed in the Town at this time. Jim Mignogna would like to know if a weight restriction is going to place on the bridge on Pople road. Mike stated he believed they are going to change the limit. Steve will be following up with the county. Della would also like the speed limit lowered through Ira Station to 45 mph, due to livestock in the area. She also stated that some signs are missing that have fallen down or been destroyed. Della would also like to know if the minutes are on the website. The clerk stated that she does not know how to put them on the website. Leonard is going to assist. Lester makes a motion to go into executive session to discuss upcoming contract negotiations, Leonard seconded; all ayes No decisions made. Meeting called to a close 8:30pm Motion made, Eleanor seconded by Lester; All ayes.
