VILLAGE BOARD MEETING APRIL 13, 2015 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Tony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and Code Enforcement Officer Fred Delaney were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the March 23, 2015 Village Board Meeting. · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following bills. · TRANSFERS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following transfers: From: A1990.4 Contingent $3,700 To: A1110.4 Justice-Contractual $600 A1630.4 Office-Contractual $500 A1910.4 Unalloc. Ins. $2,600 $3,700 From: G1990.4 Contingent $2,000 To: G8130.4 Treat. & Disp. $2,000 · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Treasurers Report for the month of March. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Public Works Report for the month of March. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of March. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of March. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of March. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Dog Control Report for the month of March. ---PAGE BREAK--- A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of March. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Report for the month of March A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of March. It was noted that there was no Police Report for the month of March. Mayor Mulvaney reported that the Officer-In-Charge Robert Brown had given the Village information pertaining to having the police vehicles serviced in Auburn where the Cayuga County Sheriff’s Department has their vehicles serviced at a lower cost. After some discussion, the Board agreed to keep the business in the Village at this time. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · PLANNING BOARD AND ZONING BOARD MEMBERS Mayor Mulvaney reported that there was no news on any more interest for members for the Planning Board and the Zoning Board that were still needed. · NEW METER REPLACEMENT Mayor Mulvaney stated that the Board received a March report as noted above. · VILLAGE ORDINANCES After some discussion about Chapter 4: Section 4 – Parking, Etc.; Section 5 – Trucks, Trailers, Etc.; and Section 8 – Muffler on Motor Vehicles of the Village Ordinances, the Board agreed to table this item until the Officer-In- Charge of the Moravia Police Department has given input pertaining to the penalties. · NORTH MAIN STREET WATER MAIN PROJECT Mayor Mulvaney requested that the North Main Street Water Main Project be placed on the Quarterly Open Agenda Items for future reference. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to place the North Main Street Water Main Project on the Quarterly Open Agenda Items. · GARBAGE, RUBBISH AND RECYCLING REMOVAL CONTRACT Each of the Trustees received the award letter that was sent to WeCare Waste & Recycling. The contract for WeCare Waste & Recycling was tabled until the next regularly scheduled Board meeting so that Village Attorney Charles Marangola could review prior to Board approval. ---PAGE BREAK--- · COURT CASE (SOVOCOOL-UNREGISTERED MOTOR VEHICLE) Mayor Mulvaney stated that the Sovocool court case was to go to trial on April 14, 2015 and would keep the Board updated. This item was tabled until the next regularly scheduled Board meeting. · NYLD INFRASTRUCTURE LEAK DETECTION ESTIMATE Mayor Mulvaney reported that he had received three good references pertaining to New York Leak Detection, Inc. and also received approval from Village Attorney Charles Marangola pertaining to the $7,500.00 proposal received on March 16, 2015. The Mayor stated that the proposal had been signed and sent as directed by the Board. Mayor Mulvaney also stated that the leak detection and mapping would take place in June 2015. · PUBLIC HEARING – 2015-2016 BUDGET A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to open the public hearing at 7:17 p.m. for the 2015-2016 Budget. Each of the Trustees received a copy of the 2015-2016 Budget Highlights prepared by Treasurer Susan Wade. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to close the public hearing at 8:26 p.m. for the 2015-2016 Budget. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to adopt the 2015-2016 Village of Moravia Budget, as presented. · WATER RATE INCREASE (RESOLUTION) A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following resolution: LET IT BE KNOW THAT, at the regular scheduled meeting held on April 13, 2015, the Board of Trustees of the Village of Moravia do hereby resolve to increase the water rates effective July 1st, 2015 water billing according to the following schedule. Water Rate Increases to be effective July 1st water billing. Current Rate Per Thousand Gallons Current Minimum Rate Per Quarter New Rate Per Thousand Gallons New Minimum Rate Per Quarter Inside Village $ 2.75 $ 16.50 $3.00 $18.00 Outside Village (In a District) 4.13 24.78 $4.50 $27.00 Outside Village (No District) 6.88 41.28 $7.50 $45.00 Unmetered water rates (from a hydrant) are $ 15.00 per thousand gallons. · SEWER UNIT INCREASE (RESOLUTION) A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following resolution: ---PAGE BREAK--- LET IT BE KNOW THAT, at the regular scheduled meeting held on April 13, 2015, the Board of Trustees of the Village of Moravia do hereby resolve to increase the SEWER UNIT RATE effective July 1st, 2015 SEWER billing according to the following schedule. Unit Charge Based on water consumption Current Rate 4/2014 $ 11.00 1.50/thous inside 2.25/thous outside Effective July Billing 4/2015 $ 12.00 1.50/thous inside 2.25/thous outside Also: Effective June 1st, 2015 Cost to dump sewage at STP increased from .04 cents/gallon to .05 cents/gallon. · PUBLIC NOTICE – VILLAGE ELECTION PUBLIC NOTICE IS HEREBY GIVEN that at the regular meeting of the Village Board of Trustees held on April 13, 2015, the following resolution was proposed by Trustee McGuerty, seconded by Trustee Peppe and adopted by a unanimous vote: WHEREAS that Annual Election for Village Officers will be held on Tuesday, June 16, 2015, and; WHEREAS the Village of Moravia shall constitute a single Election District for Village Elections, and; WHEREAS no person shall be entitled to vote at the Village Election whose name does not appear on the Cayuga County voter’s registration book; NOW THEREFORE BE IT RESOLVED that the Annual Village Election will be held at the Village of Moravia Justice Center, 48 West Cayuga Street, Moravia, New York on Tuesday, June 16, 2015 between the hours of 12:00 noon and 9:00 p.m. · KILBORNE AGENCY DISCLOSURE STATEMENT A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to accept and place on file the Disclosure Statement from Walter Dabulewicz of Kilborne Insurance Agency, the Village’s Insurance Agent. · LETTER OF RESIGNATION (ROGERS – SCHOOL CROSSING GUARD) Each of the Trustees received a copy of a letter of resignation from part-time School Crossing Guard Leland Rogers. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to accept the letter of resignation from part-time School Crossing Guard Leland Rogers effective April 17, 2015. (The Board directed Village Clerk Anne Riddell to send a letter of thanks to Mr. Rogers for his years of service to the community.) · GARDEN CLUB REQUEST Each of the Trustees received a copy of a letter from the Moravia Area Garden idea Club (MAGiC) requesting funds to purchase summer flowers for the planters on Main Street. ---PAGE BREAK--- A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Moravia Area Garden idea Club (MAGiC) to spend up to $150.00 for flowers. · WATER REDUCTION REQUEST (MAHUNIK) Each of the Trustees received a copy of a letter from James Mahunik residing at 4998 Skinner Hill Road. The letter to Mayor Mulvaney requested that his water bill be lowered from July 1-September 30, 2014 due to his home being vacant because of a fire. (It was noted that a new home was built on the property.) After some discussion, a motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to credit James Mahunik’s water account #50842 for the months of July, August, and September 2014 in the amount of $91.39. · COPY & FAX CHARGES After some discussion pertaining to the current charges for copies and faxes that the Village Office offers as a service to the community, a motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to increase the FAX charge to $2.00 for the first page and $1.00 for every page thereafter. (It was noted that there was no increase in the current .25/copy charge.) · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Town of Moravia Minutes (02/18/15). - Cayuga County Association of Villages Minutes (03/24/15). - Letter to Town of Moravia (Moravia Youth Recreation Program). - Press Release from Cayuga County Soil & Water (Re: Workshops). - Village of Moravia Planning Board Minutes (03/16/15). On the table for Board review was: - Vehicle Log Sheets for the month of March. - Card from the Bernice Mix Family. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve Treasurer Susan Wade to prepare a check for those attending the upcoming Cayuga County Association of Villages dinner/meeting on April 21, 2015.
