Thursday August 3, 2017 The regular meeting of the Town Board of the Town of Locke, Cayuga County and State of New York was held in said town at the Locke Town Hall, Main Street, Locke, NY on August 3, 2017 at 7:00 P.M. There were present: Craig Todd, Supervisor Patricia Dillon, Sally Compton, and Mary Alice Stetz, Members of Council Absent: Thane Benson, Council Member Jerry VeVone, CEO Others present: Peter Compton, Highway Superintendent Melanie Funk, Town Clerk Norman Chirco, Attorney Approximately 2 Citizens The meeting was called to order by Supervisor Todd at 7:00 P.M. Pledge of Allegiance to the Flag The minutes of the July 13, 2017 meeting – a motion was made by Councilwoman Stetz and seconded by Councilwoman Compton to accept the minutes as read and upon roll call vote was unanimously carried. So resolved Ayes 4. Reports: Supervisor—Craig Todd announced that Code Enforcement Officer Jerry VeVone had given his resignation and his appointment ended as of August 1, 2017. A motion was made by Councilwoman Dillon to appoint J. Patrick Doyle as the town’s new Code Enforcement Officer effective August 1, 2017, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried. So resolved Ayes 4. As a follow-up to this resolution, Supervisor Todd reported that he and Mr. Doyle spent several hours driving around all of the town roads to see certain areas of interest that Mr. Doyle will eventually begin to address. He hopes that once he does this, the property owners will voluntarily remedy the situations in order to possibly avoid going to court. Mr. Todd and Mr. Doyle have broken the town up into ‘quarters’ and Mr. Doyle will focus on one at a time. Mr. Todd stated that he feels very encouraged by the conversations he has had thus far with Mr. Doyle and believes he will be a good fit for the town. At this point, Mr. Doyle will be holding office hours on Wednesdays from 3:00-4:00 P.M. at the town hall. C.E.O.—There was no report Highway Department—Superintendent Compton reported that his department is helping other towns with oiling and stoning and grading some dirt roads. Mr. Todd reported that he met with Mr. Compton concerning any storm damage from July 1, 2017-July 17, 2017 because our county legislator declared the area to be in a state of emergency, and therefore F.E.M.A. will cover the cost of any damage ---PAGE BREAK--- that was done. Mr. Todd is waiting to hear from Keith Batman and Joe DeForest with more particulars on claiming coverage for the storm damage. Water Department—Councilwoman Dillon reported that bills went out in July with only one account in question that required some looking in to. Included in the bills was the notice of the rate increase that took effect on July 1, 2017, which Mr. Todd received a few phone calls about. Town Clerk—Melanie Funk reported that revenue for July was $447.00. Also, she requested that budget workshops be designated to prepare the Town of Locke 2018 Tentative Budget. It was decided that they will be August 30, September 6, September 13, and September 20, 2017, if needed at 6:30 P.M. Town Attorney—Norman Chirco reported that the paperwork for the deed transfer from Hewitt Brothers is at the seller’s attorney’s office. Once it is signed, he will front the money and take care of the filing fee and the town will need to reimburse him for that. Also, Mr. Chirco reported that the paperwork for the deed transfer for the other parcel of property being donated to the town by Kevin and Judy Parker of 853 Main Street, needs to be signed and filed. Mr. Compton volunteered to get the paperwork signed and send to Mr. Chirco. At this time, Attorney Chirco distributed another draft of a proposed setback and lot area law for the town board to review. Old Business—Councilwoman Stetz reported that it was decided to make the town website active and still work on the remaining few additions. Unfortunately, this did not happen and Ms. Funk will contact the county’s I.T. Department’s representative to get this handled. New Business—Supervisor Todd mentioned that it was brought to his attention that our appointed court bailiff is wearing an outdated bullet proof vest when court is in session. Mr. Todd contacted the Cayuga County Sheriff’s Department, who highly recommended that the town provide him with an updated vest. A motion was made by Councilwoman Stetz to purchase a new bullet proof vest for the bailiff at a cost not to exceed $900.00, seconded by Councilwoman Dillon and upon roll call vote was unanimously carried. Supervisor Todd reported that he has been talking with small business owners in the town about their feeling on creating an electronic version of a business directory for Locke. He received positive feedback about this and therefore will begin to get this set up. Lastly, Supervisor Todd was told by Bud Manzari of Manzari North Land Surveying that he is going to research his files and look into getting copies of deeds for all properties that are owned by the town. Audit of Claims—A motion was made by Councilwoman Compton to audit the claims, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried. So resolved Ayes 4. General Fund Voucher #134-148 $2561.39 Highway Fund Voucher #74-81 $15223.97 Water District Voucher #48-50 $351.02 ---PAGE BREAK--- Public to be Heard—Resident Gerald Sharpsteen suggested to the town board the idea of holding a quarterly town hall meeting that residents could speak at and voice their opinion about concerns they may have. Also, Mr. Sharpsteen is concerned about the repaving that is going to take place on State Route 38. He hopes that the road will be ground down to help build some curbing to prevent water runoff from going into people’s driveways. Lastly, Mr. Sharpsteen wanted to report that he heard back from Senator Seward and Chris Culvert in response to the letter he sent about the hazards from the poor condition of State Route 38. Mr. Todd is hoping to acquire signs that say ‘No Parking by Order of the State Police’ to post in various spots during the Route 90 sale next summer. A motion was made by Supervisor Todd to adjourn, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried. Meeting adjourned at 7:54 P.M. So resolved Ayes 4.
