1 Village of Fair Haven Board of Trustees Agenda Meeting October 5, 2017 The meeting began at 6:30 p.m. Board members in present, Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Holley Webster-Goolden, Trustee Judith Dunaway and Trustee Pete Hanford. Also in attendance, Village Clerk-Treasurer Terri DiGregorio, DPW Supervisor Roger Granatiero, Ambulance Supervisor/Zoning Officer Stan Village Attorney Norm Chirco, Village Accountant Kevin Clark, Fair Haven Fire Department President David James, Fair Haven Fire Department Chief David Mendenhall and Bill McVea. The Board of Trustees met to discuss the agenda for the October 10th meeting. • Attorney Norm Chirco will revise the sewer law to reflect a change in Village Code Chapter 113-13 Sewers, Connection to Public Sewer Required, paragraph A. The intent by the Board of Trustees at the time the law was written, regarding the 100 feet from the property line, is not the way the law ended up stating. After the revision is reviewed by the Board of Trustees a public hearing will be scheduled. • Village Code Chapter 139 Vehicles and Traffic has been revised by Attorney Chirco. Copies will be submitted to the Board of Trustees and the Planning Board. The Planning Board will review and submit back to the Board of Trustees. A public hearing will then be scheduled for these revisions. • Village Code Chapter 150 Zoning will be updated. Attorney Chirco will contact the Cayuga County Planning Board and Village Planning Board Chairman Darrell Uetz so the two entities can meet and discuss updating the zoning. • Attorney Chirco has been retained by Mr. Federici to assist in the planning and location of the proposed water line at 14669 Fancher Ave. The location of the water line is still under consideration. A draft agreement with drawings will be submitted to the Board of Trustees when completed. On a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden, Simeon S. Wood was approved for membership to the Fair Haven Fire Department upon recommendations by Fair Haven Fire Dept. President Dave James and Chief Dave Mendenhall. All aye, motion carried. Village Accountant Kevin Clark presented to the Board of Trustees, the Annual Financial Update Document with financial statements and supplementary information for fiscal year ending 5/31/2017. He stated the ambulance revenue was up compared to past years. Kevin also noted the water fund operating budget was in much better condition partly due to the State Park now paying for water used. In the past a flat rate was billed under a 20-year contract between the Village and the State Park that expired in 2012. The Board will hold a special meeting October 23rd at 7:00pm to examine the reserves and decide how to disburse the funds planned in the 2017-2018 budget. DPW Supervisor Roger Granatiero briefed the Board on the streets that were ditched in September; stumps were ground by the Town of Oswego with more yet to be ground; additional “No Skateboarding” signs were installed at the pavilion; damage was repaired at the ladies public restroom; personal garbage has been found in trash cans around the village which needs to be investigated; hydrant inspections are ongoing testing pressure and flow, also mapping out the hydrants; the electric charging station has been installed; the NYSDEC grant representative will be looking at the village boat ramps this Fall regarding a grant to enhance the ramps; repairs to the village dock at the Cottage Street boat ramp are planned for this winter. Ambulance Supervisor Stan briefed the Board regarding the ambulance. Modems were purchased for the ambulance to transmit data from the monitors to the hospital; a grant was obtained to assist in the purchase of the modems; the monitors are paid for under a “rent to own” contract. Both ambulances are in good shape. Zoning Officer Stan briefed the Board regarding Code Enforcement. Violations have been issued for both 14492 Lake St. regarding the status of the present condition of the property and for 606 Main St. regarding tall grass and the status of the trailers being used for storage. ---PAGE BREAK--- 2 EXECUTIVE SESSION: The Board entered into executive session to discuss pending collective negotiations pursuant to Article 14 of the Civil Service Law on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden. All aye, motion carried. On a motion by Trustee Webster-Goolden the Board and a second by Deputy Mayor Krehling the Board exited executive session. All aye, motion carried. No decisions were made during executive session. ADJOURNMENT: The meeting was adjourned at 9:52 p.m. on a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway. All aye, motion carried.
