VILLAGE OF FAIR HAVEN PLANNING BOARD WORK MEETING Minutes of September 20, 2018 The Fair Haven Planning Board mid-month work meeting was called to order at 6:00 pm on Thursday, September 20, 2018 at the Village Hall. Board members present were Larry Cosser, Debra Rose, Geoff Hanford and Linda Clum. Absent was Catherine Byers. Senior Planner Kari Terwilliger from Cayuga County Planning & Economic Development was also in attendance. Zoning Project participants and other interested parties present were Matt Osterhaudt, Walter Krehling, Jim Basile and Gus Taft. MINUTES: Minutes from the September 4 meeting were not reviewed at the work meeting. CONTINUING BUSINESS: 1. Fair Haven CBD Zoning Amendment Project: Ms. Terwilliger led meeting which included: a. Review and refinement of proposed revised CBD Zoning marked: Map Comprising the Core CBD, one lot deep on either side of Main Street. Two flanking Neighborhood Commercial districts: mixed use commercial & residential. Also generally one lot deep off both sides of Main Street with some exceptions. b. Review Section 150-3, Definitions and word usage. c. Review and revise Section 150-8, Article III, Use Regulations. Creating a Use Table from existing code. Expanding the Uses permitted in the Use Table. Zoning Districts R, AR, BF, CBD, NCD, PR. Based upon Kari's expertise and recommendations, adding in some new land use specifications relating to marinas to the BF district. Denoting proposed uses subject to Site Plan Review. d. Review Section 150-9, Table of Dimensional Requirements. Review first draft of large Main Street set-back map as prepared by Cayuga County Planning office with notes compiled by Fair Haven resident Joe Martin. e. Expanding criteria for Section 150-40, Powers and duties of Planning Board: A. Special permits. Further review with continued proposed additions and revisions at next PB meetings. 2. Joint Public Hearing scheduled to review proposed statistical updates (done by town of Sterling) to joint Fair Haven/Sterling Comp Plan: regular Town Board meeting of Sept 24, 7 pm, at Sterling Town Hall. 3. Public Hearing/Informational Meeting in Fair Haven to review all the Village Zoning ---PAGE BREAK--- Amendments proposed for late October. Exact date is not yet determined. 4. Next regular meeting of the Planning Board: October 2, 2018 at 6 pm. Agenda will include: review of a complete print-out of all proposed CBD Zoning Amendments so far, including the proposed Zoning map The meeting was adjourned at 8:10 pm on a motion by Larry Cosser and seconded by Geoff Hanford.
