1 Village of Fair Haven Board of Trustees Meeting November 13, 2017 The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Holley Webster-Goolden, Trustee Judith Dunaway and Trustee Pete Hanford. Also, present Village Clerk-Treasurer Terri DiGregorio, Village Historian Susan Parsons and 2 guests. COMMUNICATIONS: • 2017 Village taxes were relevied to Cayuga County in the amount of $11,354.20. • In receipt of library Trustees meeting minutes from October 11, 2017. • In receipt of sales tax from Cayuga County in the amount of $100,231.57. • In receipt of a thank you note from the Dempsey’s on 12th St. regarding the solution to the drainage at the end of the street. • A Safety Seminar was held at Sterling Town Hall on November 6th. This is required annual training for all municipal employees, elected officials and appointed board members. PUBLIC FORUM: Heidi Taylor requested the Board of Trustees rethink the May 31st 2018 deadline for residents requesting sewer connection extensions. She believes the ground may not be ready and suggested August may be a better time of the year. Ms. Taylor also informed the Board that connecting to the public sewer is a hardship for her and many other people in the village who are on fixed incomes. She requested Mayor Basile get back to her with a decision. MINUTES: The October 5th, 10th and 23rd meeting minutes were approved on a motion by Trustee Webster- Goolden and seconded by Trustee Dunaway. All aye, motion carried. ABSTRACT #6 VOUCHERS: The following vouchers were approved for payment on a motion by Trustee Hanford and seconded by Deputy Mayor Krehling. All aye, motion carried. • General Fund: $73,660.83 • Water Fund: $12,228.07 • Trust & Agency: $3,469.64 • October Payroll: $33,121.35 Reclassifications: • On a motion by Deputy Mayor Krehling and seconded by Trustee Webster-Goolden, $29.94 was authorized to be reclassified from general fund grant expenditures to buildings & equipment capital outlay. All aye, motion carried. • On a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway, $2,200.00 was authorized to be reclassified from water fund transmission & distribution contractual to transmission & distribution equipment. All aye, motion carried. Budget Modifications: • On a motion by Deputy Mayor Krehling and seconded by Trustee Hanford, $977.92 was authorized to be transferred from general fund contingent to buildings & equipment capital outlay. All aye, motion carried. • On a motion by Trustee Webster-Goolden and seconded by Deputy Mayor Krehling, $2,100.00 was authorized to be transferred from general fund contingent to refuse & garbage contractual. All aye, motion carried. COMMITTEE REPORTS: • The attached October DPW report submitted by Roger Granatiero was approved on a motion by Trustee Hanford and seconded by Deputy Mayor Krehling. All aye, motion carried. In addition outdated storm drain manholes will need to be replaced over a period of time and planned in the 2017-2018 budget. The tentative paving schedule for 2018 was submitted and reviewed by the Board. The survey for the end of Cottage St. and Bell Ave. will be located. If one does not exist, a new one will be ordered to address the drainage. Total CHIPS funding of $70,540.07 was submitted to the NYSDOT on 8/8/2017. ---PAGE BREAK--- 2 • The attached Treasurer’s report submitted by Terri DiGregorio for period ending 10/31/2017 was approved on a motion by Trustee Dunaway and seconded by Trustee Hanford. All aye, motion carried. General fund balance $555,652.73 which includes WBB $4,840.12; Water fund $123,958.04; Trust & Agency $685.90; and CDBG $1.00. • The attached October Ambulance report submitted by Stan was approved on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. All aye, motion carried. • The attached October Code Enforcement report submitted by Stan was approved on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. All aye, motion carried. UNFINISHED BUSINESS: • The Board had decided, at the agenda meeting, that the home owner of water account A0030 must pay their bill regarding high water usage. The DPW will be instructed to read the meter two more times before the official read date at the end of December. • The Board is waiting for a part for the electric car charging station before a press release will be announced that the Village of Fair Haven is in the running for a $50,000.00 NYSERDA grant for LED street lighting. Clerk-Treasurer DiGregorio will contact Amanda Mazzoni with NYSERDA to be sure all of the time lines have been met. • Policies will be established regarding use of village credit cards, mileage regarding private vehicle use, etc. NYCOM had been contacted and provided samples for discussion. • Village Attorney Chirco will be asked to attend the January agenda meeting to discuss revisions of the following local laws: Chapter 113. Amending Sewers, Chapter 139. Vehicles & Traffic Article IV. Parking Prohibitions and a proposed law for unsafe buildings. • Deputy Mayor Krehling has been in contact with Barton and Loguidice regarding the Cayuga County infrastructure survey. The Village of Fair Haven needs upgrades to the water system. PLS Engineering and c2ae will be contacted to get quotes for upgrading the village’s water system and upgrades to the village hall. These upgrades would include a records room, meeting room and ADA compliant bathrooms. NEW BUSINESS: • The Board reviewed the meeting minutes from the November 2nd Planning Board meeting with notes regarding Town of Sterling-Village of Fair Haven Master Plan. It was suggested to contact Wayuga Newspapers for assistance in adding changes and revisions to the existing master plan. • Heidi Smalling had attended the agenda meeting on November 9th and brought to the Boards attention that there were no regulations regarding summer and year round rental properties in the village. EXECUTIVE SESSION; The Board entered into executive session at 8:38 p.m. on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford to discuss the appointment of a new member to the fire department. All aye, motion carried. The Board existed executive session at 8:41 p.m. on a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway. All aye, motion carried. • On a motion by Deputy Mayor Krehling and seconded by Trustee Webster-Goolden the application submitted by Andrew Catalone for membership to the Fair Haven Fire Department was approved. All aye, motion carried. • Deputy Mayor Krehling asked for clarification regarding the balances in the village bank accounts which include the Certificate of Deposit and reserves. Clerk-Treasurer DiGregorio responded. Rick Blafield with the Office of the State Comptroller will be contacted to see if he can attend the January agenda meeting to advise the Board regarding reserves.
