VILLAGE BOARD MEETING JANUARY 11, 2016 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Anthony Peppe, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Code Enforcement Officer Fred Delaney, and Garett Sovocool (Moravia High School Senior) were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the December 28, 2015 Village Board Meeting. · BILLS A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following Bills. (Trustee McGuerty abstained from Bills #265 and #268 due to conflict of interest.) · DEPARTMENT REPORTS A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Treasurers Report for the month of December. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Public Works Report for the month of December. (Mayor Mulvaney noted that no water meters had been replaced in December.) A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of December. Sewer Treatment Plant Operator Sean Cochran distributed an estimate and addressed the Board pertaining to the replacement of Pump #3 at the Village’s Wastewater Treatment Plant. After much discussion and a detailed explanation from Mr. Cochran, a motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the estimate fromW2O Pump & System Services for $10,750.00. A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of December. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Dog Control Report for the month of December. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Police Report for the month of December. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of December. ---PAGE BREAK--- A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Justice Report for the month of December. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of December. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that there were no new meters installed, however the Department of Public Works would be installing some this week. · VILLAGE ORDINANCES Each of the Trustees received a copy of Chapter 4, Section 8 “Mufflers on Motor Vehicles” and Section 17 “Noise” of the Village Ordinances. Village Clerk Anne Riddell also presented the Board with sample laws pertaining to noise within villages. Mayor Mulvaney requested the Board review the two Village Ordinances and the samples and to be prepared to discuss them at the next regularly scheduled Village Board of Trustees meeting. · WATER LEAK DETECTION UPDATE Mayor Mulvaney stated there was no news on the Water Leak Detection from NYLD. · CABLE AGREEMENT Mayor Mulvaney stated there was no update from Village Attorney Charles Marangola on the status of the Cable Agreement. · LOCAL LAW #2 OF 2015 DRAFT (ZONING AMENDMENTS) Mayor Mulvaney stated that there was no update from the Planning Board on the Zoning Amendments. · SOLAR (STP) Mayor Mulvaney reported that there was no news on the Solar Grant for the Village’s Sewer Treatment Plant. · OAK HILL GRAVEL PIT Mayor Mulvaney stated that Village Clerk Anne Riddell was researching 90 Decibel Noise Limit signs to place on Oak Hill Road and would keep the Board updated. · QUARTERLY FAIR HOUSING PUBLIC NOTICE ---PAGE BREAK--- A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the advertising of the quarterly Fair Housing Public Notice that each of the Trustees received. · SPRING CLEAN-UP After some discussion, a motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 approving Spring Clean-Up on April 16th & 17th, 2016. · ANNUAL CONTRACTS (LIBRARY, HISTORICAL SOCIETY, SCAT VAN) A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following contracts: Powers Library $3,000.00 Cayuga-Owasco Lakes Historical Society $ 600.00 Transportation Project for Cayuga County (SCAT Van) $ 600.00 · PERMISSION FOR WATER SCHOOL (PERKINS, SMITH, COCHRAN) A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to authorize Mike Perkins, Bill Smith, Kean and Sean Cochran to attend W2Operator Training Group Winter Work Shop in Cortland on January 22, 2016 and February 19, 2016. · LETTER OF RESIGNATION (PT SUB DEPUTY VILLAGE CLERK - BLAKE) Each of the Trustees received a copy of a letter of resignation from Florence Blake. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to accept the letter of resignation from part-time Substitute Deputy Village Clerk Florence Blake, effective immediately. · LETTER OF RESIGNATION (PT VILLAGE CLERK – SHEPARDSON) Each of the Trustees received a copy of a letter of resignation from June Shepardson. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to accept the letter of resignation from part-time Clerk June Shepardson, effective immediately. · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - NYSDOL Notice of Violations and Orders to Comply from December 3, 2015. On the table for Board review was: - Vehicle Log Sheets for the month of December. - Underwater Solutions Inspection/Cleaning of water storage tank on Skinner Hill on November 10, 2015. - Senator Seward’s Highlights from his January 8, 2016 visit to the Village. - Davis-Ulmer Sprinkler System inspection of the Village Justice Center on January 8, 2016. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to enter Executive Session at 8:01 p.m. to discuss personnel. ---PAGE BREAK--- A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to exit Executive Session at 8:10 p.m. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to adjourn at 8:11 p.m. Anne Riddell, Village Clerk
