VILLAGE BOARD MEETING DECEMBER 14, 2015 · PLEDGE OF ALLEGIANCE Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Anthony Peppe, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and Code Enforcement Officer Fred Delaney were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the November 23, 2015 Village Board Meeting, as amended. · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following Bills. (Trustee McGuerty abstained from Bills #218 and #228 due to conflict of interest.) Each of the Trustees received an email and an estimate from Officer in Charge Rob Brown requesting a new lock set for the Police Department door at the Village Justice Center. The total, including installation, would be no more than $500.00. After some discussion, a motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the installation of a new lock set for the Police Department door at the Village Justice Center for $500.00 maximum. · DEPARTMENT REPORTS A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Treasurers Report for the month of November. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Public Works Report for the month of November. (Mayor Mulvaney noted that no water meters had been replaced in November.) A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of November. A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of November. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Dog Control Report for the month of November. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Police Report for the month of November. ---PAGE BREAK--- A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of November. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Justice Report for the month of November. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of November. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that the Board received a November report noting that no new meters were installed. · VILLAGE ORDINANCES Each of the Trustees received a copy of the proposed Local Law #2 of 2015 entitled “Amending Chapter 4, Sections 4 & 5, of the General Police Regulations Of Streets And Sidewalks.” A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to publish and hold a public hearing on Monday, December 28, 2015 at 7:00 p.m. for Local Law #2 of 2015 entitled “Amending Chapter 4, Sections 4 & 5, of the General Police Regulations Of Streets And Sidewalks.” · WATER LEAK DETECTION UPDATE Mayor Mulvaney stated there was no news on the Water Leak Detection from NYLD. · CABLE AGREEMENT Mayor Mulvaney stated there was no update from Village Attorney Charles Marangola on the status of the Cable Agreement. · LOCAL LAW #2 OF 2015 DRAFT (ZONING AMENDMENTS) Mayor Mulvaney stated that there was no update from the Planning Board on the Zoning Amendments. · SOLAR (STP) Mayor Mulvaney reported that there was no news on the Solar Grant for the Village’s Sewer Treatment Plant. He directed Village Clerk Anne Riddell to send an email requesting the status of the Village’s grant application. · OAK HILL GRAVEL PIT ---PAGE BREAK--- Mayor Mulvaney updated the Board reiterating a phone conversation that he had with Rick Fritz pertaining to the decibel signs to place on Oak Hill Road. He stated that the Village received permission from the County Highway Department to put a decibel sign on Oak Hill Road. Mayor Mulvaney also stated that Mr. Fritz believed that the owners of the Oak Hill Gravel Pit may be getting their permit from the NYSDEC soon. · EMERGENCY HOME REPAIR LOAN DEFERMENT After reviewing a copy of the last letter dated November 24, 2015 from the Board to a Village property owner, a motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to defer the payments for an Emergency Home Repair Loan for another six months (until May 25, 2016) for a Village Property owner. · SE DAY FUND (CHRISTMAS) After some discussion, a motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve a cookie platter for Summit Elder Lodge on South Main Street. (From the SE Day Fund.) · SCHOOL CROSSING GUARDS (MATHER, HALL) Applications for employment from Tim Mather (School Crossing Guard) and Gerald Hall (Substitute School Crossing Guard) were on the table for Board review. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to hire Tim Mather as Part-time School Crossing Guard effective December 8, 2015 and Gerald Hall as Part-time Substitute School Crossing Guard effective December 14, 2015 at the current rate according to the 2015-2016 Salary Schedule. (Trustee Peppe exited at 7:46 p.m.) · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Southern Cayuga County Cablevision Franchise Fee payment. - Cayuga County Association of Villages Minutes (11/24/15). - Town of Moravia Minutes (10/21/15). - Quarterly Open Agenda Items. - 6 Month Budget review prepared by Treasurer Susan Wade. - Letter from Village resident on North Main Street pertaining to some possible water leaks on North Main Street he may have identified. - Memo from Mayor Mulvaney to Code Enforcement Officer Fred Delaney pertaining to a New York State Annual Report and updated Code Books. On the table for Board review was: - Vehicle Log Sheets for the month of November. - Two notices pertaining to Spaulding properties in the Town (Express Mart and Verizon). - Flyer from Weedsport for their Olde Tyme Christmas on 12/19/15. Trustee McGuerty gave a report on the recent Cayuga County Association of Villages meeting held in November. ---PAGE BREAK--- A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to adjourn at 8:08 p.m. Anne Riddell, Village Clerk
