Procedures for Use of Potable Water Equipment 1 From the State OEM Stockpile 2 3 Tank trucks, water buffaloes, portable tanks, pumps, pipes and valves loaned by the State Office 4 of Emergency Management (SOEM) to transport, hold or distribute potable (drinking) water shall 5 be kept clean and sanitary at all times by the borrower. SOEM potable water equipment may only 6 be used for potable water from an approved source, and may NOT be used for sewage, petroleum 7 or chemical products, de-icers, fertilizers, waste products, slurries or any other deleterious 8 substances, including milk. 9 10 The following procedures shall be completed before using SOEM equipment: 11 12 Tankers and Water Buffaloes 13 14 1. Obtain Local Health Department approval for the water source you will use. 15 2. Inspect the interior of the tank, walls, floor, ceiling, corners, inlets and outlets, with lighting 16 sufficient to see dirt, debris, discoloration, etc. 17 3. Inspect the outlet tail pipe and valves. 18 4. Flush tank with potable water to remove all dirt and debris. 19 5. If there was significant dirt or debris, or any evidence the tank was used for anything but 20 potable water, clean and disinfect before use with one of two methods: 21 A. Fill and contact method (ref. 5-6.15(d)) 22 i) Fill tank with a 100 mg/L (ppm) chlorine disinfection solution 23 ii) Maintain a contact period of not less than 20 minutes 24 iii) De-chlorinate tank contents, then discharge to waste 25 iv) Re-rinse with potable water 26 B. Spray and scrub method (ref. AWWA Std C652-02 section 4.3.2) 27 i) Spray or scrub interior tank walls with a 200 mg/L chlorine disinfection solution 28 ii) Keep walls and appurtenances wet for at least 30 minutes with 200 ppm solution 29 iii) Rinse copiously with potable water 30 6. Re-inspect, repeat cleaning if needed 31 7. Close tank cover immediately after inspection, do not open except to fill or monitor. 32 33 Hoses, Pumps and Appurtenances 34 35 1. Flush all hoses and pumps to remove dirt and debris. 36 2. Sanitize hoses, pumps, valves, connections and fittings by brushing a concentrated (200 37 mg/L) chlorine disinfection solution on all water contact surfaces, or by filling/submerging to 38 ensure contact. 39 40 The following procedures shall be followed while using SOEM equipment: 41 42 1. Initial water quality delivered by any tank shall be checked as follows: 43 A. Stop filling after 20-30 gallons have been delivered into the tank 44 B. Opened discharge valve, release 10 - 15 gallons to waste. 45 C. Closely inspect the remaining water as it discharges. If water looks discolored, dirty, or 46 foamy or has an unpleasant taste or odor, trouble shoot and repeat tank cleaning and 47 disinfection using the other procedure. 48 D. When this check shows satisfactory water quality, proceed to fill the tank 49 ---PAGE BREAK--- 50 2. Close and seal tank cover valve cover after filling. Unless tank will be in a secured location or 51 under direct oversight 24/7, lock the tank cover to prevent unauthorized access. 52 3. When a fill connection is used, it shall be constructed in a manner to prevent contamination 53 and shall be capped at all times when not in use 54 4. Test and record free chlorine residual in tank water immediately after filling and at least once 55 every 24 hours. Dump tank contents to waste and refill if chlorine residual falls below the 56 reliable detection level of 2 mg/L (ppm). 57 58 The following procedures shall be used returning SOEM equipment to the stockpile: 59 60 1. Return all equipment in clean, sanitary condition. Remove locks from tank covers, discharge 61 valves, etc.. Note: SOEM may require the borrower to repeat the disinfection and cleaning 62 process of any tanker or water buffalo that is returned unclean. 63 2.
