1 Village of Fair Haven Board of Trustees Meeting June 11, 2018 The Board of Trustees meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present, Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway, Trustee Chris Drogi and Trustee Hope Wojtowicz. Also present, Village Clerk-Treasurer Terri DiGregorio, Ambulance Supervisor/Zoning Officer Stan and 8 guests. COMMUNICATIONS: • Next Cayuga County Association of Villages meeting will be held on June 26th at 6:30pm hosted by Fair Haven at Sabin Hall, Fair Haven State Park. The speaker will be Eva Champion with Cayuga County Civil Service. Also, in receipt of April 24th meeting minutes. • Board of Trustees members who are in enrolled in the retirement system will need to fill out a 3- month calendar of activity for New York State Retirement reporting. • In receipt of semiannual mortgage tax from Cayuga County in the amount of $6,409.77. PUBLIC FORUM: • Brandon Lagoe, owner of O’Conner’s Main Street Pub, thanked the Board of Trustees and community for all their support and announced he will be holding his grand opening on Sunday July 15th. He requests permission to close Richmond Ave. from 3:00pm to 7:00pm that day as he is featuring the band “Off the Reservation” who has a large following and will bring in a crowd of people to Fair Haven. This street closure will affect the area near Big Bo’s ice cream stand and Sterling Cidery. He will be contacting the fire department and ambulance service and has hired security for that day. Trustee Dunaway noted the street closure had been allowed in the past and the Board agreed to allow this once again. Brandon noted that he will continue to respect the Saturday night band concerts in the park with no outside entertainment during those hours. • Jay Sawyer with the Cayuga County Water & Sewer Authority advised the Board that the original plan to place a bioxide building in a specific area at the West Barrier Bar Park has encountered a problem with boring a line under the road. Therefore the location will have to be changed to the opposite side of the road near the fence owned by Fair Point Marina. A guard rail is planned between the road and the building with heavy duty posts. This location still encompasses the area of the temporary easement. The Board agreed to proceed. The owners of the marina still have to be consulted on this proposal. • Ed Robinson thanked the Village of Fair Haven DPW for brush and leaf pick-up. He brought to the attention of the Board that he had observed a fluorescent green algae in the south end of the bay that seems to be developing on the bottom and then floats to the surface. Trustee Drogi has been in contact with authorities on this issue along with the issue of a bacterial disease that was causing pan to fish die off recently. Trustee Drogi will notify the NYSDEC and Cayuga County Health Department regarding the algae. • David and Vivian Sciarabba brought to the Boards attention property violations that they had observed and submitted pictures. They also expressed concern regarding the trailers being used for storage on Stafford St. that can be seen from Main Street. • Frank Perkins updated the Board on the status of the senior bus trips and the senior dinners held at the fire department. He noted that he attends regular meetings in Auburn regarding the senior citizens in Cayuga County. MINUTES: The May 10th, 14th and 30th meeting minutes were approved on a motion by Trustee Dunaway and seconded by Trustee Drogi. All aye, motion carried. ABSTRACT #1 VOUCHERS: The following vouchers were approved on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. • General Fund: $80,831.06 • Water Fund: $4,167.32 • Trust & Agency: $377.94 • May Payroll: $32,873.34 ---PAGE BREAK--- 2 Year End General Fund Budget Modifications: The following budget modifications were approved on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. • Transfer $127.16 from clerk- treasurer equipment to board of trustees contractual • Transfer $112.65 from clerk- treasurer equipment to clerk- treasurer personal services • Transfer $133.63 from clerk- treasurer contractual to clerical personal services • Transfer $2168.78 from street maintenance personal services and $308.22 from parks contractual to attorney contractual • Transfer $523.78 from ambulance contractual meds/supplies to ambulance contractual • Transfer $3,708.00 from parks contractual to parks personal services • Transfer $915.86 from workers compensation to social security • Transfer $435.82 from state retirement to unemployment insurance Year End Water Fund Budget Modifications: The following budget modifications were approved on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. • Transfer $1,859.38 from transmission & distribution equipment and $53.86 from transmission & distribution personal services to transmission & distribution contractual • Transfer $25.84 from social security to unemployment insurance COMMITTEE REPORTS: • The attached May DPW report submitted by Roger Granatiero was accepted on a motion by Trustee Dunaway and seconded by Trustee Drogi. All aye, motion carried. The tennis courts will be closed for a week around June 25th as they will be renovated and repainted. The Cayuga County municipal maintenance of roadside ditching plan is under consideration. In receipt of a certificate of attendance at the New York Rural Water Association training conference for Roger Granatiero. • The attached Treasurer’s report was submitted by Terri DiGregorio for period ending 5/31/2018. General fund balance $629,340.76 which includes WBB $3,746.20, Water fund $153,839.35, Trust & Agency $9,255.47 $1.00 and CDBG $1.00. The report was accepted on a motion by Trustee Drogi and seconded by Trustee Dunaway. All aye, motion carried. • The attached May Ambulance report submitted by Stan was accepted on a motion by Deputy Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. • The attached May Code Enforcement report submitted by Stan was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. UNFINISHED BUSINESS: • The Badger Beacon Mobile AMA Software, cloud based meter reading system for up to 5000 water services with 2 days of onsite training was approved pending contacting John Murphy of Blair Supply for an updated quote on the costs; Williamson Law Book (our current vendor for the water billing software) to inquire about the interface and the Village of Wolcott, as they presently are using the software. Clerk DiGregorio will contact IT support to see if the Surface Pro tablet can be used in conjunction with the software. • $50,000.00 NYSERDA Grant update: In receipt of email communication from 5/29 noting that NYSERDA is willing to pursue the Villages proposal further. Trustee Dunaway will contact NYSERDA’s project manager Jennifer Manierre. • $275,000.00 NYMS Grant update: Disbursement request to be submitted and letter to be signed by Mayor Basile. A public meeting was held on May 23rd with 9 business owners present. Project proposals must be submitted to Thoma Development by June 15th. They will be evaluated and scored in July with projects to start shortly thereafter. • $50,000 SAM DASNY Grant update: In receipt of 5/22/2018 letter from Senator Helming’s office giving a brief summary of what to expect. This grant will be used for village hall upgrades. • $400,000.00 NYS CDBG Lake Ontario Flood Recovery Program update: The Village is pursuing this grant and a FEMA grant for flood damage from last year. The signed grant agreement and all items requested have been submitted. NEW BUSINESS: • In receipt of quotes from Garage Solutions to grind and epoxy with sand the floors of the band stand and pump house. Trustee Drogi will obtain a quote from the vendor that did the floor at the laundromat. The floor in the public restrooms is also under consideration for this year as the repairs have been budgeted. • On a motion by Deputy Mayor Krehling and a second by Trustee Dunaway the application for new water service by LBK Lakeside Estates for 14499 Fancher Ave. was approved. All aye, motion carried. ---PAGE BREAK--- 3 • A tree removal request by LBK Lakeside Estates was submitted on June 5th requesting the Village have limbs removed from a tree in the right-of-way at 14499 Fancher Ave. so a modular home can be set. LBK Lakeside Estates will be informed that due to the fact the tree is healthy, the Village will not pay a contractor to remove the limb. The property owner has permission from the Village to hire a contractor to have the limb removed. The tree removal company the Village has been using estimated the cost to be around $100.00. • On a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz, Darrell Uetz was appointed to the ZBA as an alternate member. All aye, motion carried. FINAL COMMENTS: • The contract for security will be revised to reflect additional coverage for Saturday July 7th at the carnival grounds and Phillips Park during the fireworks. • Trustee Drogi attended the Cayuga County Shared Services Initiative meeting Friday June 8th in Auburn. One of the major topics of discussion was that Cayuga County is trying to establish a health care consortium and needs 2000 members to reach their goal. • South Richmond Ave. has been striped diagonally for additional downtown parking. Due to this, the Board of Trustees is considering making South Richmond Ave. a one-way street going south. This will be discussed further at the July 16th board meeting. It will also be advertised. • West Bay Road will be striped in the fall and repeated every year. • A PA system will be under consideration for the Village portion of the New York Main Street Grant. • The bushes in front of the American Legion/Community Center need be removed. The front steps also need attention. Trustee Dunaway will speak to the Legion members who are in charge and get permission to have these items addressed.
