Town of Sennett Board Meeting February 27, 2018 Minutes of the Town of Sennett Town Board Meeting held on Tuesday February 27, 2018 at 7:00 PM at the Sennett Town Office Building. Members Present: Peter Adams, Supervisor Jerrold Eades, Councilman Edward Rizzo, Councilman James Jeffers, Councilman Richard Gagliardi, Councilman Kristopher LaPointe, Highway Superintendent Ron Schalck, Water & Wastewater Superintendent Cheri Major, Bookkeeper Jerry VeVone, Fire Marshall/Zoning Officer Richard Andino, Attorney Penelope Dennis, Town Clerk Meeting is opened with the pledge to the flag. Financial: 2017 is almost completed with the AUD to be done by the middle of March. Old Business: Replacement of town wide street lights is discussed. There are now available LED lights. The cost to replace existing lights would be approximately $7665.00 with the savings to be seen in the cost of the electricity. There is discussion on this, possible savings, the availability of grants, etc. Supervisor Adams will get more information on this. The Employee Handbook has been given to all employees. Window have been replaced in the Codes Office, the Court Office and the Highway Office. 90% should be replaced by the new end of the year. Also, Park Tec will meet with the board to discuss possible grants that may be available for the Park. New Business: Supervisor Adams reads a letter that he received from a resident on Victory Drive praising and thanking the Highway Department for all that they do - day or night, holiday or regular work days and a thank you to the Water & Sewer Department for all that they do. The Board is beginning negotiations on the Union contract. The Newsletter will soon be going out. Supervisor Adams, Councilman Eades and Councilman Rizzo recently attended the Association of Towns meeting in New York City. The garnered lots of information- Grants, for Water District improvements, the information that needs to be done before the ---PAGE BREAK--- application is submitted, there will be some water workshops to further discuss this information. Pick-n-Pull is proposing to expand their space for the storage of vehicles. They have modified their original plans, so no variances will be needed. Jerry VeVone further explains their proposal to the board. The Cayuga County Digestor is discussed. John Roser is present, CH Energy is leasing to own the Digestor and they would like to install a new larger water service to the facility. They are proposing an eight-inch line roadside, approximately 200 feet to the property line, then a six-inch line to the facility. They would include a fire hydrant for fire protection (they will work with the Fire Department on the location, etc.) They will do this at no cost to the Town. They will get the Engineered plans. They will work with Ron Schalck, Attorney Andino and Town Engineer Paul Chatfield. There is also a representative from the County present. It was a positive discussion. Department reports: Highway Superintendent LaPointe reports that the department has they have plowed and sanded 28 times, 400 ton of salt delivered, did various truck repairs, picked up some brush from a fallen tree. routine maintenance, patching. There is discussion on the intersection of Franklin Street Road and Countyline Road, the Town of Skaneateles has received a letter regarding the safety of the intersection. Parking lases are discussed with more discussion at a later meeting. Water and Wastewater Superintendent Schalck reports that they have to leaking service saddles were replaced, one water main break was fixed, a leaking hydrant was rebuilt, water operation reports were done, and quarterly water samples were done, added a digital pressure gauge to Franklin Street Road pump station to call in case of low water pressure, plowed snow at pump station and water tower as needed, alarm at Butera Drive sewer pump station - cleaned grease off floats, marking dig request as needed, helped Town of Brutus repair a water leak and doing clean up in water barn. Judge Timian reports $2,428.50 for January 2018. Judge Riley reports $2,450.00 for January 2018. The Town Clerk reports $351.00 for January 2018. The CEO’s written report is read and reviewed by the board. Jerry VeVone also reports that a business wishes to expand, and that Lyons Bank has opened. After a recommendation by the CEO, a motion is made by Councilman Eades that new residential building permits include a $10.00 fee to pay for a 911 address number/sign/marker to be made by and billed by the Fire Department to the Town, seconded by Supervisor Adams. Roll Call vote: Supervisor Adams yes, Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo yes and Councilman Jeffers yes, carried. After discussion, a motion is made by Councilman Eades that is a Building Permit is issued and does not get used for ---PAGE BREAK--- the original purpose, the town will keep 20% of the cost and refund the remaining to the purchaser (upon approval and recommendation of the CEO) seconded by Councilman Gagliardi. Roll Call vote: Supervisor Adams yes, Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo yes and Councilman Jeffers yes, carried. The Court report is read and reviewed by the board. The Town Clerk has received a letter of request form Judson Davis to be appointed a Temporary Marriage Officer for the Town. A motion is made by Councilman Jeffers to appoint Mr. Davis a Temporary Marriage Officer from June 15, 2018 to July 15, 2018, seconded by Supervisor Adams. Roll Call vote: Supervisor Adams yes, Councilman Eades no, Councilman Gagliardi yes, Councilman Rizzo yes and Councilman Jeffers yes, carried. The Public to be Heard Segment is opened on a motion made by Councilman Eades. Seconded by Councilman Jeffers 5 ayes 0 nays, carried Dan Jeffers, Grant Avenue Road, questions if anyone has found the name of the old road that used to run off Depot Road. No one has been able to find out that information yet. The Public to be Heard Segment is closed on a motion made by Supervisor Adams, seconded by Councilman Jeffers, 5 ayes 0 nays, carried. The abstract in the amount of $188,505.32 is approved for payment on a motion made by Councilman Jeffers, seconded by Councilman Rizzo. Roll Call vote: Supervisor Adams yes, Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo yes and Councilman Jeffers yes, carried. The minutes of the January meetings are approved on a motion made by Councilman Jeffers, seconded by Councilman Gagliardi, 5 ayes (Councilman Eades abstains from the January 16th meeting due to his absence, 0 nays, carried.
