VILLAGE BOARD MEETING MARCH 9, 2015 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, and Chris Fulton were in attendance. (Trustee Tony Peppe was absent.) Village Clerk Anne Riddell, Treasurer Susan Wade, and Stefan Lutter (Cayuga County Cornell Cooperative Extension AssociaƟon Environmental Educator) were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the minutes for the February 23, 2015 Village Board Meeting. · BILLS A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following bills. (Mayor Mulvaney voted.) (Trustee McGuerty abstained on voucher #343 due to conflict of interest.) · TRANSFER A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the following transfer: From: A5140.1 Misc – Pers. Serv. $2,000 To: A5142.1 Snow Removal $5,000 A8170.1 St. Cleaning – Pers. Serv. $3,000 · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the Treasurers Report for the month of February. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Public Works Report for the month of February. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Water Meter Replacement Report for the month of February. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Sewer Treatment Plant Report for the month of February. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Vehicle Log Sheet Report for the month of February. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Dog Control Report for the month of February. ---PAGE BREAK--- A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the Police Report for the month of February. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Justice Building Inspection Report for the month of February. It was noted that there was no Code Enforcement or Justice Report for the month of February. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · PLANNING BOARD AND ZONING BOARD MEMBERS Mayor Mulvaney reported that there was no news on any more interest for members for the Planning Board and the Zoning Board that were still needed. · NEW METER REPLACEMENT Mayor Mulvaney stated that the Board received a February report as noted above. · VILLAGE ORDINANCES Each of the Trustees received a copy of the Village Ordinances - Chapter 4, Section 4. “Parking”, Chapter 4, Section 5. “Trucks, Trailers, Etc.”, and Chapter 4 Section 8. “Mufflers On Motor Vehicles” to review at the next regularly scheduled Board meeting. · NORTH MAIN STREET WATER MAIN PROJECT Each of the Trustees received a copy of a letter from Mayor Mulvaney to Mark Manzari (NYLD Infrastructure, Inc.) with responses to some of Mr. Manzari’s questions in order for the Village to receive an estimate for leak detection. Mayor Mulvaney stated that he and Mike Perkins of the Department of Public Works also met with him on March 9, 2015 and will keep the Board informed. · ASH BORER GRANT (STEFAN LUTTER–CAYUGA COUNTY CORNELL COOP EXT) Stefan Lutter Cayuga County Cornell Cooperative Extension AssociaƟon Environmental Educator introduced himself to the Board. He stated that he had completed the Village of Moravia’s Ash Inventory of the trees that are on Village property finding eight ash trees. He distributed a paper copy of the Ash Inventory to each of the Trustees and the Mayor. He explained about ash trees being invaded by a beetle, how to identify it, and how to manage it. The Board thanked him for coming after a short discussion. · VILLAGE OF MORAVIA EMERGENCY WATER PLAN The Village Board of Trustees received a copy of the updated Village of Moravia Emergency Water Plan. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Village of Moravia Emergency Water Plan. · VILLAGE OF MORAVIA EMERGENCY OPERATIONS PLAN ---PAGE BREAK--- The Village Board of Trustees received a copy of the updated Village of Moravia Emergency Operations Plan. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Village of Moravia Emergency Operations Plan. After a suggestion made by Trustee Fickeisen, a motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to amend the Village of Moravia Emergency Operations Plan, as noted. · VILLAGE OF MORAVIA EMERGENCY MANANGEMENT PLAN The Village Board of Trustees received a copy of the updated Village of Moravia Emergency Management Plan. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Village of Moravia Emergency Management Plan. Village Clerk Anne Riddell reminded the Board that all three of the plans and contact telephone numbers were confidential. · JUSTICE CENTER USE REQUEST (SEWARD – 03/18/15) Each of the Trustees received a copy of a letter and a flyer from Senator Seward sponsoring a Senior Scam Prevention Forum on Wednesday, March 18, 2015 at the Village Justice Center from 1:00-3:00 p.m. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the use request of the Village Justice Center on Wednesday, March 18, 2015 p.m. for Senator Seward from 1- 3:00 p.m. · LETTER OF REQUEST TO CC BOARD OF ELECTIONS (MACHINE) Each of the Trustees received a draft letter from the Village to Cayuga County Board of Elections requesting use of Cayuga County’s voting machine for a cost of $300.00. (The fee includes drop-off, set-up, and pick-up). A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve a letter of request to be sent to the Cayuga County Board of Elections for use of the voting machine for the June 16, 2015 Village Election. · VFW PARADE REQUEST Each of the Trustees received a copy of a Request for Parade Permit from the VFW for May 25, 2015. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the VFW parade request and waive the $50.00 deposit. · RESOLUTION ---PAGE BREAK--- Pertaining to the recently enacted Local Law #1 of 2015 entitled “Regulating Peddling and Soliciting”, a motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the following resolution: BE IT RESOLVED THAT the Village Board of the Village of Moravia, New York, pursuant to Local Law #1 of the Year 2015 of the Village of Moravia, New York, entitled “Regulating Peddling and Soliciting”, hereby establishes the following: 1) That the license application to be used under said Local Law shall be entitled “Peddler’s License Application” and shall be in the form attached to and made a part of this Resolution; and 2) That the fees to be charged by the Village of Moravia, New York, for such Peddler’s License Application shall be the same fees as set forth on the said license application form entitled “Peddler’s License Application”, which is attached to and made a part of this Resolution. The question of the adoption of the foregoing Resolution was duly put to a vote on roll call, which resulted as follows: Gary Fickeisen voting yes Nancy McGuerty voting yes Christopher Fulton voting yes Dated: March 9, 2015 · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Davis-Ulmer Justice Building Sprinkler System Inspection Report. - Town of Moravia Minutes (12/17/14 & 01/21/15). - Quarterly Open Agenda Items. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to remove the following Quarterly Open Agenda Items: 1. VanPelt Lane Agreements 2. Review of Vendor’s Licenses/Permits - Village of Moravia Planning Board Minutes (02/16/15). On the table for Board review was: - Vehicle Log Sheets for the month of February. - Card from the John DeWitt Family. - Public Service Commission Announcement (315 Area Code). · BUDGET WORK SESSION The Board and Treasurer Susan Wade reviewed and discussed the 2015-2016 Tentative Budget.
