TOWN OF MENTZ REGULAR MEETING AUGUST 15, 2017 Supervisor Nielens called the meeting to order at 7:03 PM and let the Pledge of Allegiance to the Flag and asked for a moment of silence. Members Present: Supervisor Nielens, Councilman Mark Emerson, Councilwoman Barbara Clancy, Councilman Jeff Mills and Councilman Matt Poyneer. Others Present: Attorney Kevin Cox, Town Clerk Charleen Wood, Deputy Town Clerk/Cemetery Superintendent Lucy Ware, Highway Superintendent David Nielens, Code Enforcement Officer Jay Moose, Mile Riley, Historian, Cindy Shepard Falcone Associates, John Bell, PB Fire Department, and David Ware, PB Fire Department Minutes Approval: Minutes of the July 18, 2017 Meeting: Motion made by Matt Poyneer and seconded by Jeff Mills to accept the minutes as presented. Motion carried 5-0 Audit of Bills: Motion made by Mark Emerson and seconded by Matt Poyneer to approve the following audit of bills. Motion carried 5-0. General A $13,785.56 VO 183-209 General B $ 61.12 VO 15 Highway DB $ 8,548.66 VO 57-61 DA $ 4,958.66 VO 6 TA $ 1,645.82 VO 13-14 Presentation: Cindy Shepard – Falcone Insurance - Ms. Shepard discussed the health insurance for the highway department and answered questions. David Ware and John Bell of the PB Fire Department requested the use of the field and parking lot for the 2018 car show. There will be approximately 85-100 cars, the fire department has the proper insurance and they will make sure the grounds are left as they were found. Motion made by Barbara Clancy and seconded by Mark Emerson to permit the use of the fields for the 2018 car show. Motion carried 5-0. Old Business: NYC Bridge – The first set of documents sent to the state for reimbursement Fence/Concrete blocks between Church Street apartments and the Town – Tabled ---PAGE BREAK--- Letter of support to Annex the Methodist church property to the Village - Resolved E & V Service Contract – Motion made by Mark Emerson and seconded by Barbara Clancy to approve the E & V Service contract. Motion carried 3-2 with NAY from Matt Poyneer and Jeff Mills. Mark Emerson stated that the quote of $1600 was given for the outside fill. Motion made by Richard Nielens and seconded by Mark Emerson to have E & V perform the required work - discussion motion rescinded by Richard Nielens and seconded by Mark Emerson – motion removed and tabled until next meeting New Business: Proposed Zoning Amendments – Jay Moose – Code Enforcement Officer, discussed the need to update our zoning areas for manufacturing and commercial, especially on route 31 East. A committee needs to be formed to address this issue. The committee is as follows: Matt Poyneer, Barbara Clancy, Dwight Wethey, Jay Moose and Charleen Wood. The first meeting is scheduled for Monday, August 21, 2017 at 6:00. Reports: Highway Department – David Nielens – Written Report Roads & Bridges – Matt Poyneer – Waiting on Matt Schooley Code Enforcement – Jay Moose – Written Report Buildings & Grounds – Mark Emerson – Discussed E & V; stated that the A/C was repaired; and display case and gutters need attention. Dog Control – Lucy Ware – Written Report Youth, Parks & Rec – Jeff Mills – Discussed the fencing issues and stated that the power could be turned off at the ball fields. Landfill & Recycling – Mark Emerson – Stated that the survey would be completed on 8/31 and we would go from there Cemetery – Lucy Ware – Doing burials and genealogy Planning Board - Dwight Wethey – No Report ZBA - Lucy Ware – Nothing to report Town Clerk – Charleen Wood – Hunting licenses on sale and several marriage licenses issued. Historian – Mike Riley – No Report Village Liaison – Dick Nielens – Everything running smooth – discussion on water project Veteran’s Memorial – Joe Felice – Discussion on maintenance etc. Website – Lezli Parsons – No Report Attorney for Town: Kevin Cox – No Report Communications/Reminders: Discussion on bonding Towpath Road – Attorney Cox to research and provide necessary documents Public to be Heard: No one came forward ---PAGE BREAK--- Executive Session: Motion made by Matt Poyneer and seconded by Mark Emerson to adjourn to Executive Session at 9:40 PM for personnel issues. Motion carried 5-0. Motion made by Matt Poyneer and seconded by Mark Emerson to come out of Executive Session with no action taken at 10:06 PM.
