March Town Board Minutes 03/13/17 Attendees Town Board: Mike Wiggins- Supervisor Terrance McBride Lester VanDyke Leonard Hand Planning Board: Harvey Mills- Chairman Chris Cramer Debra Davis - Judge Victoria Davis - Deputy Clerk Nick Blanchard - Deputy Superintendant Pat Coleman- Hwy Dept. Call meeting to order at: 7pm Pledge of allegiance was said. Mike Wiggins called the meeting to order. The meeting started with an executive session immediately after the pledge. At 7:25 a general discussion was had where no decision was made. No resolutions were offered. The vouchers were approved. Lester motioned to accept and Leonard 2nd. All Ayes. Minutes were reviewed and with the exception of a few grammatical errors, they were accepted. Leonard motioned and 2nd by Lester. All ayes. The Supervisor Report ending 02/28/17: General fund: $417.057.44 Cash reserve, CD: $198,612.73 Petty cash: $50.00 Special reserve, Capital Project: $199,027.00 Money market Special reserve: $60,000.00 Total for General fund: $874,747.17 Highway funds: $635,705.67 ---PAGE BREAK--- Victory Street Lighting Dist.: Cash- Checking: $3,051.56 Cash in time Deposits: $3,196.81 Total: $6,248.37 Westbury Street Lighting Dist.: Cash-Checking: $2,154.19 Cash in time Deposits: $ 289.59 Total: $2,443.75 Total for all funds: $1,618,142.46 ADT report is due at the end of February and is being worked on. Mike spoke regarding the Street lighting and RG&E tariffs to purchase LED lights by the end of March a decision will be made. It is possible that there will be enough monies so mid summer to upgrade the lights. A letter of resignation was received from Tim Ganey who accepted a job as a Code Administrator for the Dorm Authority from the State of New York. He will become too busy to continue on as the Victory Code Enforcer. At current we have no one to accept the position. Mike will ask Rod Schultz if he would act a s interim officer. Kerri Terwilliger cane to a County Town Supervisors Mtg. and had information about Purchase of Development Program for Agricultural Lands, but at current no one has been interested or applied for the program. She still offered information. They will be accepting applications and will then cherry pick from those applications a certain number of them to send them up to the state. From there they will choose applicants. If some one is interested the town board does play a role. The board has to write a letter of support. The land had to stay a agricultural and the board needs to agree that someone will visit the property each year to walk the property to make sure the rules are followed. The agreement sounds permanent. The monies are collected one time for each piece of property regardless of who buys and sells it as well as the land not being able to be used for any other purpose. A letter was received from the Association of Towns. They are encouraging people to be active in the helping to improve voter efficiency. There is a 3yr. service plan through the state to be implemented by the counties this would be a part of the Tax Reach Program. If not in compliance the state aide might be in jeopardy. We currently receive $8982.00 through this program. They are asking people to go and protest in NYC. One email was received regarding the Sanford Rd. property. Someone pulled into the area and was unloading a piece of equipment. So the neighbors sent an email. A copy is available upon request. ---PAGE BREAK--- Richard Knoll has been out at the dump truck for the past 2 Saturdays checking for permits. The first wee approximately 20 people came in to purchase permits. The second week approximately 10 people purchased permits. He will be back at the trucks in about 2-3 weeks. The clerks report was given. Clerk’s Report: (as of 02/28/2017) 19-Dog licenses =$157.00 45- Garbage Permits =$7,200.00 0- Records copies 00.00 0-Subdivision 00.00 0-Variance =$00.00 1- Building permits =$30.00 0- Marriage Lic. =$00.00 Lester questioned the amount of dog renewals. He wanted to know the previous year’s totals. Vicki was able to attain them and the trend proved to be a true decline. Lester suggested we send out the dog warden if all other means of renewal have been attempted (letters, delinquent letters, and no response) have been exhausted. In previous years a mailing census had been done. Lester reminded the board that it is a source of revenue for the town. A letter was went by Ag & Markets stating that they did believe that monies weren’t being sent for received $1 spayed and $3 for neutered dogs. Our program automatically tallies the fee and the clerk is current with the payments. Leonard stated prior to making changes to the budget we analysis all the reports. First thing was to send letters then check afterwards was the suggestion of Terrance. If a resident returns a letter which states a dog is deceased we need to believe them. The letters that aren’t returned are the ones that should be checked. Current numbers: 2010- 291; 2011-405 (after census); 2012-373; 2013-341; 2014-312; 2015-291; 2016-269. Vicki said that she would work on the project. Lester also suggested the new Code Enforcer should be able to check for dogs. The 270 miles that the previous Code Enforcer traveled enabled him to help the issue in previous years. Harvey stated that there would be one more meeting with the county where they are to receive a draft. He stated that the meeting would have to be set up between meetings to go over the organization. The county is still working on the cell tower. Present law, if we are the permitting entity board. But when the new zoning laws take effect that’s when the town board will decide who will be the deciding permit entity. At present the town board will issue special permits. The cite plan will go to the planning board but special procedures decision making at the town board. It can be assigned to the planning board if the town board sees fit. Harvey plans to make it an open meeting to basically work on the issue. Next board mtg. they will call to open the floor once again for approximately 20 mins. regarding the tower. If no one has anything to state it will be closed and then make a decision. ---PAGE BREAK--- Nick offered the Hwy. report. The crew had to change wing blades on two of the trucks. A new steering box had to be put in Scott’s truck as well as a new wing cable. They greased all the trucks. They’ve also been cleaning the shop. They adjusted the clutch on two trucks. They took care of a couple of trees that were in the road. They had to get Milton Cat out to work on the loader. The new exhaust system went into a type of safety mode and the truck wouldn’t move. Mike asked about the status on the salt for the rest of the season. Nick stated we are down quite a ways from last year but we should be good. Leonard asked about the roads of Wayne County and why there is such a difference. The answer was the difference in the sand to salt ratio. Lester asked about a brine solution that some other areas use. He stated that he would look into it. Lester offered the total amount of waste for 2016. 394 tons.was the total. He feels that the number might be down about. January was 28 ton. The committee is still looking into other options. Mike handed out a letter that was offered by the Zoning Board of Appeals. The letter is available upon request at the clerk’s desk. Their training window for the board has been set for the end of June, no later than July 1st. Mike will call the board and inform them. Judge Davis addressed the issue of hiring a court clerk. She asked the board direction after the ad went into the paper and 2 people inquired. Vicki made the case for her to take the position. The board left it to the judge to make the call. Lester motioned to adjourn 2nd by Terreance. All ayes. Meeting closed at 9:42.
