Scipio Town Board Meeting This public meeting was called to order at 7:00 PM on Wednesday October 5, 2016 by Supervisor Gary Mutchler with the following people present: Supervisor: Gary Mutchler Town Clerk: Tom Olenych Council Members: Howard Nelson Highway: Mark Chamberlain Leslie Baxter Mark Ferrari Gary Whitten Visitors: Greg Rury Motion: to approve supervisor Mutchler’s agenda. (Baxter / Whitten) All in favor. Issues to come before the board from town residents: There were no issues from the town residents present. Vouchers: It was decided to approve vouchers at this point in the meeting because the town’s bookkeeper would be leaving early the next morning for a short out of town trip and therefore would not be available the next day to write checks. General 160 – 174 totaling $36,317.83 (Baxter / Whitten) All in favor. Highway (DA): 56 – 69 totaling $155,974.59 (Nelson / Whitten) All in favor. Approval of the minutes of September 14, 2016 (Baxter – Ferrari) All in favor. Reports: A) There was no report from the town assessor although Heather did put out a schedule of the hours she would be at the town offices for the months of October, November, December, January, February and March. B) Town Clerk: Tom Olenych discussed with the board the problem with incorrect addresses on some of the town’s fall newsletter. In each case of an incorrect address the residents name was correct but the address given that resident was the address of the resident one line below. Tom felt this was his fault and thinks it occurred when he deleted the names of those people who no longer lived in the town or who no longer had a good forwarding address from the mailing list. C) Code Enforcement: Mick Piechuta submitted a written report on the permits issued and the inspection sites visited in the month of September. D) Highway Superintendent: Mark Chamberlain told the board the town highway guys have been busy mowing and working with other towns hauling stone. Mark also told the board the state has removed Duck Road from the town’s inventory thereby lowering the amount of CHIPS money the town receives. To have the state put Duck Road back on the town’s inventory the town board would need to adopt a resolution which asks the state to do so. Mark also gave the board a “Certificate of Abandonment”, which was signed by all the ---PAGE BREAK--- town board members, stating Healy Road, Firelane 26, has not been open nor has it been worked on for the past six years and is therefore abandoned and no longer used as a public highway. A copy of this certificate is attached to the minutes. Should anyone build a house on this road it would be a private driveway and the town would not be responsible for any upkeep or maintenance to it. Board members reports: A) Leslie Baxter: It was decided that the rabies clinic being held on Oct. 15th. would be open to anyone and not limited to only town residents. Leslie also informed the board of an OWLA meeting being held for the purpose of discussing the blue-green algae problems on Owasco Lake. Leslie will give the board members an update on this meeting at the Nov. 9th. town board meeting. B) Mark Ferrari briefly discussed the phones and the cost Verizon charges the town. Tom Olenych had contacted and received an initial quote from AT&T which he will follow up on and update Mark prior to the Nov. 9th town board meeting. C) Howard Nelson reported there was a good turnout for Fall Clean Up Day with approximately 70 residents signing in. Howard also said that Chris Carrick of Solarize NY should have a tentative quote, for placing solar panels on top of the town buildings, to him soon and he will discuss at the Nov. 9th town board meeting. Howard also told the board Chris Carrick of Solarize NY should have further guidelines for the procurement process for placing solar panels on the town building soon, hopefully in time for discussing at the November town board meeting. Review of the 2017 tentative budget: Gary Mutchler handed out copies of the 2017 tentative budget which was reviewed with the following changes being made. General Fund: Page 5 / Buildings / Computer Repair lowered to $1,000.00. Total to $22,020.00. Page 5 / Central Printing & Mailing / Contractual raised to $ 1,500.00 total to $1,500.00 Page 10 / Joint Youth Programs / Summer Swim added at $250.00 total to $250.00 Page 11 / Home & Community Services / Personal Services (A8010.11) raised to $950.00 total to $950.00. Page 12 / Refuse & Garbage / Personal Services raised to $5,100.00 total to $25,300.00 Page 16 / Licenses & Permits / Building & Alteration Permits raised to $2,500.00 total to $3,000.00. NOTES: 1) Page 6 / Contingent / Contingent the amount of $7,000.00 is being looked at more closely and may or may not be changed at a later date. Highway Fund: there were no changes to the 2017 highway fund budget. Supervisor Mutchler handed out a letter the town received from Mercy Flight Central asking the town to appropriate $500.00 in the 2017 budget to support this organization. It was decided that the town would not appropriate any funds in 2017 for this. Supervisor’s Report: A) Update on Consortium news: Gary Mutchler told the board the town is all set to go forward with the insurance consortium and the town would be receiving its first bill in December. He also said McKinnon Group, the town’s current insurer, had been notified the town would not be renewing its contract with the McKinnon Group and that contract will expire at the end of December 2016. B) Becky Rury was appointed as the clerk and benefits person to the consortium. ---PAGE BREAK--- C) Gould Cemetery: the check to the VanNostrand’s has been mailed out. D) Update on Scipio – Venice – Ledyard Fire Distict separation: the final details have not been worked out with another meeting of the fire commissioners, and town officials being held on Oct. 11th. to discuss the distribution of assets and other pertinent questions. E) Planning board update: the planning board looked into the issue of large farm equipment and the harm being caused to town roads by this equipment. Basically what the planning board told supervisor Mutchler is the only way to prevent damage to the town roads during the freeze / thaw cycle was to close the roads that were at risk and this could be done by either the town supervisor or the town highway superintendent. Gary Whitten questioned whether or not the town has the authority to interfer with farm operations in this way. Other business: there was no other business brought up at this time.
